Minister of Health, Uganda

Jane Ruth Aceng MBChB, MMed, MPH, Dip.PAM is a Ugandan pediatrician and politician. She is the Minister of Health in the Cabinet of Uganda.

She holds a Bachelor of Medicine and Bachelor of Surgery, a Master of Medicine in Pediatrics, and a Master of Public Health, all from the Makerere University College of Health Sciences. She also holds a diploma in Public Administration and Management from the Uganda Management institute.

Dr Päivi Sillanaukee was appointed as the Permanent Secretary at the Ministry Of Social Affairs and Health in 2012. Between 2008 and 2012 she was the Director General of the Department for Social and Health Services at the Ministry. Prior to that, she was the Deputy Mayor and the Director of Social and Health Services in the City of Tampere. Between 1990 and 2004 she has held various clinical and managerial positions on the Pirkanmaa Hospital District. She was a member of the Tampere city Council in 2001 - 2004.

Dr. Papa S. Seck is a Veterinarian, specialized in Epidemiology and Virology and graduated in Global Health Diplomacy from the Graduate Institute of International and Development Studies in Geneva. He is currently since 2013, the Technical Advisor of the Prime Minister of Senegal, in charge of Livestock, Animal Health and Fisheries.

Director of the Africa Centers of Disease Control and Prevention

Until recently, he served as the deputy principal director (acting) of the center for Global Health, United States Centers for Disease Control and Prevention (U.S. CDC). He received a Masters in Tropical Biomedical Science at the Institute of Tropical Medicine in Antwerp, Belgium, and another Masters Degree in Medical and Pharmaceutical Sciences at the University of Brussels School of Medicine and a Doctorate in Medical Sciences (Virology) from the University of Brussels, Belgium. Between 1993-95 he was Chief of the Virology and the WHO Collaborating Center on HIV diagnostics, at the Department of Microbiology, Institute of Tropical Medicine, Antwerp, Belgium.

Trained as an infectious diseases physician, Alan brings over 25 years of experience in the pharmaceutical industry, clinical medicine, public health, and academia to the position of Chief Medical Officer of Johnson & Johnson Global Public Health. In this role he is responsible for building strategic relationships with key stakeholders and partners in government, academia, multi-lateral institutions, and non-governmental organizations around the world. He is a leading figure in facilitating private sector engagement to advance the Global Health Security Agenda.

Minister of State for Agriculture-Uganda

Mbalibulha. T. Christopher Kibanzanga is a Member of Parliament, representing Bunghendera County, Bundibugyo District. Since 1996, he has been in politics, he represented Busongora South-Kasese District from 1996-2011. He is a Community worker, having studied a Diploma in Business Management and Organization UCC Kabale and later on joined UCU for a bachelors Degree in Community leadership and Development. He is married with four children and besides his leadership role, he is currently doing a lot of peace building in Rwenzori Sub Region.

Deputy Executive Director- WHO Health Emergencies Programme, Geneva

Dr. Mike Ryan has been at the forefront of managing acute risks to global health for nearly 20 years. He has a track record of leadership and innovation in tackling epidemics and other health emergencies.He has recently taken up his duties as Deputy Executive Director in the WHO Health Emergencies Programme bringing his background in infectious diseases and emergency response from managing field operations to global coordination, strategy and policy.

Dr. Tim Evans
Senior Director of Health, Nutrition and Population at the World Bank Group

From 2010 to 2013, Tim was Dean of the James P. Grant School of Public Health at BRAC University in Dhaka, Bangladesh, and Senior Advisor to the BRAC Health Program. From 2003 to 2010, he was Assistant Director General at the World Health Organization (WHO). Prior to this, he served as Director of the Health Equity Theme at the Rockefeller Foundation. Earlier in his career he was an attending physician of internal medicine at Brigham and Women’s Hospital in Boston and was Assistant Professor in International Health Economics at the Harvard School of Public Health. He is a board member of a number of international health alliances.

Dr. Gladys Kalema-Zikusoka
Chief Executive Officer-Conservation Through Public Health

Dr. Gladys Kalema-Zikusoka is a wildlife veterinarian with over 20 years experience in the government and NGO sector in such diverse fields as wildlife conservation, veterinary medicine, public health, community development, social entrepreneurship, and One Health research. Dr. Kalema-Zikusoka is Founder and Chief Executive Officer of a 14-year-old award winning NGO called Conservation Through Public Health (CTPH), that promotes biodiversity conservation by enabling people, wildlife and livestock to coexist through improving their health and livelihoods in and around protected areas in Africa. CTPH implements and champions “One Health” and conservation approaches, with field programs at Bwindi Impenetrable National Park - home to the critically endangered mountain gorillas and other protected areas, and is a member of the National Disease Taskforce.

