Security Industry Survey of Risks & Professional Competencies

The ASIS Foundation and University of Phoenix release Security Industry Survey of Risks and Professional Competencies

Security risks. Emerging challenges. Professional competencies. What will organizations face over the next five years and what skills will you, as a security practitioner, need to protect and secure people, property, and information?

These were just some of the questions posed to a roundtable of security practitioners in the spring of 2013. The same questions went out to nearly 500 ASIS members via an online survey to confirm their findings. Security Industry Survey of Risks and Professional Competencies is the result of the extended study conducted by the ASIS Foundation in partnership with University of Phoenix.

The report presents five-year trends in:

• Top risks facing organizations
• Top challenges facing employers
• Critical core competencies for security practitioners

Evaluate your professional competencies and identify emerging risks that may impact your career.  Go online to download the full report or pick-up a free copy from the Security Store at ASIS 2014.

EEOC Updates Enforcement Guidance on Pregnancy Discrimination

By Megan Gates
07/15/2014 -

The U.S. Equal Employment Opportunity Commission (EEOC) updated its enforcement guidance on pregnancy discrimination and related issues Monday for the first time since 1983. The new guidance was released because the EEOC has seen a “significant number” of cases of alleged pregnancy discrimination involving U.S. employers, despite it being a prohibited form of sex discrimination.

Much of the guidance is focused on updating existing EEOC policy to address amendments that were made to the Americans with Disabilities Act (ADA) in 2008 for individuals who have pregnancy-related disabilities and the Pregnancy Discrimination Act (PDA). The new policies, under the PDA and ADA, only apply to employers with 15 or more employees.

One of the main components within the new guidance is the observance that the PDA covers not only a current pregnancy, but discrimination based on past pregnancy and a woman’s potential to become pregnant.

Under the PDA, an employer cannot fire, refuse to hire, demote, or take any other adverse action against a woman if pregnancy, childbirth, or a related medical condition was a motivating factor in the adverse employment action. “This is true even if the employer believes it is acting in the employee’s best interest,” the EEOC outlined.

The EEOC also held in its new guidance that employers cannot discriminate against an employee because of a medical condition related to pregnancy. Instead, employers must treat the employee the same as others who are similar in their ability to work but are not pregnant. An example the EEOC outlined was that under the PDA, lactation is a medical condition related to pregnancy, therefore an employer cannot discriminate against an employee based on her breastfeeding schedule.

The guidance also addresses issues related to leave and medical conditions related to pregnancy and discusses the PDA’s prohibition against requiring pregnant workers who are able to do their jobs to take leave.

The EEOC also addressed the circumstances under which employers may have to provide light duty for pregnant workers. Under the updated guidance, an employer is required to provide light duty, alternative assignments, disability leave, or unpaid leave to pregnant workers if it does so for other employees who are similar in their ability, or inability, to work.

An employer “may not limit a pregnant worker’s access to light duty based on the source of her impairment,” according to the EEOC, meaning employers cannot deny a worker light duty assignments based on a policy that “limits light duty to employees with on-the-job injuries.”

Chairperson Corner

I am so very happy to have the opportunity to share with you exciting news!  The ASIS National Capital Chapter has been awarded the I.B. Hale Chapter of the Year Award (Group VII) for a 4th consecutive year.  Additionally, the NCC also won the 2014 Newsletter of the Year award for Group VII.  These awards are a reflection of the efforts of the Chapter's dedicated volunteers and members.  Thank you to all of you who contribute your time and knowledge toward making our Chapter successful and ensure that we continue to bring value to our membership.

ASIS and the ASIS Awards Committee will host a Chapter Awards Ceremony at the ASIS Annual Seminar and Exhibits in Atlanta, GA.  We hope that all of our members attending the Seminar will join us for the ceremony and help us exhibit our National Capital Chapter pride!

Chapter Awards Ceremony
Tuesday, September 30th
15:00 - 16:45 EDT (Networking Reception immediately following)
Convention Center - Thomas Murphy Ballroom Building B, Sections 2-3

The NCC wrapped up the summer strong, with a number of events.  August began with our Annual PSP Review Course.  There were 32 participants in this year's review course.  We look forward to hearing from all of them soon that they have passed the exam so we congratulate them on their achievement.  A special thank you to our volunteer presenters:

  • Jim Saulnier, CPP
  • Andrew Hall, PSP
  • Scott Fischer, PSP
  • Roger Roehr, PSP
  • Michael Kelley, PSP, CSCIP/G
  • David Phillips, CPP, PSP
  • On August 13th, we hosted the Chapter's annual Private Security Appreciation Day.  A full recap of the event follows; however, I would like to add my personal thanks to this year's committee.  This is our largest event of the year and it takes a great deal of planning to make it successful.  The PSAD is an opportunity to recognize individuals who are on the 'front lines' of security and are an intregal part of ensuring the security of the facilities that so many of us are responsible for keeping safe.  It is always inspriring to hear their stories and have the opportunity to highlight the important work that they do.

The NCC Women in Security hosted an event on August 20th, "How to Successfully Navigate Social Media".  Ms. Meredith Burkhart, Strategic Analyst with the FBI Cyber Division, discussed the benefits and cautions about marketing yourself for a security career on social networking forums like LinkedIn.  Please keep in mind that WIS events are open to all security professionals and all of our members are encouraged to attend.

Thank you again for your encouragement and support.  Your participation, meeting attendance and continued feedback help us to keep the National Capital Chapter successful.  I look forward to seeing you at our upcoming September Chapter Meeting - Raising Awareness about Economic Espionage or our 2014 Golf Tournament.

