Kim Colegrove
Kim Colegrove has been practicing meditation for over 40 years and has taught mindfulness in corporate settings since 2011. She is the creator of PAUSE15 Meditation℠ and Learn to Pause℠ Mindfulness Training and the founder of The PauseFirst Project: Mindfulness for First Responders. Colegrove’s expertise in meditation has benefited individuals and corporations across the country. Her corporate clients include Garmin International, The National Court Reporters Association, Department of Veterans Affairs, United Way, and others. In 2014, Kim lost her husband, former police officer and retired Special Agent David Colegrove, to suicide. She created The PauseFirst Project to honor David’s memory, and to help other first responders cope with stress and trauma. Colegrove has trained hundreds of first responders across the Greater Kansas City metro area, and now speaks and teaches nationwide. Dulcinea Rakestraw
Dulcinea Rakestraw, MPH, LAC, has worked in the fields of child welfare, addiction treatment & prevention and behavioral health care for over 15 years. She is passionate about providing safety and stability for children along with opportunities for treatment and recovery for individuals facing addiction. Ms. Rakestraw serves on the Kansas Alliance for Drug Endangered Children Board of Directors and the Kansas Behavioral Sciences Regulatory Board Addiction Counselor Advisory Committee. She is currently attending Wichita State University as a Community Psychology Doctoral Student.
Deborah Stidham
Deb Stidham, MS, LCAC, is the Director of Addiction and Residential Services at Johnson County Mental Health Center and has 34 years of experience in the field of behavioral health. Ms. Stidham has also worked in alcohol and drug treatment programs delivering services to adolescents, women with children and court-involved individuals. From 2000 to 2011, she held positions within Kansas government overseeing alcohol and drug policy, funding and regulatory licensing. Ms. Stidham is the Chair of the Kansas Association of Addiction Professionals and Vice-Chair of the Kansas Behavioral Sciences Regulatory Board, representing Addiction Counselors.
Pat Stilen
Patricia (Pat) Stilen, MSW is a clinical social worker and former addiction counselor who has led the Mid-America Addiction Technology Transfer Center since 2000. Stilen will talk about the self-paced, online course, A Professional’s Guide to Practicing Addiction Prevention, Treatment and Recovery in Kansas, Version 2 coming out in late 2019.

Abby Callis
Dr. Callis is the Director of Quality and Outcomes at Family Service and Guidance Center in Topeka, Kansas. She received her Master’s degree from Western Kentucky University in 2003 and her Doctorate of Psychology from the Florida School of Professional Psychology in 2009. Dr. Callis has many years of experience working with both children and adults in the mental health field and her experience has included the provision of a wide range of therapeutic services, supervision, numerous community presentations, psychological assessment and teaching. Her specialty is in the treatment of anxiety disorders. Dr. Callis is also a member of the FSGC training program; supervising pre-doctoral interns who are part of an APA-accredited Internship program, post-doctoral students as well as master’s students from Washburn University. In addition to clinical work, Dr. Callis is an adjunct professor at Washburn University, teaching undergraduate and graduate courses in Psychology, and is a Mental Health First Aid trainer in Kansas.
Jeff Capobianco
Dr. Capobianco has over 25 years of clinical, administrative, and healthcare research experience. He has an extensive background in strategic planning to design and implement primary, substance use disorder, and mental healthcare integration models for children and adults. With expertise in evidence-based practice implementation, Lean Six Sigma methodologies, Adaptive Leadership, and learning community approaches to organizational change he focuses on developing sustainable, efficient, and effective approaches to healthcare integration. He has consulted with dozens of healthcare organizations, including state departments of Medicaid, hospital systems, and county health departments. Prior to joining the National Council for Behavioral Health where he is a Senior Consultant, he held positions as a Research Investigator at the University of Michigan School of Social Work, where continues to teach part-time and as the Director of Research and New Program Development for a behavioral health managed care organization. A Masters level licensed clinical psychologist in the State of Michigan, he received a Doctor of Philosophy Degree from Wayne State University in Program Evaluation.
