Todd Blaylock

Todd Blaylock is the Vice President for East Coast- North America at Network Rail Consulting. In his current role, he is responsible for providing direction in the areas of business growth, operations, staff development and project delivery in the East Coast region of North America. 

Todd is a seasoned rail professional with project management, operations and business experience.  He has led several large train control projects and has more than 15 years of experience in the installation, maintenance, and management of on-board and wayside train control systems. Most recently, Todd was responsible for implementing the Positive Trail Control (PTC) system on behalf of New Jersey Transit.

Todd holds a Master of Business Administration and a Master of Project Management.  Along with his expertise in the railroad industry, he holds a government security clearance and has more than 19 years of experience in military aviation operations and maintenance. 


Steve Beard

Steve Beard is the Senior Principal of Program Services at Infor. In his current role, Steve works closely with customers, sales, services, and designated products groups within Infor identifying ways to expand the company’s portfolio of Enterprise Asset Management solutions, as well as promoting its current offerings.

Steve has worked for over 20 years in the ERP software space, with domain expertise in Human Capital Management and Enterprise Asset Management. 

 

Jean DellAmore

Jean DellAmore is the President at Stertil-Koni, based out of Stevensville, Maryland. He has been in the heavy-duty lift transit industry for the last 32 years.  Jean has represented two major manufacturers of heavy duty lifts.

Stertil-Koni, a brand of the Stertil Group, is the global market leader in heavy duty (HD) vehicle lifts – bus lifts and truck lifts – and is the preferred HD vehicle lift supplier to many of the leading North American transit agencies, bus and trucking companies, the U.S. Military and more. Stertil-Koni is a member of the Automotive Lift Industry - a trade association of 21 lift manufacturers, and a participating member of the American Public Transit Association.  

 

 

Morteza Farajian, Ph.D.

Director - Office of Public-Private Partnerships

Virginia Department of Transportation (VDOT)

Dr. Morteza Farajian serves as the Director of VDOT’s Office of Public-Private Partnerships (P3).

During his five years with the VDOT, Dr. Farajian has demonstrated experience in delivering some of the highest profile and most beneficial P3 contracts in the United States, including the USD3.3-billion I-66 project in Northern Virginia.  He also served as an advisor on the Chesapeake Bay Bridge Tunnel’s new USD1-billion Thimble Shoals Tunnel project. 

Currently, Dr. Farajian is engaged in VDOT’s solicitation of industry input regarding the I-64 Hampton Roads Bridge-Tunnel Expansion procurement and delivery method.  He continues VDOT’s efforts to ensure that Virginians get the maximum return on their investments by bringing private sector equity and innovation to critical P3 transportation improvements. In this role, he will also be responsible for the overall management of each of VDOT’s existing long-term P3 contracts across the Commonwealth.

Prior to joining the VDOT, Dr. Farajian worked in the private sector in a number of project management, construction, and development roles. He holds a Doctorate of Project Management from the University of Maryland where he focused his dissertation on Structured Project Finance in P3’s in the United States. He has also earned Master of Project Management and Bachelor of Civil Engineering degrees.  Dr. Farajian serves on the Transportation Research Board’s (TRB) Revenue and Finance Committee and P3 subcommittee. 
 


Kim Johnson

Manager, Transportation Services, Office of Passenger Transportation

Michigan Department of Transportation 

Kim Johnson is the Manager of the Transportation Services Section in the Office of Passenger Transportation at the Michigan Department of Transportation (MDOT).  She has been with the Office of Passenger Transportation for over 30 years and has been responsible for the technical assistance provided to and the oversight of the rural transit agencies in Michigan.  Her section is the lead contact with the Federal Transit Administration for grant applications and for compliance with federal regulations such as the Transit Asset Management requirements.  MDOT is the sponsor of a group plan for about 80 Section 5311 and Section 5310 subrecipients. 

Kim is a graduate form Michigan State University with a degree in accounting.

 



 

Brett Koenig

Industry Solutions Manager for Enterprise Asset Management (EAM) solution

Brett Koenig has 20 years of experience in implementing public transit and rail asset management systems.  As the Industry Solutions Manager for the Trapeze Enterprise Asset Management (EAM) solution, he ensures the market viability and product direction of the Trapeze EAM solution in use by over 80 public transit organizations in North America including Chicago, Boston, Atlanta, Denver, and Seattle. 

Brett collaborates with customers to prioritize EAM enhancements and the creation of new features, such as functionality to support FTA Transit Asset management (TAM), State of Good Repair (SGR), and capital planning requirements.

 

 

Joseph Leader

Chief Operating Officer (COO)

Washington Metropolitan Area Transit Authority

A transportation executive with 32 years of experience, Joseph Leader has an extensive background in rail operations, safety hazard analysis and mitigation, construction management and organization strategy and transformation.

