MI-Excel is the Statewide System of Support provided by the Michigan Department of Education in collaboration with Intermediate School Districts/Regional Educational Service Agencies and the Calhoun Intermediate School District Consortium. MI-Excel is provided to schools identified through the school index system as Continuous Support and Improvement (CSI), Targeted Support and Improvement (TSI), or Additional Targeted Support (ATS) schools.
CSI schools are those performing in the bottom 5% of all schools in the state and/or those that fail to achieve a graduation rate of 67% or higher. CSI schools are identified every three years, beginning in 2016-17.
The local Intermediate School District/Regional Educational Service Agency provides MI-Excel support for CSI schools to create, implement and monitor the CSI plan, at no cost to the local district through the federal Title I Regional Assistance Grant (RAG). This can include curriculum and instructional support, climate and culture intervention, general instructional support, or support to increase graduation rates.
TSI and ATS schools are those with one or more student groups defined as performing in the bottom 25% in each applicable component. Student groups must have at least 30 students and include students of diverse race/ethnicity, economically disadvantaged status, English language learners, and students with disabilities. TSI schools are identified each year beginning in 2016-17.
ATS schools are those with one or more student groups performing at or below the lowest performing 5% of schools. ATS schools are identified every six years.
The Calhoun Intermediate School District Consortium, through the Title I Technical Assistance Grant provides MI-Excel support for TSI and ATS schools. It is available at no cost to the local district in the areas of Systems Alignment (Blueprint), literacy, and Assessing Needs.