Jonathan Evans
Jonathan has been employed in the behavioral healthcare field for over 30 years. His career began at Hamot Institute for Behavioral Health where he was initially employed in the emergency department providing initial evaluations for patients presenting in the emergency room. During his tenure at Hamot IBH he worked in many departments including emergency/ crisis intervention, outpatient therapy, Director of the Diagnostic and Evaluation Center (DEC) and the Director of the Adult Division, including inpatient behavioral health, substance abuse and geriatric units, outpatient services and the partial hospitalization programs. In addition, Mr. Evans served on the trauma rehabilitation team. Jonathan left Hamot IBH in 1993 to become the founding President and CEO of Safe Harbor Behavioral Health. Safe Harbor was established to provide intensive outpatient services to patients with serious mental illness and to provide 24 hour a day crisis intervention services to anyone in Erie County. Safe Harbor initiated and implemented a full time Tele-Psychiatry program successfully enhancing access to care in the outpatient clinic Jonathan has presented at a number of national conferences on behavioral healthcare including Open Minds Performance Institute, The National Council on Behavioral health Care and the Pennsylvania Community Providers Association on topics ranging from productivity contracting for clinicians, strategic planning and telepsychiatry. Recently Jonathan was invited by the Minister of Mental Health in Ireland to present on Telepsychiatry as a solution to the psychiatric shortage in Ireland. Jonathan initiated a telepsychiatry program at Safe Harbor Behavioral Health through a SAMSHA Grant. As a result of the successful implementation and patient outcomes, Jonathan founded InnovaTel Telepsychiatry in 2014 providing telepsychiatry coverage in multiple states in partnership with community provider organizations. Jonathan was also the founding Board Chairman of Presque Isle Psychiatric Associates, a non-profit organization that provides psychiatric coverage for hospitals and community-based providers.
Ryan Cox
Dr. Ryan Cox initially attended art school and toiled in the art world for nearly a decade before deciding to pursue his second career in psychology. He completed his BA in Psychology at St. Edward’s University in Austin, Texas, before earning an MA in Counseling from Pacific University in Portland, Oregon, and then his PhD in Counseling Psychology at the University of Memphis. He completed his postdoctoral fellowship in Interprofessional LGBT Care with an emphasis on transgender health at the VA Medical Center in Houston, Texas. Dr. Cox is now currently employed as an integrated health psychologist in the Truman Medical Center Family Medicine Residency Training program, as well as medical school faculty at University of Missouri Kansas City. He is also the Executive Board Vice President of Thrive Health Connection (formerly Good Samaritan Project), a Kansas City non-profit working to alleviate the effects of HIV and AIDS, and is an active member of the Outreach and Education Committee of the AIDS Services Foundation board. Dr. Cox also enjoys teaching and is currently an adjunct instructor in the psychology doctorate program at Kansas City University School of Medicine and Biosciences, and the counseling Masters program at Avila University. In his spare time, he enjoys reading, movies, exercising outdoors, coffee, and snuggling his cat.
Rick Hoffmeister
Rick is a native Kansan from Topeka. He attended nursing school at Washburn University for his BSN. He has been a nurse for over 30 years primarily in psychiatric nursing settings. Currently employed at the State of Kansas, Department of Health & Environment, Division of Healthcare Finance as Clinical Manager, Policy Analyst. He has a varied experience from child and adolescent acute and residential psychiatric nursing, home health nursing, long term care nursing and hospice case management. He was previously involved in the Health Homes with the State as Health Homes Manager.
Wiley Harwell
Wiley D. Harwell is the executive director of the Oklahoma Association for Problem and Compulsive Gambling. Wiley has a Doctor of Ministry degree from Southern Methodist University, a Master of Divinity from Southern Seminary in Louisville, Kentucky and a bachelor’s degree from Wayland Baptist University. Wiley is a licensed professional counselor, a certified employee assistance professional, advanced certification in hypnotherapy, and is an International certified gambling counselor-II.
OAPCG is the official affiliate of the National Council on Problem Gambling. As the affiliate, Wiley administers the Oklahoma Helpline, leads training for certification to become a certified gambling counselor, works with tribes to promote responsible gambling, promotes awareness for problem gambling to the public and government officials, and works in cooperation with the Oklahoma Department of Mental Health and Substance Abuse as an advocate for all aspects of problem gambling issues. In July 2012, Wiley was elected to serve as a board member of the National Council on Problem Gambling and was reelected in 2015 for a total of six years. Wiley served as president of the NCPG board of directors in 2015-2017.
Wiley resides in Norman, is married and has four children, seven grandchildren and enjoys time on an acreage east of Norman.
Michael Garrett
Mike Garrett has a graduate degree in Clinical Psychology. He practiced as a clinician for several years. After assuming administrative responsibilities for Horizons Mental Health Center in 2007 Mike became CEO of Horizons Mental Health Center. As such he became a member of the Board of Directors of the Association of Community Mental Health Centers of Kansas (ACMHCK). He served as President of the ACMHCK from 2014-2016. During this time the ACMHCK performed its third cost study with MTM Services, identifying the costs per CPT code and by provider. This initiative has also included uploading DLA-20 data into SPQM. This led to a defined Level of Care system identifying which services and what prescribed level of intensity of services were at each LOC. The ACMHCK as an Association, and the individual CMHCs, can determine costs and treatment outcomes by diagnosis, Level of Care and Payer Source. This initiative is allowing the ACMHCK, and its member CMHCs, to position themselves to become the provider of choice for payers as the field moves toward pay for performance models.