In August 2016, Leader became the Chief Operating Officer (COO) of the Washington Metropolitan Area Transit Authority (Washington Metro, WMATA), a tri-jurisdictional government agency that provides rapid transit service to over one million daily riders per weekday.

As COO, Leader is responsible for a workforce of over 11,000 employees and an annual operating budget of $1.2 billion. Within his scope are all the operating modes of rail, bus and paratransit, transit police, operational maintenance, and a variety of support and administrative functions. More recently, his portfolio expanded further to add coordination and delivery of Metro’s $1.3 billion annual capital program.

Under his leadership, WMATA completed the SafeTrack program, accomplishing three years of deferred track work within one year. He improved performance across operations: bus on time performance reached 79%, one of the best results in 8 years; rail performance improved to 88%, up from 68% last year during SafeTrack; and part 1 crimes decreased 19% since last year.

Prior to joining the Washington Metro, Leader has held since 2003 executive leadership positions in New York City Transit (NYCT), including senior vice president of the Department of Subways, NYCT since 2013. In that role, he oversaw North America’s largest rail system with 27,000 employees, 800 miles of track, 469 stations and an operating budget of $3.7 billion.

As head of the NYCT Department of Subways senior leadership team, Leader established analytics and data-driven decision making as a core competency across management and fostered a common vision and culture that values safety and employee engagement. Through a strong incident command structure and a solid culture, Leader and his team were able to maintain service, which is critical to the economy of New York City. This strong leadership built around a common vision and goal was also the catalyst for the success of FASTRACK, an innovative maintenance program developed internally that dramatically speeds up repair work and has resulted in improved safety and productivity gains for NYCT.

In addition to putting his knowledge and expertise to work for NYCT for nearly three decades, Leader has assisted other agencies in peer reviews and has been called on as a keynote speaker at various conferences on safety and Enterprise Asset Management. Recognizing that sharing industry-wide expertise benefits everyone, he has been instrumental in convening agencies to discuss best practices.

Off the job, Leader has continued his role as a leader in his community over the past 20 years as a Westchester County volunteer fireman, as well as the president of a not-for-profit club. Leader’s years of experience as a volunteer fireman provided him valuable experience not only as a first responder, but also with the inner workings of the incident command structure and the importance for interagency cooperation.

 

 

Deborah Matherly, AICP, ENV SP

Deborah Matherly has over 35 years of experience in transportation planning. Her research and application focus has evolved from emergency transportation through resilience since 2002. She led TCRP Report 150: Communications with Vulnerable Populations- A Transportation and Emergency Management Toolkit (2011). She led NCHRP Reports 740: A Transportation Guide for All-Hazards Emergency Evacuation (2013), 777:  A Guide to Regional Transportation Planning for Disasters, Emergencies and Significant Events (2014), and TCRP Web-Only Document 70, Improving the Resilience of Transit Systems Threatened by Natural Disasters.

Deborah is currently leading NCHRP 20-59(55), Transportation System Resilience: CEO Engagement and Primer. She also chairs TRB AP045, Passenger Intermodal Facilities Standing Committee.

 

 



Tomika Monterville

Director of Planning & Development

Central Florida Regional Transportation Authority (LYNX)

Tomika Monterville is currently the Director of Planning & Development for the Central Florida Regional Transportation Authority (LYNX) in Orlando, Florida, where she is working with a team preparing for a major route restructuring of LYNX’s 76, fixed routes which serve the City of Orlando, Orange, Osceola and Seminole Counties.

Tomika has previously served as the Associate Director for Transportation with the Prince George’s County Department of Public Works & Transportation and has worked for the Federal Transit Administration (FTA) as a Planner and Program Manager where she received the FTA’s Mission Results Award for revamping the State Management Review process to support enhanced grantee compliance.

For over 10 years, Tomika served as a Project Manager and Planner with WMATA and the District of Columbia Department of Transportation (DDOT) on seminal transit projects including planning for the original Anacostia Streetcar Project and the District of Columbia Alternatives Analysis (DCAA); and also the region’s first, limited stop bus service along Georgia Avenue/7th Street, MetroExtra.

From the proposed extension of the Red Line for the Los Angeles County Metropolitan Transportation Authority (LACMTA) in the 1990’s; to airport planning for Atlanta Hartsfield and Dulles International Airports; to her role as the first Executive Director of the H Street, NE, DC Main Street program, Tomika continues to leverage relationships with diverse stakeholders in cities to create accessible and sustainable transportation services for all.

Tomika earned her Bachelor’s in Finance from Howard University and a Masters in Transportation Planning from Florida State University. 