Minister of Health-Federal Democratic Republic of Ethiopia

H.E Professor Yifru Berhan is Minister of Health of the Federal Democratic Republic of Ethiopia and a medical doctor with a specialty in Obstetrics and Gynecology. Since graduating from a medical school in 1997, H.E. Professor Yifru has served as a medical practitioner in the most remote areas of Ethiopia, culminating in 2015, as Dean of College of Health Sciences of Addis Ababa University with the rank of vice president. Such a wide ranging sustained experiences and accomplished academic credentials have provided the necessary depth and breadth for him to be appointed as Minister to provide leadership to the vibrant and internationally recognized Ethiopia’s health sector transformation plan.

Colonel JJH Tuck CBE
Col Jerry Tuck was born in 1960. He graduated (MBBS) from the London Hospital Medical College in 1983. After General Practice training in rural Suffolk (completed in 1987), he joined the Army spending eight years in clinical practice in Hong Kong and Northern Ireland. In 1995, he left General Practice to specialise in Public Health. At the same time he joined the Command and Staff stream and commenced his specialist Leadership and Management Training.

In 1998, Col Tuck gained an MSc in Public Health at the London School of Hygiene and Tropical Medicine. As well as continuing his training in Public Health, Col Tuck undertook progressively more senior leadership and management roles including Regimental command, Chief Instructor at the Defence Medical Services Training Centre and being the leader of a specialist Ministry of Defence team developing policies in Public Health, Occupational Medicine, Pharmacy, Clinical Research and Medical Administration.

Robert Kweyunga Kwesiga is a graduate from Makerere University of Kampala with a Masters Degree in Social Sector Planning and Management. Currently, he is persuing a PHD at the University of Zimbabwe, Harare and writing a thesis“The Paradigm shift in Resource Mobilisation for Humanitarian work in Africa”.

He holds post Graduate Diplomas in Project Planning and Management at the University of Zimbabwe, Harare and Education at Makerere University, Kampala. He graduated with a Bachelors Degree in Economics at Makerere University Kampala.

 After receiving his Education, Robert has taken on several leadership positions at both local and international levels. He has vast experience in working in a multi-cultural setting and people management skills. He is a multi-tasker and has passion for service, given an opportunity, Robert takes full responsibility and gets it done efficiently.

Professor of Microbiology-Makerere University

Prof. Denis K. Byarugaba holds a PhD in Microbiology and is a member of the Governing Council of the Uganda National Academy of Sciences (UNAS). He is an Associate Professor of Microbiology at Makerere University where he has been teaching and undertaking research for the last 25 years. He is the Director of Emerging Infectious Diseases Laboratories under Makerere University Walter Reed Project that have been instrumental in the response towards emerging infectious disease pandemic threats in Uganda. He is currently involved in research on emerging infectious diseases, influenza viruses, antimicrobial resistance and other agents with potential for causing pandemic threats. He has undertaken several consultancies in various areas for a number of organizations.

Musa Ecweru is an international relations and Diplomacy public officer with over 11 Years as President’s representative in various Districts in Uganda. He is a Politician and Legislator in the Uganda Parliament representing Amuria County in Teso Sub Region. He has served as Uganda’s State Minister in charge of Disaster management and Refugees for over for 12 years to date.

He has attended various international conferences, representing Uganda Government at the Global Disaster Reduction Conference –Davos (Switzerland);Elimination of Cluster Munitions Conference Vienna Austria; Chaired the Oslo Process for Elimination of Cluster Munitions conference  in Zambia, Participated in the formulation of the world Bank Program aimed at strengthening Community resilience to Natural Disaster Sendai Japan; Participated in conference on effective emergence response -Salt lake City Utah USA; Attended the UNHCR Executive Meetings –Geneva Switzerland.

Commissioner for Health Services, National Disease Control, Ministry of Health 

Dr. Patrick Tusiime, MBChB, MPH, Commissioner for Health Services, National Disease Control, Ministry of Health, is a Captain in the Uganda People Defense Forces and the ex-District Health Officer for Kabale District in South-Western Uganda. As the Commissioner, Dr. Tusiime is responsible for the planning, delivery and coordination of services that include handling disease epidemics and outbreaks, implementing International Health Regulations, and organizing responses to HIV/AIDs, TB, and neglected tropical diseases. Dr. Tusiime is a member of the National Epidemic Response Team and Deputy Chair of the National Task Force of the Ministry of Health and has participated in field investigation of several disease outbreaks in the country.

