The Movement to More Integrated & Community-Based Care for California's Dual Eligible Beneficiaries


The Department of Health Care Services (DHCS) recently announced major changes to its program structure and benefit delivery under the Medi-Cal Healthier California for All initiative. One of the major components includes a transition of the Coordinated Care Initiative (CCI) and the Cal MediConnect (CMC) programs. This includes statewide mandatory enrollment of dually eligible beneficiaries into Medi-Cal Managed Care Plans, coverage of long-term care under the managed care benefit, and the implementation of statewide Managed Long-Term Services and Supports (MLTSS). Additionally, Dual-Eligible Special Needs Plans (D-SNPs) will be offered by all Medi-Cal Managed Care Plans in order to offer a voluntary option for these members to be enrolled in aligned products. As DHCS works with its partners and stakeholders to navigate this major shift it is imperative to understand the many moving pieces and how plans, providers, and members will all have to adjust to varying levels of delivery system and financing changes that will be required over the next several years.