    Best regards,

    Loye A. Manning, CPP, PSP

Proceeds from this event will benefit Fisher House of the Washington DC Area.

Founded in 1990, Fisher House is “A home away from home” for families of patients receiving medical care at major military installations and VA medical centers. There are presently 63 Fisher Houses located on 23 military installations or near VA medical centers, with many more houses being designed or constructed. Since opening in 1990, Fisher House has served over 180,000 families providing more than 47 million days of free lodging, saving the families more than $235 million in lodging and transportation costs. Today, there are three Fisher Houses in the Washington, DC Metro area at Walter Reed National Military Medical Center, Bethesda; Ft Belvoir’s DeWitt Army Community Hospital and Andrews Air Force Base’s Malcolm Grow Medical Center. Aside from Fisher Houses, the foundation also administers scholarships for military children, military spouses and the Heroes Legacy Scholarship, providing over $11 million in scholarships. Fisher House operates with a largely volunteer staff, with only 4% of donations and grants used for administration of its programs. For more information, visit the Fisher House Foundation website.

Our goal is to raise at least $500.00 for Fisher House.  Even if you do not golf, you can still help us to reach our goal.  To donate or see our progress, please visit our fundraising page.

    Member Spotlight:  Christian Conroy

Christian ConroyChristian Conroy joined ASIS in January 2014.  Although he is one of our newer members, he has already made an impact.  Christian quickly got involved with the Chapter's Young Professionals group.  This summer, he brought a proposal to the Chapter's leadership team to restart the NCC Mentorship Program.  With that program successfully launching, we thought it would be a great time to spotlight Christian so our Chapter Members can get to know him a bit better.

Prior to joining GSX, Christian conducted fieldwork in China through a National Security Education Program (NSEP) Scholarship on the relationship between the decentralization of education policy in China and student performance and the development of human capital at primary schools in the country.

As a supply chain security risk analyst at the BSI Group, Christian developed daily briefings on events related to cargo disruption and anti-Western terrorism to a database utilized by U.S. government officials and multi-national organizations. While in this position, he analyzed qualitative data associated with supply chain security risk to generate strategic insights and project cargo loss risk forecasts for C-TPAT compliant clients. As a Richard B. Russell Security Leadership Fellow at the Center for International Trade and Security (CITS), Christian drafted concise policy memos and comprehensive research papers on US-Sino military parity and nuclear security and managed databases monitoring export control list compliance of a major Chinese enterprise.

Christian has also provided research and analysis support at several think tanks and organizations including the Brookings Institution and the American Enterprise Institute on projects related to illicit economies and organized crime, insurgency networks in Pakistan, and drug-related crime in Latin America. Christian holds a B.A. in Political Science and International Affairs from the University of Georgia.

Christian is has been a Research Assistant at GSX since December 2013. He works with government customers and CSOs of multinational corporations to design training packages, develop credentialing assessments, and build job analysis models for security professionals in areas such as counterintelligence, risk management, and Insider Threat detection. Specifically, Christian is part of a team that develops skill standards, assessments, and certification packages for the federal government.

In addition to work related to GSX’s development of certificate and credentialing assessments for government clients, Christian is a also at the forefront of GSX industry initiatives. Currently, Christian is coordinating the development of a behaviorally-focused Insider Threat mitigation tool that utilized integrity-based measures to assess the likelihood that an individual will engage in Insider Threat activity. Christian is also a curriculum developer and instructor for a course GSX is developing entitled, “Developing and Implementing an Insider Threat Program,” which will be launched as a pre-seminar certificate course at the ASIS Seminar in Atlanta in September.

While pursuing his bachelors in international affairs and political science at the University of Georgia, Christian simultaneously worked at a supply chain security firm and served as a fellow at an organization focusing on nuclear security research and export control consulting. In both academia and industry, his roles were largely centered on analyst tasks – conducting research on nuclear weapons development, analyzing political risk in unstable countries, assessing cargo disruption trends over transnational transportation routes.

As a Boren Scholar studying in China in Fall 2012, Christian was tasked with conducting a research project utilizing direct fieldwork. He decided to draw on his background in political science and conduct fieldwork research related to China’s education policy and how policy decentralization may influence student performance and human capital development. The focus on human capital – how education connects to the skills needed for an advanced workforce – is what surprisingly ultimately tipped him towards the operations side of security.

In Christian’s view, the security industry is at a revolutionary moment in human capital transition. Historically, security professionals served stints in law enforcement and/or the military before entering the security industry to conduct siloed functions reflective of the parochial training they gained in their previous duties. With the evolution of threats and risks, security professionals must now have business acumen, financial projection capabilities, and strategic vision. Therefore, as the CSO of the future moves from the war room to the board room, it has become increasingly evident that there are huge gaps in early-career security education and training. Christian’s research analysis experience, combined with his foray into human capital development, therefore has created his desire to build stronger career pathways and reform perceptions of what the security professional of the future should look like.

Particularly as GSX transitions from traditional streams of government contract revenue, ASIS has presented an incubator environment for movement into industry and the security product development realm. In addition to the client and partnering opportunities that come from networking within ASIS, Christian has also learned through several ASIS events and opportunities that other security professionals feel just as passionately as he does about the challenges the industry is currently facing.

Christian tells us that he would recommend the annual ASIS seminar as a “must attend” event. He has yet to attend, but will be attending in September.  However, if you do not have the budget for expensive professional training and development programs, Christian believes that the ASIS NCC security seminar presents an amazing opportunity to learn how to become a better security professional from those who have been at the center of the industry’s growth.
