Mike Feinburg
Michael (Mike) Feinberg, is the Senior Policy Analyst within the Research and Information Division at the Housing Assistance Council (HAC). In this capacity, he conducts research and develops various HAC information products. He also reviews and prepares technical and analytical information on proposed federal regulations and legislation related to housing conditions and the needs of low-income rural residents. Before joining HAC, Mike was a Branch Chief in the Single Family Housing Direct Loan Division where he provided leadership for the management of USDA’s section 502 direct loan program – a program providing about $1.1 billion in mortgages for low- and very low-income rural families each year. He is a graduate of Penn State with a Bachelor’s degree in Agricultural Economics and Rural Sociology.

Susan Underwood
Susan began her career with USDA-RD in 2002 servicing Single Family Housing loans. She has processed and underwritten direct and guaranteed loans, and has held her current position since December 2004. As the Single Family Housing Program Specialist she is responsible for developing training materials for SFH personnel as well as providing guidance on sound loan making and servicing practices, problem case resolution and adherence to program related matters.

Previously Sue worked as a paralegal for a private law firm specializing in real estate and construction law and has also held the position of contract administrator for a major real estate developer.
