Raymond manages the states’ housing finance, mortgage insurance, community development, and building code programs. Prior to his appointment he was president and CEO of The Skinner Group LLC, a consulting firm providing services in affordable housing finance, community and economic development, and government relations. Previously, he also served as director of the Prince George’s County Maryland Department of Housing and Community Development and as Executive Director of the DC Office of Business and Economic Development.

Through these transactions she negotiates issues unique to affordable housing as well as more traditional real estate concerns for developers of projects in the Baltimore region as well as housing authorities across the country. She is a member of the Governing Committee of the American Bar Association's Forum on Affordable Housing and Community Development Law. |

Recent notable transactions include the financing of a LIHTC portfolio in Washington, D.C. and the sale of Section 8 community in Northern Virginia. Previously, she managed a $1.5B tax exempt bond portfolio at MuniMae. |

She is a member of the Board of Directors of the American Real Estate Society and editor of the Real Estate Review, published by Thomson/Reuters.
