Second 2020 Special Session Begins Today Without a Final Deal and No Clear Agenda

The Minnesota legislature convened today at 12 p.m. for the second special session of the year. The special session comes at the call of Governor Tim Walz who intends to extend his expiring COVID-19 peacetime emergency authority for another thirty days. The Governor is required to call the special session to give the House and Senate the opportunity to vote to terminate his authority.

The legislature meets again with a long to-do list, including a bonding bill, a tax bill, additional COVID-19 relief, and new policy and spending initiatives related to the death of George Floyd and the Minneapolis riots in May.

Both Senate Majority Leader Paul Gazelka (R-Nisswa) and Speaker of the House Melissa Hortman (DFL-Brooklyn Park) hoped that the legislature would only be at the Capitol for a short, one-day special session; but, with no deal in sight, the House and Senate will likely be convened for several days or more. 

Minnesota COVID-19 Update

As the COVID-19 pandemic continues to grow worse throughout several states across the country, Governor Walz and Department of Health Commissioner Jan Malcolm are reportedly considering a state-wide mask mandate. No mandate has been announced yet, but with increasing cases in Minnesota, it is expected. Some leaders and local government officials have expressed opposition to a mask mandate, seeking a regional approach over a statewide policy.

This morning, the Department of Health announced 499 new COVID-19 cases and 2 new deaths. Hospitals and intensive care units are still stable with 247 people currently in the hospital with 114 in intensive care.
