Liberation Leadership: A New Way of Leading ChangePolly LaBarreThe era of the heroic, all-knowing, all-powerful leader is over. Leadership is no longer a function of your title or where you sit in the organization. It’s a consequence of your capacity to get things done with other people. But as disruptive forces have transformed the workplace, the practice of leadership has lagged behind; stranded in outmoded mindsets, processes, and organization structure. In this presentation, Polly shows audiences a path to transforming the organization by rethinking how leadership is done. She reveals what new leadership models look like in practice at bold and successful organizations that have reshaped their leadership mindset and reaped the rewards. Polly’s vivid storytelling highlights how top leaders pressed the reset button on their leadership style to lead change in completely new ways. Audiences walk away understanding the most important things that need to be done to “leader-proof” the organization.

Ransomware attacks targeting state and local governments have increased. We'll explore how states can ensure they are prepared to prevent, respond to, and recover from such attacks. We'll also showcase how some states are providing cyberseucrity services to local governments specifically around ransomware.

Get good advice disguised as an entertaining story. State CIOs and other NASCIO members must wear multiple hats on a daily basis and attend to a broad range of responsibilities. To be successful in this environment requires important leadership traits. Four speakers will present Ignite-style talks on leadership lessons learned outside the office (e.g. through a hobby, travel experience or volunteer role).

The Coming Reinvention of AmericaPeter Leyden
America is entering a period of fundamental reinvention on a scale seen only a handful of times in its history. Leyden makes the case that we're about to enter 10 to 20 years of explosive innovation across many fields. He lays out the changes to look for as we abandon many of the systems of the 20th century and rebuild systems that will work in the 21st. He explains the ramifications on the economy, society and civic life, as well as on all businesses and organizations. Explore the priorities, perspectives, issues and trends reported by state CIOs. The 2019 state CIO survey, conducted by NASCIO, Grant Thornton and CompTIA, provides insights into the role of state CIO, including key relationships, business trends and critical policy areas.

States are increasingly providing cybersecurity services to local governments, ranging from specific programs to a whole-of-state approach. States utilizing different models will share their best practices, lessons learned and predictions for where state-to-local initiatives will go in the future.

As IT needs change and evolve, so too do the skills needed to support those initiatives. Hear from a state on what the future state IT workforce looks like, how to recruit professionals with those new skills or retrain/refocus current employees.

States share their differing approaches to the data center. While some are migrating to the cloud, others are extending services to universities and local government. Join a discussion on the benefits, speed bumps and future or the data center.

The potential for artificial intelligence and machine learning great, yet interest and implementation are two very different things. Results from a NASCIO, IBM and Center for Digital Government survey will provide insight into state CIO perceptions on AI, their investment motivators, the benefits they hope to achieve, and potential barriers to adoption.

As we celebrate 50 years of NASCIO, we look to the future and explore what role the state CIO will play as a catalyst and convener to drive innovation. Results from the NASCIO and Accenture study will reveal insights and best practices around three pillars of innovation-enabling capabilities - people, policy and process, and service delivery.

Data can be a powerful tool for government to understand and addresses societal issues that impact citizen quality of life. From recidivism to the opioid epidemic to intergenerational poverty - IT is playing a large role in data-informed policy making. States share their stories of "data for good" and join a discussion on how to expand this work.
