Greetings ASIS NCC Members!

The ASIS NCC held our Law Enforcement Appreciation Day (LEAD) Luncheon on May 22, 2014, at the Gannett/USA Headquarters in Tysons Corner, VA.

Don OrcuttLEAD Chairperson, Don Orcutt, did an outstanding job again this year planning the event.  Don also served as presenter, handing out awards to the men and women officers selected this year for their outstanding service. Don has planned this event for the last four years and has made the LEAD event something that our Chapter and the law enforcement community can look forward to each year. We would like to thank Don for all his efforts and dedication over the years.  We look forward to continuing the tradition and building on the strong foundation he has established.  Thank you, Don!

Our Guest Speaker was Mr. David Lord, Assistant Commonwealth’s Attorney.  Mr. Lord has been an Assistant Commonwealth’s Attorney for the City of Alexandria since 2006, where he is the White Collar Case Supervisor and also prosecutes felony sexual assaults.  Mr. Lord discussed Racketeer Influenced and Corrupt Organizations (RICO) Act and Retail Theft, using the 2013 case of Commonwealth v. Marquett Gaskins, Jerry Simmons and Trevon Jackson.  The suspects committed multiple thefts from cell phone stores in the National Capital Area and were convicted of felonies utilizing RICO statutes.  The case exemplified the importance of cooperation between multiple jurisdictions as well as private-public partnerships.

Region 5A Sponsored CPP Study Class

We are pleased to announce that the ASIS chapters in our local region will be hosting a CPP Study Class to help those preparing for their CPP certification.

The full details of the program are still being worked out and will be shared shortly but following are some initial details:

  • Class will be held on Monday nights for two hours, start and end times to be announced
  • Class starts on September tt and be held every Monday until November 3rd, skipping the week of the ASIS Conference in Atlanta
  • Full schedule and more details to be announced in the coming weeks
  • Cost of the class will be $80.00
  • The class will be held online with telecommunications to allow students to communicate with the entire class
  • An on-line registration and payment system will be available starting in July

Upcoming ASIS NCC Security Seminar & Exhibits

On June 11th, the ASIS National Capital Chapter will be hosting our 2014 Security and Technology Seminar.

This year's seminar is themed “Security Through Knowledge, Experience & Ability” and will focus on advances in physical security and equipment from security force training and deployment to the latest advancements in access control, identity management and closed circuit television technologies.

Our event will feature learning sessions and exclusive vendor exhibit periods during morning and afternoon sessions. Exhibitor tables positioned in the main hall will provide information on the latest security products and services. You will also have networking opportunities at our registration coffee social, session breaks and during the lunch period.

We are very pleased to have Mr. Geoff Craighead, CPP, BSCP, Vice President, Universal Protection Service as our keynote speaker.  Geoff has extensive experience in the management of the security and life safety operations of commercial high-rise facilities. He is board certified in security management, as a certified protection professional (CPP), by ASIS International, accredited as a building security certified professional (BSCP) by the American Society of Civil Engineers, and certified by the Los Angeles Fire Department to provide high-rise life safety services. Geoff is Chairman of the Board for ASIS International, a member of the NFPA High-Rise Building Safety Advisory Committee, and author of the reference book High-Rise Security and Fire Life Safety, 3rd ed., published by Elsevier Butterworth-Heinemann.

Addtionally, our opening speaker for the program will be Lina Alathari, Ph.D., Research Psychologist for the National Threat Assessment Center.  Dr. Alathari is a research psychologist with the U.S. Secret Service National Threat Assessment Center (NTAC) where she conducts research on protective intelligence, threat assessment, and cases of targeted violence such as attacks on public interests, assassination, school violence, and terrorism. In addition, Dr. Alathari is the project manager of an effort that established a database of behaviors, motivations, and triggers that have been identified as indicators of a person’s risk of engaging in targeted violence in the contexts of workplace violence, stalking, terrorism, and targeting of public officials. She frequently provides training based on the findings of this research to federal, state, and local law enforcement agencies; as well as international government security agencies.

