Budget has Negative Impact for all Municipalities
From the State Election Communication Committee

The G.A.B. posted a letter regarding their budget proposal and four upcoming Joint Committee on Finance hearings that will be occurring around the state from March 18 through March 26.  The correspondence from the G.A.B. encourages local election officials to contact your own state legislators and members of the Joint Finance Committee to provide input regarding the negative impact the proposed budget is expected to have on the ability of the G.A.B. to complete its own statutory responsibilities and to support local election officials in our own duties.

As you can see from the letter on the G.A.B. website (http://gab.wi.gov/node/3577), there are three main points directed at G.A.B. staffing and support which will have a direct impact on each municipality no matter what your size, with the fourth point costing municipalities mailing charges that would need to be funded locally in your future budgets.

Included in the G.A.B. posting is their letter to the Joint Committee on Finance (along with a list of Committee members and their contact information).  This 10-page letter details the impact of the budget proposal.

Please read the letters noted and linked above, and either plan to attend one of the hearings or write a letter to the Joint Committee on Finance members.

Thank you for taking time to address this issue.

WCEF Offers Conference Scholarships
The Wisconsin Clerk’s Education Fund (WCEF) is here for you and has developed a scholarship program for the WMCA membership.  As the donations and interest earned in the account grows, the WCEF Committee will be offering scholarships for WMCA members to attend the annual conference in August.

In 2015, the WCEF will be offering the opportunity for WMCA members to be awarded one of two $500.00 scholarships to attend the WMCA annual conference, this year in the City of La Crosse.  The scholarship awards are reimbursable with receipts turned in for conference expenses such as: registration fees, hotel accommodations, and mileage or transportation fees.  Take full advantage of your WMCA membership and apply for one of two $500.00 WCEF Scholarships to the annual conference in August.

The scholarship application deadline is June 1st.  The submitted applications will be reviewed and scored for timeliness and completeness, then scored, and awarded at the WCEF Committee meeting to be held on Thursday, June 11th.    Scholarship recipients will be notified by letter of their award as soon as possible thereafter so arrangements for conference attendance can be made.  Apply Now!

Hopefully, you’ve made your hotel reservations for the 35th Annual WMCA Conference in La Crosse August 18-21.  Hotel information can be found on the WMCA website.

The conference officially gets underway with the Opening Ceremony on Wednesday, August 19 at 8:00 a.m.  The morning will be filled with Elections and Parliamentary Procedures 3-hour sessions.  The afternoon is set aside to spend time with the Vendors.  There will be 60 booths filled with many of the products and services you need in your municipality.  Take the time to talk to a vendor or attend one or more of the extensive list of vendor demonstrations to get a quick and up-close look at a product you may be considering.  Find the product you need and have a chance at some great door prizes, too!

Wednesday evening will be an opportunity to network with your peers and have a very fun evening.  The President's Reception will be a casual dinner, Minute-to-Win-It, DJ/karaoke and casino games.  Something for everyone!

Watch for further details about the conference in the next E-Newsletter.  Full 35th Anniversary Conference registration materials will be emailed in April.

Record Your Education for the Year
and Earn a PEC Certificate

The deadline to submit an application documenting your Professional Education Annual Points is just around the corner.  The Professional Education Certification (PEC) Program is designed for annual recognition of your extraordinary efforts for completing additional education within this last year to gain knowledge of the current laws and processes to assist you and your municipality towards a productive and efficient office.  This year’s annual certificates will be awarded based on the number of education hours you have attended for conferences or classes attended between the dates of June 1, 2014 and May 31, 2015.

Applications submitted and postmarked by June 1, 2015, will be reviewed by the State Certification Committee and the PEC certificates will be given out at the WMCA Annual Conference in August or mailed to you if you do not attend.  Remember all points awarded will apply toward your state certification.

Click here for a copy of the PEC Certificate Application or click here to visit the WMCA website-Certification page where you will find additional information on the PEC program and an application.

While it does take time and effort to attend, compile and submit the required documentation, receiving a Professional Education Annual Certificate each year is one way to demonstrate to boards and councils your dedication to continuing your education which benefits your community.  If you have any questions about the PEC Program, contact a member of the State Certification Committee or Faith Elford, Executive Director of the WMCA.  We look forward to reviewing your application and awarding a certificate on behalf of the WMCA recognizing your dedication to the Clerk’s profession.
