      Harvard Business School Case: The 2010 Chilean Miner Rescue

      On August 5, 2010, 700,000 tons of some of the hardest rock in the world caved in Chile's century-old San José mine. The collapse buried 33 miners at a depth almost twice the height of the Empire State Building—over 600 meters (2000 feet) below ground. Never had a recovery been attempted at such depths, let alone in the face of challenges like those posed by the San José mine: unstable terrain, rock so hard it defied ordinary drill bits, severely limited time, and the potentially immobilizing fear that plagued the buried miners. Could the trapped miners and rescue workers mobilize before air and resources were depleted? In this session, participants will explore strategies to support breakthrough innovations, lead ordinary people to do extraordinary things, and building a learning organization in the midst of uncertainty and ambiguity.

      True collaboration posits that the whole is greater than the sum of its parts.  Although organizations are well intentioned, many barriers get in the way of effective collaboration thereby inhibiting the transfer of valuable knowledge across organizational silos and boundaries.  We will consider those attributes necessary for effective collaboration and explore strategies for overwhelming barriers to the cross-organizational transfer of knowledge.

      State of Kansas Case Study: Moving Financial and Human Resources Management Systems to the Cloud

      In 2014, the State of Kansas faced a perfect storm of aging infrastructure, budget constraints and challenges with recruiting and retaining technical resources. This case study will examine how Kansas responded and became the first state to host Statewide Oracle/PeopleSoft Human Capital Management and Financial applications in a private managed cloud. We will study their approach to upgrading these systems in a timely and cost-efficient manner by creating a cross-departmental team and partnering with a third-party vendor. In addition, we will examine how Kansas maintained momentum during gubernatorial change, including the succession by the Lieutenant Governor when Governor Brownback was confirmed as the United States Ambassador-at-Large for International Religious Freedom, and preparations for another election in November.

      State of Michigan Case Study: Employee Engagement and the Office of Performance and Transformation

      In 2011, recently elected Michigan Governor Rick Snyder took office and decided to place a major emphasis on employee engagement, training, and professional development. To that end, the State of Michigan partnered with PricewaterhouseCoopers (PwC) to launch an employee engagement survey. This in turn led to strategic planning processes in agencies across the state as well as the creation of leadership and management development programs, employee recognition programs, and new surveys (including the Department of Technology, Management, and Budget’s agency Customer Satisfaction Survey). This case study will examine these efforts. We will also study the new Office of Performance and Transformation, which emerged in part from this initiative and took up the mantle on employee engagement, performance management, LEAN Process improvement, and Regulatory Reinvention across state government.

      Driving Enterprise-wide Transformation in Ohio

      In 2011, officials from the State of Ohio performed a cost-benefit analysis of the state’s spending on health and human services, and the results were alarming. Per capita healthcare spending in Ohio was higher than all but 17 other states, yet Ohio had one of the least healthy workforces in the country. With this powerful case for change, newly elected Governor John Kasich announced a transformation plan focused on modernizing Medicaid, streamlining health and human services, and paying for value. The Governor’s Office of Health Transformation (OHT) was formed to spearhead strategic change involving Information Technology, budgets, and policy across health and human services. However, one of the biggest obstacles to reform was that the state’s existing health and human services framework was extremely fragmented. To be successful, OHT had to engage a neutral, third-party arbitrator to navigate concerns about ownership and control, bridge cross-agency cultures, get eligibility systems working properly across jurisdictions, build trust among agencies, and more. The Department of Administration (DAS) was situated to do just that. During this session, we will explore DAS’ role as a lever of innovation, how the agency rapidly built up their capacity to support OHT, challenges leading silo-busting efforts, and strategies for success.
