Encounter Data in the Medi-Cal Program

Summary

Both the federal and state government continue to develop incentives for health plans and providers to engage in value-based payment arrangements and need data to identify additional ways to bend the cost curve in Medi-Cal. These efforts often rely on the availability of accurate encounter data, which has been a challenge in California for many years. To tackle this multifaceted problem requires coordination among payers, providers, and regulators and innovation in the healthcare industry to develop attainable solutions that can be implemented across the system. As the industry shifts to more detailed encounter data reporting and data analysis there are many practical challenges that must be overcome. However this also represents an opportunity to learn more about the services used and dollars spent in the Medi-Cal system and identify ways to modernize reimbursement structures to better reflect member needs.