Acting Assistant Secretary of Defense for Health Affairs-United States of America 

 Mr. Tom McCaffery was sworn in as the Principal Deputy Assistant Secretary of Defense for Health Affairs on August 23, 2017. Immediately upon his swearing in, he became the Acting Assistant Secretary of Defense for Health Affairs pending the nomination and confirmation of a candidate for that position. In this role, Mr. McCaffery is the principal medical advisor to the Secretary of Defense. He administers the Military Health System (MHS) $50 billion Defense Health Program (DHP) budget and is responsible for ensuring the global delivery of quality, cost effective health care to 9.4 million Service Members, retirees, and their families.

Minister for Security, Office of The president Government of Uganda 

Henry Tumukunde is a retired Lieutenant General of the Uganda Peoples defence forces.  And currently a cabinet minister for security of the government of Uganda.  He was appointed on the 6th of June 2016. He also served as the UPDF's chief of personnel and administration, chief of military intelligence as well as serving as the commanding officer of the UPDF Fourth Division, based in Gulu in the Northern Region of Uganda. He has also previously served as the director general of the Internal Security Organisation (ISO). Tumukunde was also a Member of Parliament representing the Army in the Parliament of Uganda between 1995 and 2005.

Dr. Bruce Struminger graduated from Harvard College with a degree in Art History [1985] and from the Harvard Graduate School of Arts and Sciences with an MA in Medical Anthropology [1999] and earned his MD at John Hopkins School of Medicine [1998]; he completed his residency in Internal Medicine [2002] at the University of Michigan in Ann Arbor. Dr. Struminger is an internist and public health practitioner who served for six years with the US Indian Health Service on the Navajo Indian Reservation [2002-2006 & 2012-2014] and for six years with the US Centers for Disease Control and Prevention, as the Country Director in Cote d'Ivoire [2007-2009] and in Vietnam [2009-20012].

Dr. Susan Corning facilitates One Health key stakeholder collaborations in her role as the Senior Advisor to the Deputy Director General of the World Organisation for Animal Health (OIE). Throughout her career, Dr. Susan Corning has led international One Health initiatives and collaborations, motivating global stakeholder alliances and leading international programmes to address human and animal health concerns. She represents the OIE as a Steering Group Advisor to the Global Health Security Agenda.  A qualified doctor of veterinary medicine, Dr. Corning has also worked in the human health sector, and in 2001 she launched an original Global Health Philanthropy Summit to promote philanthropic and investment alliances to optimise global health support.

Monsieur Monsieur Abdoulaye Diouf SARR a eu à occuper plusieurs hautes fonctions dans le domaine de la gestion et des finances dans l’administration sénégalaise ainsi dans plusieurs sociétés et directions nationales. 
Il a également été Secrétaire général des Chambres de Commerce, et d’Industrie de Dakar et de Kaolack. Monsieur Abdoulaye Diouf SARR est aussi un Enseignement-Chercheur dans le domaine l’ingénierie financière. Il a eu pendant plusieurs années à former des cadres sénégalais et étrangers dans des instituts de formation à Dakar.

Over the last two decades Rob has been a co-founder, director, and senior representative for humanitarian and education institutions.  He began his career as a grant funded researcher in West Africa, where he studied strategies for resolving conflicts across context. He has worked for Save the Children/US and the American Red Cross in field and headquarters positions, including as Regional Manager for the Balkans during the Kosovo Crisis.  In 2001, Rob co-founded McAuliffe Regional Charter Public School in Framingham, Massachusetts and served as its executive director for seven years.  This 300-student school was designed to emphasize social and emotional skill development along with academic achievement, and included a peace studies curriculum based on his early research. Rob returned to the American Red Cross (ARC) to be director of planning and performance management for international services.

Public Health Consultant and Adjunct Professor

Jamechia Hoyle, DHSc, MPH, MS, PMP is a Public Health Consultant and Adjunct Professor in the Department of Global and Community Health at George Mason University, Fairfax, VA.  She currently serves as the Chair of the Next Generation Global Health Security Network.  She also instructs courses at the National Center for Biomedical Research and Training, Baton Rouge, LA.  Dr. Hoyle has managed multiple public health program activities related to emergency preparedness and response, operational capacity, strategic thinking, response strategies, and clinical guidance for various Category A, B, and C bioterrorism agents.  In addition, Dr. Hoyle has a strong background in international health, with a primary focus on global health security, pandemic preparedness, infectious disease epidemiology, project management and program evaluation.

