President's Message
Hello WMCA Members,
As we move into summer, our Annual Conference is quickly approaching—and I’m excited about what’s coming together for this year’s event.
Annual Conference Registration is Open
If you haven’t registered yet, now is the time. We are closely watching how classes are filling up and making adjustments as needed to help as many attendees as possible get into their preferred sessions. You may notice seat availability fluctuate slightly as we make those changes based on demand.
New This Year: Municipality Friendship Bracelets
This year we’re introducing a fun and creative twist at the conference—Municipality Friendship Bracelets. Make a bracelet that represents your community—colors, charms, hometown flair—and bring them to trade with fellow clerks. It’s a great way to connect with others and make meaningful conference memories. More details will be shared on Facebook soon.
Constitutional Amendments on the Agenda
Don’t forget that two proposed constitutional amendments will be presented for a vote at this year’s Annual Conference. We’ll make sure you have access to review them in advance so you can come ready to vote and help shape the future of our organization. The proposals appeared in the May newsletter and are included again in this issue if you’d like more information.
Celebrating 25 Years as a Clerk
If 2025 marks your 25th year as a municipal clerk, we’d love to recognize and celebrate your milestone at this year’s conference. Also, if you reached your 25-year anniversary in the past two years and were not recognized at the time, please let us know so we can include you this year. My email is ehilby@cityofsunprairie.com .
Document Center Survey Results Coming Soon
The final report from the Document Center Survey is nearly complete and will be posted to the WMCA website later this week. Thank you to everyone who provided feedback—your input is directly shaping improvements to our document access and sharing tools.
Website Redesign in Progress
We are well on our way to a complete website revamp with Catalis. I’ve seen the first draft and I’m genuinely excited about what’s coming. The new website will be a much more valuable, easy-to-use resource for our members. Keep an eye out for more updates.

We are excited to announce the nominees for the 2025-2026 Board of  Directors positions for 2nd Vice President, Treasurer, and Secretary! Below, you'll find the nominees' bios and headshots, offering you a glimpse of them and their expertise.
Kaija Snyder - Secretary
My name is Kaija Snyder and I’m the City Clerk for the City of Menasha. I’m excited by the opportunity to expand my involvement with WCMA by serving on its Board of Directors!
I started with Menasha as the Deputy City Clerk in July 2023 before my promotion to the City Clerk role in August 2024. My experience in the Clerk’s Office has given me a global understanding of municipal functions and the clerk’s central role within them. Before joining the clerk world, I worked in the nonprofit sector. This experience involved volunteer organizing and resource development for improved community support systems. My passion for public service lead me to pursue a Master of Science in Public Administration, and I earned my MPA in May 2024. Since graduating, I’ve worked to intentionally incorporate my education for the betterment of my community in the workplace and beyond.

Lori Stottler - Secretary
Lori Stottler is the appointed City Clerk-Treasurer for the City of Janesville where she performs a variety of specialized administrative functions, including serving at the will of the City Manager and City Council. Lori served as the City Clerk-Treasurer of the City of Beloit from 2015-2021 and as the elected Rock County Clerk from 2007-2015 and was also elected to two full terms on the Janesville School Board from 2006-2012. Lori has a 20+ year career in service to non-profits in administration and fundraising.
Lori currently serves on the Constitution Committee of the Municipal Treasurer's Association of Wisconsin, co-chairs the Legislative Communications and Advocacy Committee, chairs the Finance Committee, co-chairs the multi-media committee and is the local representative appointed to the US Elections Assistance Commission Standards board and State and Local Finance Roundtable.

Mark Eby -  2nd Vice President
I feel that I am a strong candidate for the role of 2nd Vice President because I bring a combination of leadership experience, a collaborative mindset, and a deep commitment to the success and unity of our organization. I believe that leadership is not just about holding a title—it is about serving others, creating opportunities for growth, and ensuring that everyone’s voice is heard and valued.
Throughout my involvement in the WMCA, and my professional life I have demonstrated a consistent dedication to contributing positively. Whether through Co Chairing the conference committee, co chairing the manuals committee, spending 2 years on our City Council, the many different committees through our city that I sat on prior to becoming a clerk. I strive to lead by example and encourage others to do the same. I value teamwork, clear communication, and accountability, all of which are critical to the role of 2nd Vice President.

