In sports, games are influenced by particular measurements: the two-minute warning, the 24-second shot clock, arbitrary injury time; somehow all seem to work well for their respective games. Game completion can become painfully protracted with multiple time-outs, penalties and overtime, but the measurements, rules and instant replay provide well-defined tools to determine the final outcome. Similarly, multiple actions (and inactions) occur during the life of a construction project, resulting in delayed completion. Construction delays can have a significant impact on the cost of performance for both the contractor and owner. Who ultimately pays for these delays is highly dependent upon a forensic schedule analysis to determine both responsibility and duration of each delay encountered. Over the years, more than a dozen methods have emerged to identify and measure delay, but each has strengths and weaknesses yielding different results for the same set of facts. There are multiple papers, guidelines and recommended practices on the topic, but how does a contractor sift through all this in deciding how to support a request for time extension.