Senior Associate, Visiting Faculty

Mark van Passel (PhD) coordinates infectious disease and biosecurity projects at the National Institute of Public Health and the Environment in the Netherlands. He has conducted projects in East-Africa, Southeast Asia and Central Asia within the context of the Global Partnership, the European Centres of Excellence, and also within the framework of the GHSA. Mark van Passel has a scientific background, with expertise in genomics, synthetic biology, antimicrobial resistance and biosecurity. He has published over 50 peer reviewed papers on these topics, and plans to write more.

Gretchen Van Vliet is a senior public health project director in the Center for Applied Public Health Research at RTI international and has more than 20 years of experience in global public health. She is leading the Global Health Security initiative at RTI and works with teams on developing and implementing GHS projects with CDC and USAID in Africa and Asia. Ms. Van Vliet has expertise in workforce development, including developing curricula and courses in public health and global health. Her technical focus has included emerging infectious diseases, HIV, nutrition, and health communication.

Carolyn Reynolds

Carolyn Reynolds, as PATH's vice president for Policy and Advocacy, leads a team of more than 40 staff across seven countries and serves as PATH's principal representative to the US government and multilateral organizations. Prior to PATH, Ms. Reynolds led global stakeholder engagement and communications for the World Bank Group for health and human development, where she played a key role in the Bank's Ebola response and pandemic preparedness efforts. Throughout her career she has been a leader in several prominent advocacy campaigns and US foreign policy initiatives, including as cofounder and managing director of the US Global Leadership Campaign, director of legislative affairs at InterAction, and as interim Africa subcommittee director in the US Senate.

Senior Associate, Visiting Faculty

Dr. Nuzzo is a Senior Associate at the Johns Hopkins Center for Health Security and Visiting Faculty in the Department of Environmental Health and Engineering and Associate in the Department of Epidemiology at the Johns Hopkins Bloomberg School of Public Health. An epidemiologist by training, her work focuses on international and domestic biosurveillance, infectious disease diagnostics, and disease mitigation strategies. She also has worked on issues related to the Affordable Care Act, tuberculosis control, foodborne outbreaks, and water security. Dr. Nuzzo is an Associate Editor of the peer-reviewed journal Health Security (formerly Biosecurity and Bioterrorism).

Her research uses evidence based approaches to determine gaps and identify capacities for effective global health programs and policies.

Dr. Claire Standley
Assistant Research Professor-Center for Global Health Science and Security

Dr. Claire Standley is an Assistant Research Professor within the Center for Global Health Science and Security, with a primary faculty appointment in the Department of International Health at Georgetown University. Her research focuses on the analysis of health systems strengthening and international capacity building for public health, with an emphasis on prevention and control of infectious diseases in both humans and animals, as well as public health emergency preparedness and response. Prior to joining Georgetown University, Dr. Standley was a Senior Research Scientist at The George Washington University Milken Institute of Public Health, and also previously served as a AAAS Science & Technology Policy Fellow at the US Department of State, where she worked on international biosecurity issues.

Hon. Opendi, holds a Masters degree in Business Administration and has held various positions in both the Local government and central  Government.  She worked at the Inspectorate of Government, an Anti Corruption Agency for 8 years at senior level and was also the Deputy Project Coordinator, DANIDA Anti-Corruption Programme (2004 – 2006). She has a distinguished and long experience in politics, management and corporate affairs in the public and private sector.

Hon. Opendi has been part of the team that has worked tirelessly to improve the health sector performance for the last 5years and the Uganda Demographic Health survey Report (UDHS 2016) shows remarkable achievements in reduction of the Maternal Mortality, child Mortality, Immunization coverage, malaria incidence, Fertility rate amongst others.

Mpoki M. Ulisubisya, MD, MBA, is an anaesthesiologist and critical care physician currently serving as the Permanent Secretary of Health in the Tanzanian Ministry of Health, Community Development, Gender, Elderly and Children. Throughout his medical career, Dr. Mpoki has held leadership positions at many prestigious Tanzanian hospitals, universities and medical societies, focusing primarily on anaesthesiology, critical care, cardiology, infection prevention and control. He received an MD from Muhimbili University College of Health Sciences, an MBA from Mzumbe University and postgraduate training from universities in Australia, India and Tanzania. Avid campaigner for antimicrobial sterwardship, while embracing the one health approach.

