New York's highest-need patients -- and those with the steepest health care costs --tend to struggle simultaneously with physical and behavioral health conditions, including mental health and substance use problems. Even though these health conditions are often related, primary care clinicians and behavioral health providers have traditionally existed in silos. Now there’s a big push to change that. The integration of behavioral health and primary care is a priority under DSRIP, New York’s $8 billion Medicaid reform effort. At the same time, there’s increased awareness about the need to bring people with mental illnesses and addiction into the health care system. Providers and regulators are finding that to accomplish these goals they have to make fundamental changes in the way clinicians communicate with one another, the services health insurers pay for and the role of the criminal justice system.