Linda Kuhlman -  Treasurer
Hi, I’m Linda Kuhlman. I am currently the clerk-treasurer for the Village of Brooklyn in Dane and Green Counties. In October of 2015, I started as deputy clerk-treasurer with the understanding that in 2016 I would replace the retiring clerk-treasurer. I immediately joined WMCA, and in 2016 I started attending the UW-Green Bay Clerk-Treasurer Institute and was selected to be on the advisory board. Being new to the profession, it was a valuable experience and offered the training needed to learn the basics of being a clerk. It also allowed me to develop friendships with fellow clerks and treasurers that exist to this day. 
In 2019 I earned my Wisconsin Certified Municipal Clerk, and then in 2024 earned the Wisconsin Certified Professional Clerk designation. I have served on two conference committees, was on the WCEF committee for two years, and am currently on the scholarship committee and promotions committee, which I have served on for a number of years.

WMCA Proposed Constitutional Amendment
As part of our ongoing efforts to strengthen and clarify our organizational framework, the Board is proposing updates to Article 3 and Article 10 of the WMCA Constitution. 
  • Article 3 - The intent of this amendment is to ensure that any officer in the line of succession, regardless of their membership status or professional role, is held to the same standard regarding their eligibility to assume office. The expansion of this rule aims to maintain the integrity of WMCA leadership by covering all possible changes in membership or professional standing that would disqualify an individual from serving as President, First Vice-President, or Second Vice-President.
  • Article 10 - The intent of this amendment is to eliminate ambiguity in the current language regarding the submission deadline for proposed amendments. The phrase “in time to be published” is open to interpretation and may cause confusion or arguments over when amendments should be submitted. By specifying a clear and concrete deadline of June 30th, this amendment ensures that all submissions are handled consistently and in a timely manner, providing the Executive Director sufficient time to review and include the proposed amendments in the July E-Newsletter.
We invite all members to review the proposed amendments and share any feedback.

Wisconsin Clerks Education Fund (WCEF)
The Wisconsin Clerks Education Fund, or WCEF, is a WMCA committee that was established to promote the training and education of Wisconsin’s Municipal Clerks. This is accomplished by providing scholarships to clerks to attend the WMCA Annual Conference!
Do you plan on attending the conference in August but need financial assistance? Apply for the WCEF Scholarship! Click on the button below for the online application. The deadline is July 1st.

Lifetime Achievement Award
Deadline: June 30, 2025
In  our Clerk world, we all know an amazing Clerk who gives above and  beyond in their daily job and to their community. Would you like to  nominate an amazing Clerk for the WMCA Lifetime Achievement Award?
The  Lifetime Achievement Award gives recognition to a Clerk who has made a  significant contribution to the Clerk profession and their community.  Please consider nominating a Clerk to receive this honor.
The Lifetime Achievement Award is the Wisconsin Municipal Clerk’s  Association’s most prestigious award. This award was originally known as the Clerk of the Year Award, the name was changed in 1999 to reflect the long-term commitment of the recipient clerk. This award was developed to recognize clerks for outstanding contributions and commitment to their local municipality and their profession. The award will be presented at the Annual WMCA Conference in August.
If you have someone in mind to nominate for this prestigious award, the person must be a member of WMCA for at least five years, held the position of Municipal Clerk or Deputy Clerk, exhibit leadership ability,  have received or currently hold certification as a Municipal Clerk  (WMCA, CMC, MMC, WCPC), be active in the WMCA by serving on the Board of  Directors, serving on a committee, attending annual conferences,  workshops and trainings. We urge you to work with the person you are nominating to help you gather all the information for the application.

UW-Green Bay Clerks and Treasurers Institute
July 14-18, 2025 | Fully Online - $560
The UW-Green Bay Virtual Institute is a series of interactive, live online sessions via Zoom. Participants select and register for their track, and UW-Green Bay provides links so that participants can join the cohort live. The session length depends on the content.