 


 

Robert L. Peskin
Senior Consulting Manager, Strategic Planning Services Practice
AECOM 


Robert L. Peskin is a Senior Consulting Manager in the Strategic Planning Services practice of AECOM. He has 40 years of experience in the areas of transportation financing, planning, and management serving the transit industry and government agencies at the local, state, and federal level. He pioneered analytical methodologies in the areas of transportation financial planning, analysis of transportation infrastructure capital needs as well as operating and maintenance cost modeling. His work focuses on the application of quantitative information to support transportation decision making.

Dr. Peskin works with public agency staff in integrating financial, capital, and operating data from all functional areas including planning, engineering, transportation, and maintenance. He supports transportation agency executive staff and governing boards as they commit limited public resources to major capital investments and make difficult budgeting decisions.

 

 

William (Bill) Robert

Partner

Spy Pond Partners

Bill Robert is a Partner of Spy Pond Partners, a transportation consulting firm based in the Boston area.  He has over 25 years of experience in transportation and asset management, and works on a variety of projects in asset management implementation and research. 

Currently, Bill is serving as Principal Investigator on Transit Cooperative Research Program (TCRP): E-12 to calculate the return on investment for transit SGR investments, and previously he led several other TCRP projects related to transit SGR.  In addition, he is working with two state agencies to develop their group transit asset management plans and is the Chair of Transportation Research Board (TRB) Joint Subcommittee on Transit SGR. 

He received his Bachelor’s degree in Physics and Master’s degree in Civil Engineering, both from MIT.

 

 

Laura Rogers 

Program Manager, Office of Environment 

Maryland Department of Transportation

Laura Rogers is a Program Manager in the Office of Environment within the Maryland Department of Transportation (MDOT). She leads the environmental stewardship, sustainability, performance and energy policies and programs across all six MDOT transportation business units and the Maryland Transportation Authority (MTA). In addition, she oversees and coordinates environmental management activities in transportation planning, design, construction, operations and maintenance. 

Prior to joining the MDOT in 2014, Laura worked for over a decade in the federal and private sectors on environmental management and sustainability issues. Most recently, she worked for the Department of the Army at Arlington National Cemetery where she developed their environmental programs.

Laura has spent four years with a private environmental consulting firm working on multi-media environmental compliance and management programs around the U.S. and Europe, and two years as an Air Quality Enforcement Officer with Maricopa County in Arizona.

 

 

William Rothery

Managing Consultant

Network Rail Consulting (international consultancy of Network Rail UK)

William Rothery is an experienced asset management expert with knowledge of railway asset management and track maintenance leadership. He is a Chartered Mechanical Engineer with 14 years of experience in the rail industry managing staff and track assets to deliver a high performing railway. His key achievements include the development of an integrated inspection and maintenance regime for the North South Railway in Saudi Arabia based on train borne methods.

Previously, as a Track Maintenance Engineer, William has been directly responsible for leading and managing multi-disciplinary teams for welding and grinding, track inspection, light and heavy maintenance, track and drainage renewals as well as level crossing inspections. 
 
 


Michael Salvato

Director and Program Executive for Enterprise Information and Asset Management

New York State Metropolitan Transportation Authority

Michael Salvato is the Director and Program Executive for Enterprise Information and Asset Management at the NY MTA. He is the County Vice President of the Institute of Asset Management and works to advance the interests of asset owners and managers in the United States and around the world. 

Michael was on the Public Sector Advisory Board of Blueprint 2025, a 50-state, bi-partisan coalition to create a roadmap for doubling the level of infrastructure investments, creating jobs and driving growth in the United States.  He was a member of the US Delegation (PC 251) that wrote the new ISO 55000 standard for asset management in January 2014. 

Prior to joining the MTA, Michael worked at the New York City Partnership on technology-based economic development and served as the Executive Director of the New York Software Industry Association.
 


 

Dianne Schwager

Senior Program Officer

Transportation Research Board

Dianne Schwager is a Senior Program Officer with the Transit Cooperative Research Program (TCRP), an applied research program for public transportation, which is a division of the Transportation Research Board (TRB) and the National Academy of Sciences, Engineering and Medicine.   

Dianne is responsible for the TCRP research projects on SGR including: 

  • State of Good Repair: Prioritizing the Rehabilitation and Replacement of Existing Capital Assets and Evaluating the Implications for Transit
  • The Relationship Between Transit Asset Condition and Service Quality, and
  • Guidance for Calculating the Return on Investment in Transit State of Good Repair

She has worked with Bill Robert and the Spy Pond Partners research team and a panel of industry experts to conduct each of these projects. 

Dianne has a Master’s Degree in Urban Planning from Harvard University.  She spent the first half of her career as a management consultant to public transit, local, regional, state and federal transportation agencies.  She has been with TRB, managing research projects, for over 20 years.

