For the last 15 years, Shawna has been the Assessor for the Town of Cromwell. Prior to her current position in Cromwell, she was the Assessor for the Town of Brookfield for four years and the Deputy Assessor in Bridgeport for three years. Prior to assessing, Shawna worked at Vision for seven years, culminating her career there as Project Manager.

Shawna has served on the CAAO Executive Board for the past 12 years and has been a member of many committees during that time; she is currently President of CAAO. She is a past president of both Fairfield County and Greater New London county local associations and was awarded the Assessor of the Year in 2013.

Shawna is also a certified residential appraiser and is currently a commissioner on the State of Connecticut Real Estate Appraisal Commission appointed by Governor Malloy. She also serves on the CCMA committee which is appointed by OPM.

Shawna is also the co-owner of Baron Appraisals Services, which performs appraisal and auditing services for several clients including banks and municipalities. When Shawna is not working or traveling, her hobbies range from playing softball, tennis, golfing, bowling, fantasy football or just building excel spreadsheets.

Southeastern Connecticut Council of Governments
James S. Butler, AICP, has served as the Executive Director of the Southeastern Connecticut Council of Governments (SCCOG) for the past 20 years. In this position, he works closely with the chief elected officials and town managers of the SCCOG’s 22 member municipalities on issues of importance to their towns and the region.

Prior to assuming his position at SCCOG, he was employed as the Town of Groton’s Director of Planning for 11 years. In his 44 years of professional experience, he has also served as Director of Planning for the Town of East Lyme and as a Senior Planner for the Southeastern Connecticut Regional Planning Agency. From January to August of 2013, he served as Interim Executive Director of the Southeastern Connecticut Enterprise Region (seCTer), the region’s economic development organization, while simultaneously overseeing the work of the Council of Governments.

James holds a Bachelor’s degree in Political Science and Urban Planning from Rutgers University, a Master’s degree in Public Administration from the University of New Haven, and received graduate training in Planning from the University of Rhode Island. He is a member of the American Institute of Certified Planners, serves on a number of regional agency board of directors, and is the immediate past Chairman of the Connecticut Association of Councils of Governments. Mr. Butler resides in New London with his wife Debra.

Michael Collins is an experienced trial lawyer, having successfully represented clients in state and federal courts and before administrative bodies. His litigation practice includes defending automobile liability, premises liability, civil rights and police pursuit claims. He has also defended professional liability claims regarding state marshals, insurance agents, architects and engineers. This experience enables him to resolve disputes for his clients in a collaborative effort that is both effective and cost-efficient.

Mike also possesses a depth of experience in municipal law. He began his legal career in 1986 in the Office of the Corporation Counsel for the City of Hartford, addressing the many issues and challenges presented to municipal officials. During his nearly twenty-year tenure with the City, including the last eight years serving as the Deputy Corporation Counsel, Mike provided pragmatic advice on every aspect of a municipal corporation and aggressive representation in litigation. He has extensive experience in litigating property valuation appeals, constitutional claims, land use cases, administrative appeals and challenges to the procurement process and elections. He continues to draw upon his experience in the representation of municipalities, working closely with town and city officials to address their legal needs, as well as private clients facing issues with local governments.

Mike is a member of the Connecticut Association of Municipal Attorneys and the Connecticut Conference of Municipalities. He is also active in his community. He serves on the Board of Assessment Appeals for the Town of Glastonbury, and is an active member of the Irish American Home Society, where he is a past vice president and former member of the board of directors.

David Dietsch has been assessor for the City of Waterbury since 1996. He is a graduate of CCSU with a BS degree in Business Administration. He has worked for almost 10 years as project manager for KVS information Systems on 13 revaluations in CT and NY.

David was New Haven County President from 2004-2006 and CAAO President from 2009-2010. He served on the MV, Spec Events, Ethics, Current CO Chair of Leg Committee.

Eileen Duggan received her Bachelor of Arts, summa cum laude, from Yale University in 1990, and her Juris Doctor from the University of Virginia in 1993. After clerking for the Honorable Barry R. Schaller of the Connecticut Appellate Court, she joined the firm in 1994 and became a Director in 2001. In October 2016, she was elected as a Shareholder, becoming the first woman to serve in this senior leadership role for the firm.