Member Spotlight:  Michael Kelley, PSP, CSCIP/G

Michael Kelley served in the U.S. Coast Guard for 21 years as an electronics technician and engineer retiring just after the September 11th attacks.  He landed a position with ACS Defense where he worked on the Federal Government’s first smart card-enabled physical access control system at Department of State. Since then, Mike has spent time with M.C. Dean, BearingPoint, Deloitte and now SMS. Most of his work has been for Government clients in the areas of identity management, physical access control, smart cards and biometrics.
 
Mike been with SMS for four year and is the technical lead for an eight person team supporting the Pentagon Force Protection Agency to comply with Homeland Security Presidential Directive 12 and the Federal CIO Council’s Identity, Credential and Access Management initiative. Together, these initiatives seek to strengthen security by standardizing how individuals positively establish their identity while maintaining their privacy to gain access to information and facilities. These initiatives have been evolving since 2004. As new requirements emerge, the team assesses their impact on existing policies, procedures and systems then develops plans to achieve compliance. The population size and scale of the enterprise make it impractical to change overnight, so plans often involve intermediate transitional phases.
 
Mike tells us that the greatest challenge he faces in his current role is finding the right balance between people, policies, procedures and technology. None of them effectively reduce risk by themselves. Some people do not trust technology so they tend to rely too much on people, policies and procedures. That can quickly drive up costs. Others put too much trust in technology. They lack the knowledge or the time to make an objective evaluation and address potential weaknesses. Hardware and software vendors tend to gloss over potential issues which can create a false sense of security when left unchecked. If everything is balanced, the technology serves as a force multiplier and risk is reduced to acceptable levels at a reasonable cost.

When asked how he got into the security management field, Mike jokes that he has never met anyone who grew up wanting to work in security.  “It seems most of us have gotten into the field by accident. In my case, I applied for a position as field engineer only to find out later that I’d be engineering security systems. Now I can’t really see myself doing anything else. I like that I can go home each day and really feel like I’ve made a difference. It’s a challenge because no two situations are alike and each problem has a number of facets to it. I have to know about basic wiring and electricity, hardware, software, networking, biometrics, testing, configuration management, construction, life safety and business operations.”

Mike says he would recommend Security Management as a career.  The term is broad but there are many different areas you can specialize in; he prefers the technical aspects. Others may be more interested in investigations, loss prevention, information security, or operations, just to name a few.  “The opportunities are unlimited because you can specialize in any of these areas, supporting any sector or industry and in any part of the world.”
 
Mike has been a member of ASIS International and the National Capital Chapter since 2006.  When he began working in security, he had a strong technical background. Furthermore, he says that joining ASIS has exposed him to other disciplines in a way that he does not believe he could have gotten anywhere else.  “It’s forced me to look at day-to-day problems from different perspectives and made me a more rounded security practitioner.” 

ASIS NCC events cover many topics each year but Mike leans towards events that present technology or security operation related topics.  He particularly enjoys the Security & Technology seminars. “Your interests may by different than mine. Your ‘must attend’ may not be the same either. It doesn’t really matter though. There’s something for everyone. You just have to come get it.”.

NCC Member Celebrates 40 Years of ASIS Membership

David Gilmore, CPPThis month, veteran ASIS NCC member, David H. Gilmore, CPP, celebrates his 40th year anniversary as a member of ASIS International. Dave served two terms as Chair of the National Capital Chapter in the early 2000’s.  Since retiring from the chair he has, for many years, spearheaded the chapter’s annual scholarship event and its Terrorism awareness seminar and more recently countering terrorism luncheons.

In addition to his work with the NCC, Dave has demonstrated selfless devotion to council work over an extended period of time.  For over 20 years he has been involved and has been a driving force behind the Academics and Training Programs Council, serving as its chair or vice-chair no less than 11 times.  While in those leadership positions, Dave promoted security management as an academic discipline from the high school through graduate study levels, promoting student membership in ASIS International.  He is also actively involved in the planning and program design of the Academic/Practitioner Symposium since its beginning days.  Based on his council work, Dave was presented the 2013 Roy N. Bordes Council Member Award of Excellence at the 59th Annual ASIS Seminar and Exhibits by ASIS International President Geoffrey Craighead, CPP.

Please join us in congratulating Dave at the Annual Countering Terrorism Luncheon on July 16th.
