He specializes in mood disorders (major depressive disorder and bipolar disorder). As a clinician, Dr. de Quevedo’s area of expertise is with treatment-resistant patients. He works to manage complex differential diagnosis and develop personalized treatment strategies. As a researcher, he has been making important contributions to understanding the pathophysiology of these diseases as well developing experimental treatments that can be used in the clinic in the near future. Professor Gong is a federally funded physician informaticist on patient safety at the School of Biomedical Informatics at UTHealth. His research areas are human-computer interaction in clinical settings, including patient safety reporting system, clinical communication and clinical decision support. He has published extensively in peer-reviewed journals. Professor Gong is the immediate past Chair of the clinical decision support working group at the American Medical Informatics Association. He mentors postdoctoral fellow, doctoral and masters students of health informatics and teaches clinical decision support system, health data display and clinical communication.

He completed his Post-doctoral Fellowship in Medicine at The University of Texas/MD Anderson Cancer Center, his Internal Medicine Residency at Attikon Hospital of Athens and Georgetown University Hospital, his Fellowship in Hematology/Medical Oncology at Mayo Clinic, and his PhD in Oncology/Pathology at the Medical School of University of Athens. She is experienced in the design and successful implementation of innovative, data-driven Population Health programs, involving engagement with a diverse mix of stakeholders. She leads population and community health programs, which improve health and health care at scale in the community and have received local and national recognition. She is a frequent speaker and presenter at local, regional, and national gatherings, with multiple published abstracts and peer-reviewed publications.

Dr. Pengetnze led the successful implementation of the Data Across Sectors of Health (DASH) Program, a Robert Wood Johnson Foundation-funded program to enhance care coordination between Parkland Hospital and the North Texas Food Bank, using a novel framework for social-to-health data sharing and partnership to improve outcomes and care experience for vulnerable individuals with diabetes and/or hypertension. This novel approach to social-to-health partnership has established the framework for subsequent community programs aimed at creating a "No Wrong Door" approach to health and social care, whereby clients can receive health care when visiting a community-based organization such as a food pantry.
She was the lead clinician for the successful application for the Dallas Accountable Health Community grant, a CMS-sponsored demonstration program to assess the impact of systematic screening, referral, and navigation of Medicare/Medicaid beneficiaries for health-related social needs, on health outcomes.

She currently leads programs with the Parkland Community Health Plan, a Dallas-based Medicaid HMO, to improve health outcomes for children with asthma and reduce preterm birth rates among high-risk pregnant women using a comprehensive and effective multi-stakeholder approach. She has designed and led the successful implementation of a novel approach to patient engagement and education via text messaging, which shows a promising impact on patients' health and well-being across health conditions.

experience serving the medically underserved. Dr Persaud has extensive experience in advancing healthcare delivery systems and population health by connecting traditional medical practices and innovative technology with a special focus on social determinants of health. Prior to holding her position at PCCI, Dr Persaud was Chief and Medical Director of Pediatrics for Parkland Health and Hospital System, Dallas County large safety net serving a diverse and under resourced population. Accomplishments over that tenure include project leadership of $45M Delivery System Reform incentive Payment Program demonstration projects aimed at dramatically increasing the number of patients with access to person centered care. Build and implement electronic disease registries to address gaps in care and improve patient outcomes. Additionally Dr Persaud collaborated with Parkland’s provider owned Medicaid Managed Care Organization to create a pediatric population health asthma program driven by predictive analytics for 17 urban Dallas practices resulting in 12 M in savings over 3 years from decreased ER visits, and hospitalizations.

Over her career Dr Persaud has published in peer reviewed journals on health care education, asthma outreach programs in schools, shared medical visits, child abuse, and HPV vaccine decision making.

Dr Persaud completed her medical degree at the University of West Indies, Pediatric Residency at University of Miami Jackson Memorial Hospital and Academic Fellowship at UTMB Galveston. She also holds an MBA from the University of Texas, Dallas. She has received several awards including Parkland Distinguished Physician Award and has served on National Committees for Pediatric Quality Metrics and Expert Panels for Social Determinant of Health Screening. She remains on the medical staff of Parkland Health & Hospital System and Children’s Health and serves as Volunteer Faculty for UT Southwestern and Guyana Pediatrics.

Usamah Zagaar is an experienced Business/IT Professional at UT MD Anderson Cancer Center, with 15 years’ experience in business analysis and data science. Mr. Zagaar joined the institutional Analytics Informatics/Natural Language Processing (IAI/NLP) team in 2014. He currently works on activities in support of multiple research projects and studies and uses analysis and design techniques to solve business problems for new and existing research studies in the IAI department and within the institution. He served previously as Executive Director of the North Texas Regional Extension Center which provided IT consulting services to primary care physicians. Dr. Howe has over 30 years’ experience in the healthcare field as a Chief Information Officer, Healthcare Information Technology expert, Management Consultant, Clinical Software Vendor professional, and a Medical School professor. Dr. Howe has published over 50 technical and scientific articles and over 30 commentaries/blogs. He has presented over 200 educational sessions, talks, or executive level briefings. He served as National President of HIMSS for 1996-1997 and is a Lifetime Fellow in HIMSS.

Karen Desalvo

Karen DeSalvo, MD, MPH, MSc is a physician dedicated to improving the health of all people, with a particular focus on vulnerable populations, through patient care, education, policy and administrative roles, research, and public service. Her commitment to improving the public’s health includes work beyond ensuring access to quality, affordable medical care, to strengthening the public health infrastructure, and enabling public-private partnerships that can address the social determinants of health. She is currently Professor of Medicine and Population Health at the University of Texas at Austin Dell Medical School.

Dr. DeSalvo served as Acting Assistant Secretary for Health at the U.S. Department of Health and Human Services (HHS) in the Obama Administration. In that role, she oversaw 12 core public health offices and 10 regional health offices across the nation, and the Office of the Surgeon General. Under Dr. DeSalvo’s leadership as Delivery System Reform strategy co-lead, HHS set and met historic goals in payment reform, supported transformed models of care delivery including in primary care, and changed the approach to information distribution in the health system.

Dr. DeSalvo was previously professor of medicine and vice dean for community affairs and health policy at the Tulane School of Medicine. She is a member of the National Academy of Medicine and the Medicare Payment Advisory Commission. She also serves on the Board of Directors for Humana. Dr. DeSalvo earned her Medical Doctorate and Master’s in Public Health from Tulane University, and Master's in Clinical Epidemiology from Harvard School of Public Health.

By collaborating with internal innovators and establishing strategic relationship with startups and industry, Rebecca and her team are accelerating value generation and commercialization.

Prior to joining MD Anderson, Rebecca served as Chief Innovation Officer and President of the University of Pittsburgh Medical Center’s (UPMC) Technology Development Center where she built their Innovation Center from a conceptual idea to a center nationally recognized for developing an extensive portfolio of partnerships, investments and new companies. Prior to starting the UPMC Innovation Center, Rebecca led their joint venture, which yielded a 100% return on investment in 18 months.

Rebecca has a Master of Business Administration from New York University and has earned multiple degrees from Carnegie Mellon University: Master of Information Systems Management, Bachelor of Science in Chemical Engineering and Engineering and Public Policy.
