All non-Indian passport holders need an Indian visa to enter the country – the only exceptions are nationals of Bhutan, Nepal and the Maldives and those with a valid OCI (Overseas Citizen of India) card. You will need a “conference/seminar visa” for attending this conference.
Indian Missions/Posts grant conference visas to foreign delegates to attend international conferences, seminars etc. which are held by government bodies, public sector undertakings or government-aided bodies, the United Nations and NGOs. The applicant should not be “persona non grata” to the Government of India.
WHO will provide a letter in the form of a transit visa to all those who require transit visas. Participants who require transit visas should make a request to Ms Sonia SAHRAOUI at sahraouis@who.int or Ms Oumaima ZARROUK at zarrouko@who.int

Conference visas are issued for period of six months with single entry permission. Duration runs from the visa’s date of issue (not from the date of entry into India).
Holders of a valid conference visa can enter India from any port of entry (airport or seaport).
The fee for a conference visa varies from Mission to Mission, ranging from 13 to 113 USD.
Applicants are required to complete an online visa application, which can be downloaded here, and to apply at their nearest Indian embassy with a printout of the completed application and the required travel documents (see below).
