Key Findings of Security Talent Development Study Released

The ASIS Foundation and University of Phoenix published Enterprise Security Risks and Workforce Competencies: Findings from an Industry Roundtable on Security Talent Development at the 59th Annual ASIS Seminar in Chicago. Security industry executives and educational leaders addressed a projected security talent shortage by identifying the top security risks and workforce skills professionals will required in the next five years.

Key findings in the report were discussed in various sessions at the ASIS Seminar in Chicago with its release.  Apple Inc., Co-Founder Steve Wozniak, Allied Barton CEO Bill Whitmore, Apollo Group CIO Mike Sajor and University of Phoenix Jeff Greipp J.D. discussed the research findings and its implication for the industry with the CSO Roundtable.  Key findings discussed included the competencies security professionals will require in training, education and certifications and where technology and business will be in 2025.

Key insights were also shared during a seminar panel involving a number of the roundtable participants including Dr. Rae Hayward (ISC)2, Kathy Lavinder SI Placement, Professor Norm Spain of Eastern Kentucky University and Jeff Greipp, J.D., University of Phoenix.  Panelists discussed how best to address the risks and talent deficits facing the $350 billion U.S. security industry. To help security leaders improve their talent development strategies, the panel discussed how the research reveals the key skills security professionals will need to demonstrate for career effectiveness.

ASIS and University of Phoenix continued this discussion with industry employers at the ASIS/(ISC)2 Career Pavilion with a panel discussion with executives from Allied Barton, Securitas USA Inc., IT and executive placement experts.  ASIS Foundation and University of Phoenix continue collaboration with the launch of a new research survey focused on security risks and required workforce skills that will complement the roundtable report findings.

ASIS NCC 2014 Private Security Appreciation Day

We hope you will join us on August 13th when the ASIS National Capital Chapter will host our annual Private Security Appreciation Day. This event is an opportunity for area security companies, both proprietary and contract agencies, to show their appreciation to their front line officers, agents, and employees for a job well done over the past year.

As part of this event, we will present awards to several security professionals for their commitment and service to their organizations through our “Security Professional of the Year” program.

We encourage all public and private departments, agencies, companies, and corporations to bring their staff to this event to meet and greet their fellow professionals, to share stories, and receive the appreciation they truly deserve!

Uniformed personnel are encouraged to wear their “colors” for this event!

The National Capital Chapter will also conduct a raffle exclusively for the front line personnel that will feature valuable gifts and prizes donated by member companies.

Private Security Appreciation events are held at virtually all ASIS chapters throughout the world in various forms, and are considered a way of honoring exceptional performers and our future leaders in ASIS.

Reserve your tables early!

This event is always one of the biggest National Capital Chapter events and is expected to be event bigger for 2014.

Should Guards be Paid for On-Call 'Sleep Time?'

Security InfoWatch (07/25/14)
by Griffin, Joel

The California Supreme Court is set to hear a class-action lawsuit that could have a widespread impact on the security guard industry in that state. The court will decide in Mendiola v. CPS Security Solutions whether or not security guards at construction sites, on 16-hour shifts on weekdays and 24-hour shifts on weekends, can be paid for "sleep time." Sleep time is when a guard must stay in on-site trailers provided by an employer. This allows the guard to respond to alarms and prevent vandalism or theft. A lawyer representing CPS says one condition of security guards' employment is that they must sign an on-call agreement which requires them to stay in trailers for eight hours a day. Guards are paid for time that their sleep is interrupted to respond to incidents, and they can also ask for permission to leave. Lawyers for CPS argue that guards should not be paid for sleep time when they are eating, resting, or reading. There are also questions about paying guards who are allowed to leave the site. Lawyers representing the guards contend that the on-call agreement is not a voluntary situation for the security guards. If the courts rule in favor of the guards, employing security at construction sites could become a financial issue.

Chairperson Corner

So much has been going on, the year is just flying by. July was another great month.  Early in the month, we put out a call for volunteers and had a number of people show interest in our various committee positions.  As Chapter Chair, the most enjoyable part of the process for me was having the opportunity to meet many of our members that I had not had the opportunity to speak with before.  Not only did we find some great new volunteers; there was some great feedback that came from these conversations.

Many of the members that I spoke with told me that they had been considering getting more involved but were not not sure how to get involved or did not feel connected to the Chapter.  Thinking back to my own experience, I realize that I can relate to their experience.
In my case, someone who was already involved in the Chapter invited me to attend a meeting.  Later, I was asked to volunteer and from there, I continued my particiaption. My involvement with the Chapter and other ASIS activities has been of great benefit to me and I am very glad that I took that first step.  Whether it is a networking event, monthly Chapter meeting or volunteer role, I invite you to get involved.  We are always glad to welcome first time attendees to our events and hope that we can welcome you soon.  Not sure how to get started or have questions?  Send an email to comm-chair@asis-capital.org

2014 CT Luncheon

Terrorist Activities Committee Chair David Gilmore, CPP (l) with guest speaker, Peter Probst

Our July Chapter Meeting was our Annual Countering Terrorism Luncheon.  Our guest speaker for the event was Peter Probst who discussed The Muslim Brotherhood and its activities in the United States. We had 63 attendees and overall the feedback was that this was an excellent meeting.  We want to thank Mr. Probst for speaking and our Terrorist Activities Committee Chair, David Gilmore, CPP.  Each year, Dave does a wonderful job planning this event and we appreciate all of his efforts.

We hope you will join us for our upcoming Private Security Appreciation Day Luncheon.  This event is a great way to thank our front line security officers and recognize many of them for going above and beyond.