Scott F. Dowell, MD, MPH
Scott F. Dowell, a pediatric infectious disease specialist by training, now focuses on tracking the causes of global childhood mortality for the Bill and Melinda Gates Foundation.  He joined the foundation in 2014 after 21 years at the U.S. Centers for Disease Control and Prevention (CDC), where he studied viral and bacterial pneumonia, responded to outbreaks of Ebola and other pathogens, and established global disease surveillance and outbreak response programs. 

From 2001 to 2005 he established and directed the International Emerging Infections Program in Thailand, a collaboration between the CDC and the Thai Ministry of Public Health.

Patrick L. Osewe is a Global Lead, Healthy Societies, and Lead Health Specialist providing technical assistance and operational support to World Bank teams and the global health community to address public health challenges including health and climate change, pandemic preparedness, non-communicable diseases and cross sectoral collaboration.  In the past couple of years, he has worked closely with the Ministers of Health, Minerals and Labor in southern Africa, the Stop TB Partnership, DFID, Global Fund and other development partners to address the challenges of TB in the mining sector in southern Africa, and has provided support to World Bank operations in the three sectors.

Richard Brough PhD

Executive Director-Infectious Diseases Institute (IDI),
Makerere University, Uganda

IDI is an autonomous, self-sustaining, not-for-profit organisation whose mission is to strengthen health systems in Africa, with a strong emphasis on infectious diseases, through research and capacity development. Dr Brough was IDI Head of Strategic Planning and Development from 2005 to 2015 and was responsible for strategic planning, resource generation, grants management, and monitoring and evaluation. During his time at IDI, the institution has grown considerably and now employs over 1,000 staff on over 80 concurrent projects covering clinical, lab and outreach activities; as well as research and training. Dr Brough's professional background is operational research (PhD from university of Warwick, UK) followed by management consultancy in London. Since 1992, he has worked full-time in institutional development, health services planning and strategic health programme management in the South Pacific, Philippines, India, and Uganda for a range of development agencies; and in both Government and NGO sectors.

Linda Venczel in the Director of the Global Health Security Project and Senior Technical Advisor at PATH working on immunization and data use and quality. Linda has a long history of leading public health initiatives and managing partnerships to combat epidemics and vaccine preventable disease across the globe. Prior to joining PATH in 2014, she served as Senior Program Officer for seven years at the Bill and Melinda Gates Foundation, where she focused on expanding programs in new vaccine introduction, designing operational research to improve coverage in hard to reach populations, and was the focal point for polio eradication. Before that, Dr. Venczel was Deputy Director of CDC's Polio Eradication Branch and trained in epidemiology in CDC's Epidemic Intelligence Service.

Minister of State for Foreign Affairs, Uganda

Henry Oryem Okello is a Ugandan lawyer and politician. He is the current State Minister for Foreign Affairs (International Affairs). He was appointed to that position in 2004. In the cabinet reshuffles of 1 June 2006, that of 16 February 2009, and that of 27 May 2011, he retained his cabinet post. He has previously served as State Minister for Sports, from 2001 until 2005. He also serves as the elected Member of Parliament for "Chua County", Kitgum District.

He was born in Chwa County in Kitgum District on 21 January 1960. His late father is General Tito Lutwa Okello (1914-1996), who served as President of Uganda between July 1985 and January 1986.

Oryem Okello holds the degree of Bachelor of Laws with Honors, form the University of Buckingham in the United Kingdom, obtained in 1985. He also hold the degree of Master of Laws, from the University of Southampton, also in the UK, obtained in 1989.

Prof. Ephriam Kamuntu

Minister, Ministry of Tourism, Wildlife, and Antiquities

Ephraim Kamuntu is a Ugandan management scientist and politician. He is the Minister of Tourism, Wildlife and Antiquities in the Cabinet of Uganda. He was appointed to the position on 6 June 2016. Previously he served as Minister of Water and Environment from August 2012 to June 2016. He is also an ex-officio Member of the Parliament of Uganda because of his Cabinet position.

He was born in Sheema District on 26 September 1945. Kamuntu attended Ntare School for both his O-Level (1962-1965) and his A-Level (1966-1967) education. He studied at Makerere University, Uganda's oldest university, graduating in 1971 with a bachelor of Arts in economics, political science, and history.