Eileen is admitted to the bar of the State of Connecticut (1993) and the U.S. District Court for the State of Connecticut (1994). She is a member of the Connecticut and New London County Bar Associations, and in 2002, was elected as a Fellow of the Connecticut Bar Foundation James W. Cooper Fellows Program.

She heads the firm's Labor, Employment and Municipal Law Department. She has served as the Town Attorney for the Town of Groton for 10 years, and recently became a board member of the Connecticut Association of Municipal Attorneys. She primarily represents and advises public sector, private sector and non-profit entities in all areas of labor relations and employment law, such as, collective bargaining, grievance arbitration, personnel policies and practices, wage and hour disputes, and compliance with state and federal Family and Medical Leave Acts, the Americans with Disabilities Act and the Connecticut Fair Employment Practices Act. Eileen frequently appears before such administrative agencies as Connecticut State Board of Mediation and Arbitration, the Connecticut State Board of Labor Relations, and the Connecticut Commission on Human Rights and Opportunities. She is a Police Officer Standards and Training Council certified instructor for Personnel Matters, and presents annual seminars for police supervisors completing recertification training. Ms. Duggan was elected as the 2017 Chair of the Board of Directors for the Chamber of Commerce of Eastern Connecticut.

Jonathan was appointed to serve as the Undersecretary for Intergovernmental Policy and Planning at the Office of Policy and Management on January 11, 2019.

Jonathan received a B.A. from Brandeis University (1986), and a J.D. from the New York University School of Law (1990). In between college and law school he served as an Aide to Congresswoman Barbara B. Kennelly in Washington.

He was in private practice for 25 years, concentrating on business and real estate law. For six sessions, he served as Counsel in the General Assembly. In 2007, Jonathan founded Harris Collaborations, a real estate and economic development firm.

Jonathan served West Hartford as Town Councilor and Mayor and was elected to the state Senate in 2004, holding that seat for three terms. Upon retiring from the Senate, he served as Deputy Treasurer for Connecticut, Executive Director of the State Democratic Party and Commissioner of the Connecticut Department of Consumer Protection.

Throughout his career, Jonathan has sat on many non-profit and for-profit boards. Jonathan lives in West Hartford with his wife, Lucy. They have a son, Spencer.

Thomas Hennick is the Public Education Officer at the Freedom of Information Commission. In that role, Tom travels around the state, conducting FOI seminars and workshops, educating members of the public as well as public officials about their rights and duties under the Act. Tom also spends a great deal of time on the telephone answering questions about the Act raised by the general public.

His background is in journalism. He was a newspaper reporter and editor from 1976-2001. Tom was born and raised in Naugatuck, CT, and currently lives in Durham with his wife. They have three adult daughters. He is the former chairman of the Regional School District 13 Board of Education and is currently a member of the Durham Board of Selectmen.

Anthony (Tony) Homicki has been in the assessment vocation for 41 years having worked in five Connecticut communities following towns who were implementing revaluation. In fact he has worked on or has signed 14 revaluation Grand Lists. He has been the Assessor in Darien Connecticut for the past 15 years defining and defending over 11.6 billion dollars in value with a town wide team that exemplifies the best in serving the public and being a public servant.

After attending the University of Connecticut he worked construction prior to taking a listers job with the City of Hartford where Al Standish pushed him to become a CCMA in his first three years. Tony is Past President of the CAAO, the NRAAO and the FCAA. He presently serves as Secretary of the FCAA and is very active as a member of the FINEX Credit Union Board of Directors. He is active on the Wethersfield Town Planning and Zoning Commission, the Wethersfield Democratic Town Committee and the Wethersfield Board of Assessment Appeals. He is very proud of having served the CAAO as Chair or Co-chair of the Legislative committee for over 16 years and continues to promote all aspects of our assessment vocation.

Steven has over 40 years of experience in assessment and real estate appraisal practice. He is a retired assessor at the Town of Newington, a position he has held since July 2004. He is a past president of the Connecticut Association of Assessing Officers and past chairman of the Certified Connecticut Municipal Assessor certification.

He has taught Course 3, the Income Capitalization Approach, at the Assessor's School for 18 years. He recently designed and taught the new reevaluation course, which was added to the CCMA core curriculum for eight years. That course taught Assessors Connecticut law and statistical standards all reevaluations needed to comply with. He rewrote the chapter on reevaluation for the Connecticut Assessor's Handbook. He was recipient of the Assessor of the Year Award and the Distinguished Assessor Award from the Connecticut Association of Assessing Officers.