Our September Chapter meeting will be held at the Verizon Center in D.C. and our topic will be Economic Espionage. The room at the Verizon Center is smaller than our usual space, so seating will be limited; be sure to register early.  Our annual Golf Tournament will be held September 16th at the Twin Lakes Golf Course.  Invitations and additional details will be sent out soon for both of these events.

I hope that all of you are having a fantastic summer and will look forward to seeing you soon at our upcoming events.

Best regards,

Loye A. Manning, CPP, PSP

Member Spotlight:  Margarita Emmanuelli

Margarita EmmanuelliMargarita joined the US Navy directly from college in her hometown of San Juan Puerto Rico to become a Hospital Corpsman and worked in a hospital environment for a while.  Looking for more excitement, she later attended training for combat medicine but by then was too senior in rank and was serving in the reserves. Two years later she left the reserves and worked as a civil servant in various agencies doing different things.  All combined, her federal experience is about 14 years (not counting military). Somewhere in that time she finished her undergraduate degree in criminal justice and psychology and was picked up by the Pentagon Police then worked for Treasury in downtown D.C. After a stint as a technical writer, she was trying to decide what her next career endeavor would be when the security bug came back to entice her into another adventure. In 2006, she got a call from a recruiter in Texas who needed people to work security for a LOGCAP III contract in Iraq.

Margarita had not deployed to the Middle East since the first Gulf War but this time went as a contractor. Before her first year was up she secured a promotion to coordinator and ended up working for the State Department at the embassy in the green zone. The job involved multiple security functions and conditions changed daily, so she had to learn things quickly. During that time Margarita had more exposure to intelligence personnel and became interested in this line of work. she worked on her master’s in Strategic Intelligence from AMU while deployed which was challenging given a 84 hour plus workweek for months on end. She completed her thesis before returning home due to her work assignment. The topic dealt with the Iraqi police forces and her work placed her exactly where she needed to be in order to finish the research. Later, Margarita volunteered for duty in remote sites where she really got a chance to manage her own resources and personnel and the scope of work became more complex.  According to Margarita, those last two years in country were the most important in shaping her experience in security. In 2012, she took on the BRAC transition for the badging office at the new Defense Health Headquarters in Falls Church under a short contract then pursued training with ATIC for intelligence analysis. She is still deciding where her career should go next. "Security is ever changing and there much more for me to learn. I’m currently working on a book project and other training materials but keep a bag packed just in case," Margarita tells us.

Margarita has been consulting about two years since returning from her war zone assignment. She has mostly been working with small local shops run by women to help them integrate physical security and any technology they have in place. She has found that small shops are in an underserved sector and are hit frequently with thefts. She also enjoys giving presentations on workplace violence prevention. "While underserved, this sector is still a bit resistant to implementing preventive security measures, which I find fascinating."

Margarita tells us that her formative years in security management were pretty much set in stone when she went into federal law enforcement rather than state or local police service. "There is a marked difference between the two in that in federal service we do industrial and physical security in addition to conducting vehicular patrols and the like."  She was introduced to guard force management early on but did not make the connection until she had to manage her own guard force overseas. She found that there was a huge difference between just working at the lower level dealing with the guards and the full scope of the job. "It was a lot more than expected but the daily challenges in keeping a guard force as a cohesive body and not a gang of marauders was exciting.  While the management side of the house was something I knew right away I was cut out to do, I mostly enjoy working in the field so I’m a hands-on manager. You can’t do security sitting at the office; at least from my experience and type of work I’ve done," says Margarita.

Margarita joined ASIS while deployed in 2006 and was a member-at-large until last year when she joined the National Capital Chapter.  She found that ASIS has brought her career completely into focus.  She sees that the the old attitudes of security are vanishing in the private sector from the proverbial ‘guard’ mentality to a fully professional and standardized body of practitioners. She finds herself frequently telling other security professionals about the value of ASIS membership and encourages them to join.

ASIS National Capital Chapter
Mentoring Security Leaders Program

We are excited to announce that the ASIS National Capital Chapter will be participating in ASIS International's "Mentoring Security Leaders" program.  This program is designed to match experienced security professionals with individuals who are new to the industry or those looking to advance into leadership positions.

The mentors are asked to share their experiences and advice on career advancement, professional visibility, networking, and overcoming barriers to career success. The protégé will gain knowledge and experience in meeting immediate business-level requirements. This program is for members at all levels in their careers who may want some specialized insights into a particular skill, competency, change in industry sector, or even a transition to a different role in the industry.

The "Mentoring Security Leaders" program is a process where an ASIS member (Protégé) is matched with an experienced ASIS colleague (Mentor), and is designed to promote long term leadership and career development through a one-on-one Mentor-Protégé relationship. If you are a young professional, a woman in the security industry or someone who is making the transition from the public to the private sector this program may be for you.

Any ASIS member, at any job level may participate in the program. Depending on the experience level of the Protégé within the security industry and areas of interest, the Mentoring Program will match up the Protégé and Mentor.  We specifically designed the program so that it does not require a huge time commitment.

This year we are planning on kicking off the Mentoring Program in late August with an Event where matched Mentors and Protégé's will have an opportunity to meet face-to-face before the mentoring relationship begins. The Kickoff Event will also have a keynote speaker.  More information will be coming soon.

If you are interested in becoming a mentor or protégé, please fill out the appropriate Mentor/ Protégé Application Assessment and associated Readiness Assessment and submit to Christian Conroy by August 8th. If you are contemplating either role and need more information, feel free to email your questions to Christian.
