Summary

When the Federal Acquisition Regulation was rewritten following the major statutory changes of the mid-1990s, the hope was that the revised regulation, which included several techniques designed to achieve "best value," would greatly enhance the results achieved in the award of Federal negotiated contracts. But has that actually happened? Join Professor Ralph Nash and Tim Sullivan as they discuss the very timely topic of "Negotiating to Achieve Best Value." Their discussion will include Prof. Nash's views on award without discussions; the effectiveness of FAR Part 15; low price, technically acceptable procurements; and the necessity of establishing a competitive range to permit negotiations. This is a topic that is important to everyone involved in Government contracting, and you will want to hear every word of this fascinating discussion.
