 2016  Happy 2016 & Presidential Election Year!

Greetings: 

In anticipation of the upcoming elections I’m sure you are busy attending as many training sessions as possible sharpening your knowledge on the recent election changes.   Remember that the GAB is always available to answer your questions if any should arise during the elections.

Watch for exciting news on our Northern Training coming in May.  This will be an outstanding educational opportunity for those clerks who find it difficult to attend other training. Our hope is to alleviate long travel time and bring the training to your back door.   

District meetings are being held throughout the state and I encourage each of you to attend as many as possible in your area.   Education is the key to our success as clerks and I feel that we can never get enough.

It has been my pleasure to attend many district and committee meetings across the state and meet so many wonderful people.  Stay warm and clerk on!

2016 WMCA Scholarship Applications for
UW-GB Institute/Master Academy Available

 Scholarships

The new 2016 WMCA-UW-Green Bay Clerks Institute Scholarship Application is now available.  All WMCA members planning to attend the Clerks Institute or Master Academy may apply for a scholarship to help with the costs.

The 2016 application is available in two formats.  There is a new, on-line fillable form and when you finish filling it out and hit “Done” the application is automatically sent to the WMCA office. Or if you want to do it the old fashioned way, you can print out a blank form, fill it out, and mail it to the WMCA Office.  Completed applications and the letter from your Supervisor, Mayor, or Board President stating their support for you to attend the UW Clerks Institute must be mailed in with a postmark no later than April 15th.  Applications are rejected if they arrive late; the application will lose points if there is no letter of support from the municipality.  Please read and be prepared to comply with all of the rules and stipulations listed on the first page of the application. 

The UW-Green Bay Clerks and Treasurers Institute in Green Bay is a great place to learn the skills you need to be the best Clerk you can be. Graduating from the Institute, you also earn 50% of the points required to become a certified clerk. Members are encouraged to apply for a scholarship no matter which year of the institute you are attending.  In addition to the scholarships for each of the three years of the Clerks Institute, there are scholarships available for members attending Clerks Completion and the Master Academy.

U.S. Elections Assistance Commission (EAC) Appointment

The Government Accountability Board received seven applications from clerks interested in serving as Wisconsin’s local election official representative to the U.S. Elections Assistance Commission’s Standards Board.   The applications were reviewed by a panel of five representatives from WMCA, WTA, WCCA, Milwaukee Election Commission and The League of Municipalities.

Under federal law the EAC assists states and local governments with the administration of elections, including establishing technical standards for electronic voting systems, certifying voting systems following testing based on those standards, and developing forms, guidance and recommended best practices for conducting elections.  The EAC is headed by four commissioners appointed by the President and confirmed by the U.S. Senate.  The Standards Board is an advisory body to the EAC charged with reviewing and providing input related to the guidelines under which the EAC certifies voting systems as well as its guidance and best practices recommendations.  The 110-member Standards Board consists of a state election official and a local election official from each state, the District of Columbia, and the Territories of American Samoa, Guam, Puerto Rico and the U.S. Virgin Islands.

WMCA is happy to announce that Barb Goeckner, Clerk with the Village of Germantown was selected to serve as Wisconsin’s local election official representative to the U.S. EAC.  The Nomination Committee felt Ms. Goeckner possessed the experience, education, and communication skills needed to represent the clerks across the state. 

We would like to congratulate Barb on her appointment and thank the other six applicants for their interest in the position.  They all showed the merits of continuing their education in election administration and their careers.

for two days of Nuts & Bolts Clerk Training.

WMCA Northern Wisconsin Clerk Training Days

Thursday/Friday, May 12-13, 2016


You asked for:

  • Training in northern Wisconsin
  • Basic clerk training – elections; liquor licensing; budgeting; Board of Review; and much more
  • Two full days of classes– come for a half day, one whole day or stay for both days
  • No frills or banquets like the Annual Conference

Watch your email for the Training Brochure and Registration information on February 1st.  There will be special hotel room rates available before, during and after the training days but you must wait until February 1st. 

With the smaller venues in the north, there will be a limit of 200 attendees accepted.  These training days have been designed for District 1, 2, and 8 and those clerks and deputies will have all of February and March to register.  However, if the 200 attendee limit is not reached by April 1st, we will open registration to the rest of the state.
