The Honorable Michael B. Hancock is a globally recognized and respected civic leader with more than three decades of executive leadership experience, having most recently served three terms as Mayor of the City and County of Denver, Colorado, the 19th largest city in the United States.
Hancock currently serves as CEO and Founder of Hancock Global Services, LLC (HGS) where he advises C-suite leaders on issues of public affairs, governance and policy, crisis management, strategic communications, and public-private partnerships.
Hancock was elected to three terms as mayor for the City and County of Denver, serving from 2011 through 2023. As a ‘strong mayor’, Hancock was granted greater administrative authority and responsibility. When he entered office in 2011, Denver faced a $100 million deficit. Hancock stabilized the city by creating jobs, attracting new business investment, and preparing the workforce for the 21st century. Denver became home to more than 18,000 new companies, spurring a $6.6 billion investment downtown with cascading benefits across the state and region – it became one of the fastest growing economies in the nation.
Hancock developed and managed a budget that grew from $800 million in 2011 to $2.84 billion in 2023. Despite inheriting an enormous deficit, his proactive fiscal management enabled the city to retain an AAA rating or better by national financial rating agencies for each of the years under his leadership.
Hancock oversaw more than 12,000 city employees annually, including Police, Fire and Sheriff departments, the appointment of 61 department and agency executives, and the management of the Denver International Airport, the world’s 3rd busiest airport. Hancock also created the Office of Housing Stability, the first and only city in Colorado to fund and support housing, the Office of Climate, Sustainability and Resiliency, the Department of Transportation and Infrastructure, and the Office of Social Equity and Innovation.
Hancock served on the executive committee of the U.S. Conference of Mayors as chair of the Transportation & Communications Committee, and on the U.S. Conference of Democratic Mayors.
Determined to make Denver more globally competitive, Hancock prioritized international travel to attract global businessesand to secure direct international flights. As a result of his efforts, Denver saw a 30-percent increase in Foreign Direct Investment, including Panasonic Innovations, Terumo, BPI North America, and Arrow Electronics, 11,200 new jobs, seven new foreign carriers, 17 new non- stop international flights, and over $4 billion in economic impact to the Denver region.
His administration secured long-term contracts with Kroenke Sports and entertainment to keep the Stanley Cup Champion Colorado Avalanche and the NBA Champion Denver Nuggets in the city through 2040 and he is one of only three mayors in the country to have presided over three or more championship winning teams, including the Denver Broncos Super Bowl win in 2016.
Prior to being elected as Mayor, Hancock served two terms as the City Council representative for the fastest growing part of Denver, which included Denver International Airport. As a member of Council, he was elected twice to serve as president, served as chair of the Economic Development Committee, vice chair of the Public Safety Committee and Council representative to the City’s Investment Committee.
Before becoming an elected official, Michael enjoyed a successful career as non-profit executive and small business owner. In 1998, Michael became the youngest CEO of an Urban League Affiliate, when he was elected by the board to lead the Urban League of Metropolitan Denver. In five years of leadership, he stabilized the struggling organization by creating innovative and timely programs through public private partnerships, growing annual revenues by 150% and re-engineering the organization.
Hancock earned his graduate degree in Public Administration-Management from the University of Colorado at Denver and his undergraduate degree in Political Science from Hastings College. He has been awarded two honorary doctorate degrees from Hastings College and from the University of Denver.
