2013 Excellence in Education Award Winner


It is with great pleasure the AdvancED Illinois State Council announces the 2013 Excellence in Education Award recipient, Mr. Eric Carlton. He is the President of the Banner Educational Group, LLC. Banner Schools operate in Illinois and Wisconsin and oversees multiple schools. The district serves over 150 educational leaders, encompassing principals, assistant principals, teachers and other paraprofessionals. The Banner school system uses the AdvancED Corporate Accreditation Protocol to guide its continuous improvement work.

As a result of his leadership, Mr. Carlton has successfully guided the organization into becoming one of the premier alternative education service providers in the country. Eric leads by example in his commitment to service, volunteering and giving back to his profession. Over the course of the last five years, he has served on numerous External Reviews both as a supporting team member and as the Lead Evaluator.

Eric is an impressive leader and embraces collaboration and works diligently to ensure quality.  His staff reports that he goes far beyond the traditional methods to support their professional development and grow student achievement. He works tirelessly to ensure students are exposed to diverse opportunities in post-secondary education, employment and vocational training and achieves this through numerous community-based and private sector partnerships.

His education background includes: Bachelors of Arts in African Studies from the University of Maryland Baltimore County, Masters of Science in Special Education from The Johns Hopkins University and Education Specialist Degree from Walden University.

His vitae includes special education teacher, an assistant/associate principal and a principal of a large urban high school.  At the time of his appointment to this role, Eric was the youngest high school principal in the United States. He continued to pursue advancement and stepped into a regional vice president role for a national educational services company. In 2003, he started Banner Educational.

Without question, Mr. Carlton is a proven leader who is passionately committed to the success of the students he serves. The AdvancED Illinois State Council offers its congratulations to Mr. Carlton for his achievement as the AdvancED 2013 Excellence in Education award recipient.

Continuous Improvement through Accreditation
The AdvancED Protocol is a research-based framework that supports the process of accreditation and importantly provides a means to engage in continuous improvement.  It is one of only two approved continuous improvement models by ISBE.  School systems that opt to follow AdvancED continuous improvement can receive waivers from ISBE’s Rising Star model.

The AdvancED Protocol includes an ongoing internal review process and an External Review.  Maintaining a culture that supports continuous improvement requires self-reflection while keeping stakeholders motivated and engaged.  A performance-based model, the AdvancED Protocol employs diagnostic tools for institutions to conduct an internal review.  These reviews are focused on evaluating performance related to the AdvancED Standards and Indicators, Student Performance and Stakeholder Feedback. The process of internal reflection helps schools and school systems move forward in their ongoing improvement efforts.

The External Review is an important component of an institution’s ongoing continuous improvement efforts and is the gateway to accreditation. Through the External Review, schools and systems receive valuable feedback on their internal Review processes and results. The External Review is a milestone in the continuous improvement efforts and can be considered a steppingstone to a level of higher performance. 2013 Quality Awards Ceremony

The State Council for AdvancED Illinois hosted the fifth annual statewide fall conference in Champaign. During the two-day event, a special recognition ceremony was held to present the Quality Awards. The state-level awards are presented to External Review Team Members and Lead Evaluators who have demonstrated extraordinary service and dedication to facilitate educational quality through the AdvancED Accreditation Protocol. The awards recipients received complimentary conference registration and were presented their awards.  This year’s award winners were Dr. David Wilson recognized by the State Council for Quality Leadership; Dr. Mary Kearney, presented the Quality Performance award by AdvancED Illinois Lead Evaluators; and Ms. Farisa Hussain, was bestowed the Quality Service award by the council. Serve on an External Review Team
Educators from around the state rate their service on External Review Teams as one of the most powerful professional development experiences in their careers. AdvancED Illinois invites you to engage in real time learning and make a real time impact through serving on an External Review Team.
As a team member, you will:
  • Interview administrative leaders, staff, students, parents and other stakeholders.
  • Review artifacts including the school’s diagnostics, student performance data, improvement plans and stakeholder feedback data. 
  • Study learning environments through classroom observations.
  • Engage in professional deliberations with peers and colleagues.
  • Reach consensus on Standards, Powerful Practices and Required Actions.
  • Communicate the team findings into written reports using ASSIST, a state-of-the-art web enabled technology platform

External Review Teams are led by nationally trained Lead Evaluators. Team members receive online training and guidance from the Lead Evaluator prior to serving. They also become certified to use the ELEOT (Effective Learning Environment Observation Tool) via eLearning. Certification using our proprietary ELEOT tool helps team members make meaningful, focused observations when reviewing the classroom experience through students’ perspectives. Lead Evaluators are trained to assist, support and coach you throughout the review experience. In addition, team members are provided with background information and materials prior to the reviews that help them prepare.

Serving on an External Review team will help you see first-hand how your peers are addressing similar organizational and student performance challenges, while driving action that benefits the school and the students it serves.