Tim DeWeese
Tim is the Director of Johnson County Mental Health Center. The Mental Health Center is a department of Johnson County (KS) Government and employs more than 320 staff who provide behavioral health services to more than 10,000 county residents annually. Tim possesses a Bachelor of Science degree in Psychology from Missouri Southern State University and a Master of Social Work Administration degree from the University of Kansas. He is a Licensed Mental Health Professional in Kansas and has over 28 years of experience in community mental health, where he has worked in various capacities. He possesses extensive knowledge and experience in the public mental health delivery system, client-centered leadership, and program design/development. Tim also served more than 10 years as a commissioned officer in the Army Reserve and National Guard.

Rick Cagan
Rick Cagan has directed the Behavioral Health Tobacco Project for NAMI Kansas (National Alliance on Mental Illness) since 2016 having previously served as Executive Director for NAMI Kansas for more than 12 years. He spent 27 years in advocacy and human services in Virginia, including Executive Director roles for a Head Start agency for children of migrant and seasonal farmworkers and a statewide rural advocacy organization. Rick has a Bachelor’s degree in Psychology from Princeton University and a Graduate Certificate in Nonprofit Management from Virginia Commonwealth University. He is a graduate of the Sunflower Advocacy Fellowship, the Kansas Health Foundation Fellows VIII, and the Johnson and Johnson Head Start Management Fellows Program at the Anderson School of Business at UCLA. He is a recipient of the Samuel Crumbine Medal for Meritorious Service presented by the Kansas Public Health Association.
Shawna Wright
Shawna Wright, Associated Director of KU’s Center for Telemedicine & Telehealth, is a licensed psychologist, and she obtained her graduate training in clinical psychology at Texas Tech University. Dr. Wright worked for over a decade in community mental health and has been a practicing telepsychologist since 2011. Through her experience with providing treatment to rural and underserved population, Dr. Wright is acutely aware of the impact of the shortage of medical and mental health providers, and she sees the promise of telehealth for improving access to care. She has particular interests in advancing telehealth policy and engaging medical and mental health professionals and students in telemedicine education. Dr. Wright is a member of the Rural and Frontier Subcommittee of the Governor’s Behavioral Health Services Planning Council, the Kansas State Epidemiological Outcomes Workgroup, and the Kansas Prescription Drug and Opioid Advisory Committee.
Stacy Chamberlain
Stacy R. Chamberlain is a Master’s Level Addiction Counselor. She obtained a Bachelor’s degree in Social Work and inter-disciplinary Master’s degree in Cultural Anthropology, Women’s Studies, and Sociology from Wichita State University. Stacy has worked in the addiction field for more than 27 years. She has worked with various populations including women and children, adolescents, and men in a correctional setting. Stacy worked for the State of Kansas for 16 years as the Director of Addictions Services and was the State Methadone Authority for 14 years. She now works as the Program Director for Behavioral Health Group/Overland Park, Kansas. Stacy is passionate about the field of addictions and is dedicated to making a difference in the individuals she serves.
Tim Dellenbaugh
Dr. Dellenbaugh attended medical school at the University of Illinois, and completed his residency in psychiatry at Kansas University School of Medicine. After residency, he worked in community mental health before joining the Missouri Department of Mental Health and the faculty at University of Missouri-Kansas City. He is Associate Professor of Psychiatry and Associate Dean at the School of Medicine. He is on the American Board of Psychiatry and Neurology pilot maintenance of certification committee and previously was on the exam writing and assembly committee for general psychiatry. He has chaired a committee on psychiatric pharmacogenomics for the Missouri Department of Mental Health. He has collaborated with faculty from the UMKC-School of Pharmacy on more than 15 clinical trials in the area of schizophrenia and has given more than 24 invited lectures on topics related to schizophrenia, memory, learning, pharmacogenomics, and psychiatric genetics at local, regional and national meetings.
