Legal trends are rapidly transforming law enforcement. Some examples include:
Technology - Body cameras worn by officers, citizen recordings, and social media have the potential to make officers better informed and more effective.
Dealing with the mentally ill - Officers face the continuing challenge to de-escalate situations involving persons who have mental illnesses, while maintaining officer safety and managing other risks.
Jails and holding facilities pose security concerns and duties to protect persons who may attempt suicide or have medical issues. Administrators and staff must apply standards to maintain safety and detainee rights.
High profile litigation prompts agencies to review policies, procedures, and training.
Emerging Legal Trends in Law Enforcement addresses these evolving risk management issues. This program is co-sponsored by the Texas Municipal League Intergovernmental Risk Pool and the Texas Association of Counties. The instructor is Jack Ryan, co-director of the Legal & Liability Risk Management Institute.
Program objectives include:
Summarize developments in regards to the use of body cameras, including when to record, privacy issues, and policy development
Analyze occurrences of citizen recordings and discuss standards professional conduct
Identify the use of social media as a tool to enable departments to conduct more effective relations with the community and understand its proper use
Describe cases of officers encountering mentally ill and emotionally disturbed persons and consider appropriate responses
Apply risk management principles for jails and holding facilities, including current legal developments
Explain litigation trends (Where Do We Go Now? -- After Ferguson, After Freddie Gray, What’s Next)
