Curtis E. Alling, AICP, is a CEQA and NEPA expert with over 35 years of experience. He specializes in natural resources management, climate change issues, transportation, park and recreation projects, and water resources. He is a founding principal of Ascent Environmental, Inc., an environmental, climate change, and natural resources consultancy established in 2010. Mr. Alling is a leader in CEQA practice approaches for public agencies’ most complex or “first-time” situations, such as innovative use of Program EIRs, CEQA-equivalent documents for regulatory processes, and incorporation of climate-change issues into environmental analysis.

Al Herson, Esq., FAICP
Al Herson, Esq., FAICP, is an environmental attorney and planner with over 35 years of experience. He is a recognized authority on CEQA, NEPA, and natural resources law. He serves as Sohagi Law Group’s Sacramento presence, and advises public agencies on complex environmental and land use law matters. Mr. Herson is co-author of California Environmental Law and Policy: A Practical Guide, the CEQA Deskbook (2nd edition), and The NEPA Book, as well as CEQA chapters in Matthew Bender’s California Environmental Law treatise. He is a Fellow of the American Institute of Certified Planners (FAICP).

Christopher Calfee
Christopher Calfee was appointed as Deputy Secretary and General Counsel at the California Natural Resources Agency in January 2017. He previously served as Senior Counsel in the Governor’s Office of Planning and Research where he advised the Governor and Cabinet on legislative and regulatory matters involving land use and environmental law, focusing on state and local government responses to climate change. He has also served as the lead attorney overseeing revisions to the regulations implementing California’s Environmental Quality Act. Prior to joining state service, Mr. Calfee represented both local governments and private applicants in matters involving the California Environmental Quality Act and related environmental and planning laws in association with the law firm of Remy Moose & Manley LLP, and later with Best Best & Krieger LLP.