Cherie Blanchat
Throughout her professional career, Cherie has served as a school social worker, taught School Social Work for the University of Kansas, and provided professional development to educators through Ottawa University. In her work with TASN, Cherie has coached school teams in functional behavioral assessment and provided technical assistance in the areas of transition and School-Wide Positive Behavior Supports. She has co-authored articles relating to setting conditions within the functional assessment process and the social-emotional well-being of undocumented Latino immigrants in the United States. Currently, Cherie serves as the Coordinator for the TASN SMHI, working to develop systematic, coordinated, tiered system of trauma-informed school mental health practices by building partnerships between schools, students, families, and community partners. She is a Past Chair of the Governor’s Behavioral Health Services Planning Council, Children’s Subcommittee and an active member of the Kansas School Mental Health Advisory Council.
Kevin Kufeldt
Kevin Kufeldt is the Program Manager at the Adolescent Center for Treatment- Johnson County Mental Health. He graduated from the University of Kansas with a Bachelor’s Degree in Psychology and Master’s Degree in Counseling and Guidance from the University of Missouri at Kansas City. Kevin has dual clinical licensure in both Substance Use Disorders and Mental Health Counseling and has served as the Program Manager at ACT for the past five and a half years. Prior to this work as the Program Manager, Kevin worked as a Clinician for six years with the youth at ACT.
David Barnum
Dr. Barnum, Diplomate of the National Board of Certified Clinical Hypnotherapists, completed his doctoral training in clinical psychology with a specialization in health psychology at The University of Kansas. After an internship at Temple University Health Sciences in Philadelphia, he began a 20-year career in community mental health, with particular emphasis on establishing and expanding clinical training programs as a means for developing professional staff in rural and underserved areas. Currently, he is the Clinical Director and Director of Clinical Training at Larned State Hospital as well as a Co-Owner of The Family Therapy Institute Midwest in Lawrence, KS. He has served as an adjunct professor in the Department of Psychology at the University of Missouri-Kansas City, University of Kansas, and Benedictine College. He has been an Ambassador for the National Health Service Corps, is a past-President of the Kansas Psychological Association, and served on the Continuing Education Committee of the American Psychological Association. Dr. Barnum is a frequent presenter at local, national and international conferences on topics including diagnosis, ethics, risk management, clinical training and supervision, family psychology, autism spectrum disorders, elements of effective treatment, and Ericksonian approaches to treatment, among others. He has published work in the treatment of children affected by abuse and foster care, health psychology, and enhancing access to mental health care. He is currently Chair of the Hospital Ethics Committee at Larned State Hospital. Dr. Barnum is an engaging and knowledgeable trainer for new and experienced providers alike.

Christina D. Brenner is a Master’s Level Addiction and Mental Health Counselor. Christina earned her Bachelor’s Degree in Psychology from the University of Missouri-Kansas City and her Master’s Degree in Counseling from MidAmerica Nazarene University. During her graduate degree coursework, she worked as an intern therapist for the MNU Community Counseling Center. While there, she gained experience from working with a wide variety of clients and mental health issues. After obtaining her Master’s, Christina started her career as a counselor at Behavioral Health Group-Overland Park. Christina is devoted to working with both addictions and mental health, and has found her calling in working with Substance Use Disorder patients.
Krista Boan
Krsita’s passion for the next generation is an extension of her background as a middle school teacher and children's book author. She studied English and Psychology at the University of Kansas, and earned her Master’s in Education at Rockhurst University, developing a pedagogy for social justice. Krista dreams of a world where kids can be kids a little longer, so that when they are adults and facing giants of their own, they can refer back to the years they spent looking up—not down—for answers. She loves encouraging local communities to link arms for the good of all kids, who are all future leaders. She lives in the Kansas City area with her husband, Scott, and their four children.
Elizabeth Ablah
Dr. Ablah is an associate professor in the Department of Population Health at the University of Kansas School of Medicine-Wichita. She received a Bachelor of Arts with distinction from St. Olaf College, a Master of Public Health from the University of Kansas School of Medicine-Wichita, and a Master and Doctorate in Community Psychology from Wichita State University. Her research interests include community-based participatory research, physical activity, healthy foods, and tobacco cessation, the built environment, and worksite wellness. Dr. Ablah leads the WorkWell KS initiative and her research focuses on how policies, systems, and environments can foster cultures of health.

Tracy invested 15 years developing growth strategies for some of the world’s leading organizations as a management consultant with Mercer Management Consulting, then as an Associate Director at FSG, which specializes in creating large-scale, lasting social change. She helped foundations, businesses, nonprofits and government agencies increase impact through revised strategy and program design, performance measurement, and operational improvement. On a project for one of the world's largest toy companies, she was captivated by the power of play in children's emotional, social, and cognitive development, fueling her passion for rethinking cultural norms around technology. She graduated summa cum laude from Northwestern University.
