Over the past 30 years, the Intelligence Community has gone through several staffing peaks and valleys from the heights of the Cold War, to the peace dividend and associated cuts of the 1990’s, to the rapid expansion of counter-terrorism capabilities in the wake of 9/11, and now the sobering fiscal realities following the global recession that will require significant manpower reductions.
In a dynamic, evolving threat environment, developing a balanced, agile, adaptable workforce is imperative. Over the past several years, the Director of National Intelligence has made great progress in improving community-wide workforce planning and management. These efforts are helping in understanding and developing of the kind of workforce required to confront the rapidly changing global threat environment.
