Eric Boyette

Eric Boyette serves as Secretary and State Chief Information Officer for the North Carolina Department of Information Technology. He was appointed to this position in April 2017 and currently leads Statewide IT planning and operations.
Boyette brings more than 20 years of experience in state government in various roles, with responsibilities ranging from technical to financial practices. Prior to his current role, he held several pivotal roles in the NC Department of Transportation, including Chief Information Officer, Inspector General and Division of Motor Vehicles Commissioner. He also served as the NC DIT Deputy State Chief Information Officer for Solution Delivery.
Boyette earned a Bachelor of Science (BS) from Barton College and resides in Kenly, N.C. with wife, Dana, son, Jay, and daughter, Morgan.
Erin Choy
External Affairs Manager – Legislative Affairs & Communications

Erin Choy serves as the External Affairs Manager for the Agency for State Technology (AST) where she leads all legislative affairs and communications strategies.
In her role, Ms. Choy drafts and tracks the agency’s legislative priorities (including bills, analyses, and amendments) and advocates for enterprise information technology policy and funding from the legislature.
She serves as the agency’s spokesperson and promotes the agency and the technology needs of the state to interested stakeholders, industry associations, and partners. She also serves as liaison to the Florida Division of Emergency Management/State Emergency Operations Center during activations and to the agency’s Technology Advisory Council.
Ms. Choy earned a Bachelor of Science in Telecommunications – News and a Bachelor of Arts in Political Science from the University of Florida.

Nikhil Deshpande

As Chief Digital Officer for the state of Georgia, Nikhil Deshpande leads the Office of Digital Services Georgia under the Georgia Technology Authority (GTA).
Nikhil envisioned and led state government’s transition to an enterprise web-publishing platform based on Drupal, an open source content management system hosted in the cloud. The platform currently supports over 80 state agency websites. Under his direction, Georgia became the first state in the nation to use Drupal across it's enterprise and meet special needs of constituents with a range of disabilities affecting vision, hearing, motion and cognition making the platform Section 508 and WCAG 2.0 AA compliant.
Nikhil strongly advocated the use of social media for Georgia.gov when using social media for government was not common, and established a presence for the state on Facebook and Twitter to quickly address citizens’ questions and concerns.
Nikhil also served as adjunct faculty at the Atlanta campus of the Savannah College of Art and Design for ten years, where he taught graduate classes in Interaction Design and Game Development.
Dave DeVries

Dave DeVries assumed his current role and responsibilities on Sept. 5, 2017. In his dual roles as Director of the Department of Technology, Management and Budget and Michigan’s Chief Information Officer, DeVries sets strategic direction and ensures timely delivery of services to more than 49,600 state employees and 9.9 million Michigan residents. With an annual budget of $1.4 billion, DTMB employs 3,054 staff in IT, procurement, cybersecurity, facilities administration and other business service. As a member of Governor Rick Snyder’s Cabinet, he brings a depth of experience to his role and serves as an adviser for technology investments and programs.
During his career, DeVries has led and managed large organizational resources and budgets with a variety of responsibilities within the national security arena. Most recently, DeVries served as CIO for the U.S. Office of Personnel Management, where he was principal adviser to the director on cybersecurity policy and the execution of IT services to five major business lines supporting U.S. government employees, prospective new federal employees and federal retirees. He led development of workforce strategy to attract, develop and retain top IT, digital and cybersecurity talent to the federal workforce. He is credited for his leadership role in building IT governance policies, procedures and understanding across the federal sector as well as at OPM for formalizing a strategy for IT modernization of the federal financial system, the federal retirement system and the newly established National Background Investigations Bureau.
Prior to becoming a federal Senior Executive Service civilian in DoD, DeVries served more than 29 years on active duty with the U.S. Army, serving in several joint service assignments. He was a member of the Army Signal Corps Regiment and a military signal officer.
Karen Geduldig

Karen Geduldig is the Executive Deputy Chief Information Officer for the NYS Office of Information Technology Services (ITS), the New York State agency that provides the full suite of technology solutions -- from infrastructure and network to analytics and applications -- to over 50 executive branch agencies. As Executive Deputy CIO, Ms. Geduldig oversees the implementation of the State’s technology-enabled innovation agenda and manages the agency’s 50+ executive level client-agency relationships. In her role, Ms. Geduldig ensures that ITS empowers its agency clients by improving the business of government and meeting the evolving and diverse needs of NYS citizens and businesses by leveraging emerging technology.
Between 2011 and 2015, Ms. Geduldig served as ITS’s first General Counsel and Ethics Officer and was part of the leadership team that created ITS through a ground-breaking restructuring of the State’s technology systems, investments and IT personnel. This technology transformation resulted in the consolidation of over 4,000 IT professionals and a budget of approximately $1 billion.
Between 2015 and 2017, Ms. Geduldig served as the Director of the Office of Telecommunications within the New York State Department of Public Service where she oversaw the State’s regulation of the telecommunications industry. As Director, Ms. Geduldig focused on the convergence of the telecommunications and energy industries and incentivizing investment and innovation in New York State.
Rick Howard