Chris has thirty years of experience advising leading state, national and international firms active in the Connecticut real estate market. He is a founding partner of Kerin & Fazio Valuation Group and Municipal Valuation Services, both headquartered in Fairfield, CT.

Chris is a member of the Appraisal Institute and CCIM Institute. He has consulted on more than $100 billion in real estate, and has served as a course instructor for the CAAO, Yale University, Connecticut Bar Association, and the University of Connecticut. He has testified as an expert witness in more than 100 court cases in Connecticut. A graduate of the University of Connecticut with a degree in finance and concentration in real estate, Chris’ post-graduate work includes extensive study in real estate valuation and ad valorem taxation.

Michael Passero has served as Mayor of the City of New London since December 7, 2015. He previously served three terms, from 2009-2015, on the New London City Council, including serving as the first City Council President from 2011-2013.

He earned a B.A. and Master’s degree in English literature from Connecticut College. He earned a Juris Doctorate degree from the University of Connecticut School of Law. Prior to becoming Mayor he served 31 years as a member of the New London Fire Department and practiced law with the Law Firm of John M. Creane in Milford for 25 years.

He serves on the advisory board of the James and Mary Shea Perpetual Trust, was a founder and former director of New London Community Boating, was the former Chairman of the Dr. Carl Wies Scholarship Fund, serves on the board of directors of the New London Fire Fighters Burn Foundation, serves on the board of directors of United Way of Southeastern Connecticut, is a member of the New London Democratic Town Committee, and is a former member of the executive committee of the Thames Yacht Club.

He is the son of Ernest and Eileen Passero, growing up on Ocean Avenue with his six siblings. He attended St. Joseph School in New London and St. Bernard High School. He loved Scouting as a boy and achieved Eagle Scout when he was 14 years old. He has been married to Mary Dyer Passero for 33 years and they have two children, Thomas and Elizabeth.

Alex Pullen is the current Acting Assessor for the City of New Haven, a position he has held for over seven years. Prior to this, Alex was both an assessment systems manager and management analyst for the City of New Haven, having worked in the office a total of thirteen years. Holding an undergraduate degree from the University of Pennsylvania, Alex moved back to his hometown of New Haven where he obtained a dual Master’s of Science in Management/ MBA degree from Albertus Magnus College. Alex holds a CCMA II designation and is a member of the CAAO Curriculum Development Committee.

Gerald Rasmussen joined Cushman & Wakefield of Connecticut, Inc., in November of 2001. He is the National Practice Leader for the Valuation & Advisory Senior Housing/Healthcare Practice Group. As Practice Group Leader, he oversees a team of 35 professional appraisers, all of whom have extensive senior housing and healthcare experience. Combined, the group has completed in excess of 7,500 healthcare related valuation assignments.

Prior to joining Cushman & Wakefield in 2001, he worked for BA Appraisals, Inc. in New York City where he was a Senior Appraiser from January 1985 until 1986. In August of 1986, he began working for Moran & Associates, Inc. in Stamford, CT until November 2001 when he joined C&W’s Valuation & Advisory.

Over the years, Gerald has had significant experience in appraising various types of Senior Housing/Healthcare type properties.

Joel Rinebold is associated with the development of energy projects and energy planning initiatives in the Northeast US region. At the Connecticut Center for Advanced Technology (CCAT), he is Director of Energy with a focus on energy and infrastructure planning, the development of renewable and advanced energy technology, and economic development associated with energy management.

Joel was instrumental in establishing the Connecticut Hydrogen Fuel Cell Coalition and the Northeast Electrochemical Energy Storage Cluster. He is also engaged in several development initiatives for energy facility siting, advancement of hydrogen and fuel cell technology, “microgrid” infrastructure, and the establishment of renewable energy facilities using agricultural biomass and wind. Direct activities include administration of the State of CT Office of Energy Efficient Businesses, US DOE supported Northeast Technical Exchange Center, State of CT Hydrogen Economy Program, US DOE supported H2USA Roadmap planning, and the US Small Business Administration supported Northeast Electrochemical Energy Storage Cluster.
