I hope you are as happy as I am to see spring arriving. I welcome the return of green grass, leaves on our trees, the robins and baseball. I can only hope that our Milwaukee Brewers do better this year than our Green Bay Packers.
I am so excited about our Northern Training Classes coming in May and the education that will be offered to our clerks in that area of the state. Education is the key to success in our profession and cannot be over looked. I have been working with a new individual who was recently appointed to fill a vacancy. This individual is a prime candidate for our upcoming training and looks forward to attending. If you know of someone in your area that would benefit from this training, please contact them and ask them to call Faith or myself for more information.
Be sure to watch for an invitation to your Spring District meeting where you will be voting on your District Directors for 2016-2017. If anyone in your district is interested in becoming an officer on our board, now is the time to fill out an application. The positions open are 2nd Vice President, Secretary, Treasurer and two Directors At Large. I am enjoying my time on the board and would encourage you to step forward and become an intricate part of a great organization. All positions require a time commitment on your part as well as a financial commitment. You will be absent from your job during board and committee meetings, and travel will be required, but the experience you come away with by far shadows the time and expense incurred.
I will be attending the Minnesota State Conference this month and look forward to meeting new friends and participating in the classes offered. I have been attending as many district meetings and committee meetings as time permits. My City Clerk and fellow co-workers keep looking at me with blank stares and saying “not again”, but they continue to cover my time away from the office with grace.
Our board will soon be accepting RFP’s for the position of Executive Director. The current contract with Facts, LLC expires August 31, 2016. This will be a three year contact ending December 31, 2019. It is my desire to publish the position this week and award the contract at the Board of Directors Meeting in May.
My year as President is going fast, and I have learned so much, like a tank of gas will take you only so far, set two alarm clocks so you don’t over sleep, be sure to check your tire pressure before you leave home, take extra money for those unexpected stops for shopping and most of all I have learned to smile more. Our Board of Directors work as a well-oiled machine, asking questions, and looking out for the betterment of our members and deserve our heartfelt thank you for the time they have dedicated to WMCA. Thank you all.

Difficult Conversations with Constituents: Employees of municipalities, county and state
governments are often required to interact with constituents who are angry,
vindictive, exhausted and /or scared. This training is designed to give
you some specific communication skills to deal with what can feel like a daily
assault that distracts you from the work you are trying to do on behalf of your
constituents.
Laura C. Smythe, M.A., M.A.,
J.D.: Founder and Owner of Communication Connections, LLC. She is the
past Executive Director of the Mediation Center of Greater Green Bay, is an
attorney, mediator and professor. She has mediated a wide variety of
conflicts for over 16 years and she teaches undergraduate and graduate students
about conflict resolution, organizational leadership and managing change.
In 2013 she was elected to serve on the National Board of Directors of NAFCM
(National Association for Community Mediation) which supports over 400
community mediation centers across the country. In 2014 she was elected to
serve on the Board of Directors of the Dispute Resolution Section of the
Wisconsin State Bar.

With the smaller venues in the north, there is a limit of 200 attendees. These training days were designed for District 1, 2, and 8. Those clerks and deputies have February and March to register. As of today we have 77 people registered. Therefore, if the 200 attendee limit is not reached by April 1st, we will open registration to the rest of the state. After Attending All Those Educational Sessions in the Last Year – Be Recognized
for your Efforts and Fill Out -
The Annual PEC Education Point
App

The 2015-2016 PEC Application is designed for
annual recognition of your extraordinary efforts for completing additional
education to gain knowledge of the current laws and processes to assist you and
your municipality towards a productive and efficient office.
Send in the application on or
before June 1st and attach the required documentation for proof of
attendance. The Certification Committee will review your annual
application and verify the points you have earned. Then you will be recognized
at the annual WMCA Conference and receive a Diamond, Gold or Silver Certificate
for your achievements.
The Certificates are based on the
following hours per year:
Silver Certificate for 25-50 hours
Gold Certificate for 51-74 hours
Diamond Certificate for 75+ hours
In addition, all courses listed in this application count toward state certification.* After you have
accumulated the required points for certification, you will send in the
certification application with a copy of the annual certificates you have
received. You will not need to send in all of the individual certificates
of attendance again! The $20 annual fee will be deducted from the regular
certification fee for every annual certificate you use.
If you have any questions about
allowable courses, contact the Certification Committee Chair Julee Helt or the
WMCA office.
*You do not have to be working toward certification to qualify for the annual certificate.

Are You Ready to Give Back to the WMCA? |
Have you been a member of the WMCA for a few years and ready to give something back for what you have gained as a member. The WMCA is looking for a few good
members to run for office on the WMCA Board of Directors.
You need to fill out and send in a Board Application packet,
which you can find on the WMCA website or click here. June 1st
is the deadline for the Board of Director Application to be submitted
electronically to the WMCA Executive Director at coordinator@wisclerks.org and/or mailed to the WMCA Office at 1414
Montclair Place Fort Atkinson, WI 53558. Applications must be
received by 4:00 pm and include a letter of support from your immediate
supervisor/primary elected official.
For the first time this year, the entire WMCA qualified membership will receive an email to vote for the officers in any contested races.
Here are the available positions for the 2015-2016 year.
You can read a short job description on page 4 of the packet:
2nd Vice President- the person elected to this seat will move up to 1st
Vice-President and then President. The candidate for this position
must have been a Committee Chair or have held another position on the Board of
Directors.
Secretary—one-year
term
Treasurer – first term is two-years and then one year at a time after that
Directors-at-Large-There are two one-year positions
No prior position on the
Board is required for the three preceding positions.

District Directors are elected at your Spring District Meetings
This is a great way to start to get involved on the WMCA Board of Directors. .District Directors are voted in every year at your individual district meetings. If you are interested in becoming a District Director for the 2016-17 season, watch for your Spring District meeting registration and attend and throw your hat in the ring!