Sheila Ribeiro is a Program Manager at CRDF Global overseeing a multifaceted portfolio that promotes international collaboration in the biosecurity, One Health and research collaboration arenas. Working with partners from U.S. Government and international ministries and professional organizations, she supports a multi-disciplinary approach focused on the prevention, detection and response to public health incidents. In coordination with a wide network of international subject matter experts, and local biosafety and biosecurity champions, she has facilitated improvement in laboratory infrastructure and biorisk management best practices to reduce the threat of misuse of biological materials and expertise. She has led projects that develop and empower multi-sectoral teams to identify and address local needs, in alignment with international standards and best practices. In addition to enhancing biosafety and biosecurity, Sheila also works to enable collaborative global research on infectious diseases via projects designed to foster engagement with the next generation advocates. Her capacity building efforts with international entities are designed for long-term outcomes and extend across South and Southeast Asia, Eurasia, Middle East and Africa. Sheila earned a MS in Biotechnology Management from University of Maryland University College; and a MSc in Microbiology from Goa University in India.

Dr. Diana Atwine

Permanent Secretary- Ministry of Health, Uganda

Diana Kanzira Atwine MBChB, MMed, is a Ugandan medical doctor and civil servant. She was appointed to that position on 4 November 2016 by Yoweri Museveni, the president of Uganda. She replaced Dr. Asumani Lukwago, who was transferred as Permanent Secretary to the Education Services Commission.

Atwine was born in 1973, in Galiraya, a small community on the southern shores of Lake Kyoga, in Kayunga District, in the Central Region of Uganda. She is the daughter of Ernest Rujundira and Joy Kensheka Rujundira, being their third-born.

Born to Nora and Solomon Rugunda in Bugongi, Kabale in November 1947.

He went to Rwere Primary school, Kigezi High School and Busoga College Mwire, Makerere University, University of Zambia and the University of California and Berkeley graduating with a master's in public health. He is married to Jocelyn, have four boys and three grand children.

A professional physician, Rugunda carries with him a wealth of medical experience spanning 10 years (1975-86) within which he published six papers.

He has worked as a medical officer in Zambia (1975-76), UN Institute for Namibia, Lusaka, Zambia (1976-77), resident physician in pediatrics, USA (1978-79), deputy health minister (1979-80) and Lecturer, Medical Training Centre, Nairobi, Kenya (1981-82).

Hon. Adolf Mwesigye
Minister of Defense, Uganda

Mwesige has been enrolled as an Advocate of the High Court of Uganda since 1994. Between 1992 and 1996, he worked in the Ministry of Foreign Affairs, as a foreign service officer responsible for legal and consular matters. Between 1996 and 2001, he worked as the managing partner at Mwesige, Egunyu & Company Advocates, a Ugandan law firm.

He was first elected to Parliament in 1996, to represent Bunyangabu County in Kabarole District. Before 2009, Mwesige served as Minister of General Duties in the Office of the Prime Minister. He was appointed as Minister of Local Government on 18 February 2009. In the cabinet reshuffle of 27 May 2011, Mwesige retained his local government portfolio.

Minister of General Duties, Ministry of Defense and Veteran Affairs-Uganda

Colonel (Retired) Charles Okello Engola also called Macodowogo, is a Ugandan politician and former military officer in the Uganda People's Defence Force (UPDF). He is the current State Minister for Defence in the Ugandan Cabinet. He was appointed to that position on 6 June 2016, replacing General Jeje Odongo, who was appointed Cabinet Minister of Internal Affairs.

Born on 10 January 1958, in Northern Uganda in a place called Awangi, in Iceme sub countyin Oyam District to Nathan Engola and Ketula Engola. His father was a well known and respected Chief in Lango.

Hon. Dr. Joyce Moriku
Minister of State for Primary Health Care,
Ministry of Health, Uganda

Dr. Moriku was born in Moyo District, West Nile sub-region, in the Northern Region of Uganda, on 21 April 1969. She attended Laropi Primary School for her elementary education. She studied at Metu Senior Secondary School, in Moyo, for her O-Level education, before she transferred to Sacred Heart Senior Secondary School in Gulu for her A-Level studies.

In 1997, she was admitted to Mbarara University School of Medicine to study Human Medicine, graduating with a Bachelor of Medicine and Bachelor of Surgery in 2002. In 2005 she received a Postgraduate Diploma in Project Planning and Management from Gulu University. She then entered Makerere University School of Medicine at Mulago, where she obtained the Master of Medicine in Pediatrics in 2008. Still later, in 2015, Gulu University awarded her a PhD in Neuroscience.