 

 



 

Andrew Smith

Solutions Executive, Rail and Transit

Bentley Systems

Andrew Smith is the Solutions Executive responsible for Bentley's Rail and Transit solution.  He has over 25 years of civil engineering software experience, with 20 years focused directly on rail and transit solutions globally. Andrew is regarded as an industry expert in the management, integration, and analysis of railway related linear data, and acts as a subject matter expert for the Bentley's Optram application.

Prior to joining the Solutions team, Andrew led Bentley's Professional Services team for Rail for over six years, successfully delivering key consulting and services projects around the world.  He also provided technical leadership and rail operations and maintenance subject matter expertise to Network Rail (UK) during the roll out of a linear asset decision support system based upon Bentley Optram.

Andrew holds a Bachelors Degree in Artificial Intelligence from the University of Sussex (UK).

 



 

Tara Soesbee

Senior Program Manager

Washington Metropolitan Area Transportation Authority (WMATA)

Tara Soesbee is the Senior Program Manager at the Washington Metropolitan Area Transportation Authority (WMATA). She has a diverse and broad background in both the Private and Public sectors of the Rail Industry comprising Light, Heavy and Commuter Rail. Her 17-year career in transit has exposed her to various facets of the industry.

Tara’s experience transcends numerous internationally based Railcar Manufacturers and OEM providers for the US Rail market. She has also worked with a multitude of transit organizations such as the; New York City Transit (NYCT), AMTRAK/Caltrans, Virginia Railway Express (VRE), Dallas Area Rapid Transit (DART) and government regulators like FRA, FTA and local jurisdictions. She has also actively shared her acquired knowledge extensively through lecturing and presentations via forums such as IEEE/ASME, Global Mass Transit Conference, APTA, Mid-Atlantic TRIMax Group and American Passenger Rolling Stock Preventative Maintenance and Asset Management Conference.

Currently, in her role as Senior Program Manager for WMATA, Tara directs, manages and oversees all aspects of the Rail Engineering Capital and Operating Programs for the existing multiple Railcar fleets including the delivery of 748 new railcars. These programs consist of multiple, complex, and technically challenging projects that are comprised and interface with various Railcar builders, major sub-suppliers and Engineering consulting services. In addition, Tara is currently directing the preliminary Engineering Specification creation initiative which will subsequently lead to the purchase and commissioning of a newer eighth generation Railcar fleet.


 

Edward L. Thomas

Senior Advisor

Global Mass Transit


Edward Thomas is the senior advisor at Global Mass Transit (GMT). He has over 30 years of experience in public transportation executive leadership, program and project development and management, and project delivery innovations.  He ended 28 years of service to the Federal Transit Administration as Associate Administrator for Research, Demonstration and Innovation and serviced 6 years at the Washington Metropolitan Area Transit Authority as Assistant General Manager for Planning, IT and Real Estate.  Over these years, he has become a subject matter expert in transit asset management, infrastructure development, and the introduction of new technology for enhanced operations and management. He is a member of the American Public Transportation Association, the Florida Public Transportation Association and the Transportation Research Board.

Presently as a transportation consultant, Edward provides a variety of services.  Key among them are capture management and project execution services to private clients entering the public transportation market.  He also offers project management oversight services to public agencies developing or expanding fixed guideway projects and deploying new technology systems, and he support various efforts of GMT.  His most recent pursuits are capturing open payment systems and lighting innovations, convening professional meetings on transit asset management, providing oversight for state of good repair projects, and assisting transit agencies leveraging technology assets to improve sustainability, asset management, customer service, revenue collection and safety.

Edward has a Bachelor’s Degree in Geography and Urban Ecology from the University of Maryland and a Master’s Degree in Urban Transportation Planning and Engineering from Columbia University. He has also conducted post-graduate studies in Engineering and Financial Management at the University of Maryland and George Washington University.

 

 


Lisa Woodruff

Managing Director - Rail Transportation

Washington Metropolitan Area Transit Authority (WMATA)

Lisa Woodruff is the Managing Director of Rail Transportation for Washington Metropolitan Area Transit Authority (WMATA). She has rich experience of 28 years in the transit industry, including 28 years with the second largest subway system in the USA and five years with two major airlines.

With a focus on safety, service and reliability, Lisa has been able to lead departments providing greater efficiencies for rail service and track access. Her experience at WMATA includes a direct focus to improve track access using data collection procedures that analyze current practices to improve future efforts.

Lisa is the Secretary for APTA’s Operating Practices Working Group and has served as a Subject Matter Expert for several software systems used for Rail Operations. She holds a Bachelor of Science in Business Administration from Virginia Commonwealth University