Rick Howard is a Research Vice President and government research Agenda Manager at Gartner, where he focuses on public-sector IT solutions, management practices and technology trends. Mr. Howard's key areas of coverage in government include big data analytics, business intelligence, open government data and services, cross-agency case management, CRM, interoperability, and emerging business and technology trends in government.
Prior to joining Gartner, Mr. Howard served as a state health and human services CIO and co-chaired a governor-appointed leadership council charged with coordinating the statewide adoption of electronic health records and promoting a regional health information exchange. He has more than 22 years of experience in IT in the public health and human services, medical manufacturing, transportation, and technology sectors.
Mike Hussey

Michael Hussey has been serving Capitol Hill as an IT Manager within the State of Utah Department of Technology Services since 2006.
In 2013 Hussey received the Governor’s Award for Excellence for Outstanding Public Service. Hussey was nominated for the award by the Lt. Governor Greg Bell. “What sets Mike apart is his great and upbeat attitude. He is always cheerful, he is always helpful…In addition, he looks for ways to make our jobs easier. His recommendations for cost savings, time savers and how to take advantage of equipment for the best use of our time are excellent,” said Lt. Gov. Greg Bell.
Hussey attended Brigham Young University and the University of Utah. He completed numerous technology courses and received certificates in network administration during his time in the IT industry.

Graig Lubsen

Graig Lubsen was appointed director of communications & external affairs of the Indiana Office of Technology in 2013 and oversees the IN.gov website, external relations and internal customer service. Previously, he has held leadership positions in the Indiana House of Representatives and the Bureau of Motor Vehicles and was state director of a non-profit senior citizen advocacy organization. Lubsen earned Bachelor and Master of Arts degrees from Purdue University.
Anne Neville

Anne Neville is director of the California Research Bureau where she and her team develop non-partisan, independent research for the Governor and Legislature. As part of the California State Library’s executive team, she co-leads a two-year Knight Foundation grant to support open data in public libraries. Previously, she directed the State Broadband Initiative at the National Telecommunications & Information Administration (NTIA) at the US Department of Commerce. At NTIA, she was responsible for the National Broadband Map, grants to states to support the emerging digital economy, and a number of telecommunications research activities. Before this she was a Global Leadership Fellow focusing on IT and Telecom at the World Economic Forum in Geneva, Switzerland, and prior to this served as Assistant Secretary for Economic Development and Technology for the State of California, where she served as the lead staff to California's broadband initiative. In Anne's early work, she managed a grant program to increase non-profit capacity through the use of IT and founded a community center providing technology training and access to mainly immigrant populations.
Craig Orgeron

Dr. Orgeron has over 27 years of information technology experience in both the private sector and the federal and state level of the public sector. Dr. Orgeron began his career as a communications-computer systems officer in the United States Air Force. Currently, he serves as the as the Executive Director of the Mississippi Department of Information Technology
Services (ITS) and Chief Information Officer for the State of Mississippi. In this role, Dr. Orgeron provides statewide leadership in the provision of services that facilitate cost-effective information processing and telecommunication solutions for agencies and institutions. He has
served as President of the National Association of State Chief Information Officers (NASCIO), and has participated in numerous government information technology task forces and committees, such as the Mississippi Broadband Task Force, the Digital Signature Committee, the Electronic Government Task Force, and the Governor’s Commission on Digital Government, which led to the implementation of the enterprise electronic government in Mississippi. Dr. Orgeron holds a bachelor’s degree in MIS, a master’s degree and doctorate in public policy and administration from Mississippi State University. Dr. Orgeron is a certified public manager and
a graduate of the Senator John C. Stennis State Executive Development Institute, as well as the Institute on International Digital Government Research, and the Harvard University, John F. Kennedy School of Government Executive Education Series, Leadership for a Networked World
and Cybersecurity: The Intersection of Policy and Technology.
Tony Riddick

Angelo “Tony” Riddick was confirmed as the Director of the Bureau of Information Technology and Chief Information Officer for the United States Virgin Islands in December, 2016. His recent appointment culminates 16 years of experience in the Information Technology field for the United States Army, Department of Defense and civilian industry.
Colonel (retired) Riddick served 32 years with the United State Army and retired in 2014. He is a certified Project Management Professional and worked several project plans and implementations for both civilian and US government organizations around the world. He is particularly skilled with IT Project Management and voluntarily consults for several non-profit organizational websites.

She oversees the Digital Services Office, whose mission it is to leverage the best technology and information to ensure that every interaction with our government is faster, easier, more meaningful, and wicked awesome. She has a proven history of using data and technology in innovate ways that help people and their government interact to achieve better outcomes. Prior to joining the Commonwealth, Holly pioneered the use of advanced decision support tools in metropolitan Boston, managing a variety of projects that use scenarios modeling, 3-D environments, community indicators, and innovative meeting formats to engage stakeholders in dialogue about policy choices.
