1st Vice President's Message
I hope you have all been getting out and enjoying this beautiful weather we are having in Wisconsin this summer. Too soon we will be complaining about the cold and snow.
The conference committee has been busy planning the 43rd annual conference in Appleton.
This year we are offering more classes than ever before! We are trying to be more diverse, so we are trying a different format this year, including the new conference App! The conference kicks off with the opening ceremony on Wednesday morning and continues through noon Friday with lots of educational sessions. Our Thursday evening Closing Reception will give you a chance to make new friends and catch up with colleagues while enjoying delicious food.
We are so thankful for all of our wonderful vendors, so Wednesday afternoon is all about them. This gives everyone a chance to see all the great products and services they are offering. Make sure to stop and visit the booths and say “Thank You”. Our vendors support WMCA through scholarships, donations, training sessions and attending our conferences. 
I’m still looking for some committee volunteers. There are openings for the following: 
  • Scholarship Committee – members review and update the scholarship applications and corresponding criteria for UWGB Clerks Institute, Master Academy and IIMC Annual Conference.
  • Multi-Media Committee – members gather information, documents, forms, etc. from members and make it available in the Members Log-In section of the website and maintain the Facebook page.
  • Manuals Committee – members review, update and maintain the WMCA Constitution and Policy & Procedures Manual. 
Most committees meet via Zoom, so there is no need to travel. Please contact me if you are interested in serving on one of these committees.

2023 Conference
2023 WMCA Annual Conference
Hilton Paper Valley Hotel – Appleton
We are excted to see you at the 2023 Annual conference in Appleton!
Wednesday morning, there will be breakfast and then the Opening Ceremony. Then we will have a general session regarding Election Updates with the WEC. After that, Awards Luncheon is from 12:00 – 1:00 PM then spend the afternoon with vendors and chances to win some money through the WCEF raffles. End the day with us from 5:00 to 7:30 pm with hors d’oeuvres, live music and a cash bar will be set up for the President’s Reception.
Thursday morning, we will have breakfast. After that we will have 3 breakouts for you to choose from 8:30-10:00 and then 5 breakouts to choose from 10:30 am -12:00 pm time slots. Breakout sessions will repeat from 1:30 – 3:00 pm. Then we will come back together again to finish the day with a general session called, “How to be Heard (Without Screaming)”. 
The Thursday evening closing reception is a great event to attend for some great food, networking, and to watch the changing of the guard in the WMCA.

Pre-Conference Class - An Athenian Dialogue
What Is An Athenian Dialogue?
Dialogues are conversations that go beyond the usual knowledge recall and application process familiar to all municipal clerks in training seminars. They are unique because they explore leadership principles and practice, drawing on the insights contained in a book that all participants have read.
Dialogues are conversations in which clerks share their experience and understanding as it relates to the ideas of the author and the relevance of those ideas to their public leadership role.
For this pre-conference Athenian you need to read "The Gifts of Imperfection" by Brené Brown before the class on Tuesday. Brené writes, “This book is an invitation to join a wholehearted revolution. A small, quiet, grassroots movement that starts with each of us saying, ‘My story matters because I matter.’ Revolution might sound a little dramatic, but in this world, choosing authenticity and worthiness is an absolute act of resistance.” Read more about the book on the registration page.
 
UW-Green Bay Master Academy Class
Watch for a separate email regarding a Master Academy class that the UW-Green Bay is setting up as a third option as a pre-conference class on Tuesday, August 22nd. Click here for more information.
2023 Conference App - New this Year
This year Cvent will be the 2023 Conference App! With this app, you will be able to see your schedule, check in and out of your sessios, network with attendees, speakers and exhibitors, and more! Download the FREE Cvent app today! Search 'Cvent' in your App store.
It is reccommended that the app be downloaded prioir to the conference if attending. Attendees will receive an email with a code to access the event so watch your emails!

WCEF Update
The WCEF (Wisconsin Clerks Education Fund) Cash Raffle still continues!

Tickets are $10 each and there are ONLY 600 tickets being sold.
Tickets are available now from any of the WCEF Committee members listed below 
and will be available at the annual conference in August.
The drawing will be held on Friday, August 25, 2023 at 11:30 a.m.
You need not be present to win.
 
1st prize is $1000
2nd prize is $500
3rd – 5th prize is $250
6th – 7th prize is $100
8th prize is $50
 
Proceeds go to fund scholarships to attend WMCA training opportunities. The training received makes the municipal clerk a valuable resource for their community, and scholarships help someone from a community that might not otherwise be able to send them. Please encourage board members, community citizens and even family members to purchase tickets and support their own clerk and others in pursuing education that will make their community stronger.

If you’re not a raffle person, consider a cash donation, or sign up for IGive on the WCEF website and help simply by shopping at your favorite stores. Family members, friends and your community can also participate.

WCEF Scholarships have been
Awarded for the Conference
WCEF, the Wisconsin Clerks Education Fund Committee, has awarded 7 members with a scholarship for the 2023 Conference. 
The winners will need to attend the full conference, from Wednesday afternoon through to Friday. They will need to attend and sign into all classes and vendor time on Wednesday afternoon. Those  that were awarded will also need to bring a copy  of their hotel bill to the Executive Director. Reimbursement scholarships will be mailed after the conference. Congratulations to the winners! The WCEF hopes that you have a wonderful conference experience.

IIMC Region VI
IIMC Region VI consists of Iowa, Minnesota and Wisconsin and the hosting of the Mid-Year meeting in January rotates states each year. Iowa is excited to be the 2024 mid-year host on January 19-20, 2024.

Recent and Upcoming Events
  • August 2023 - Wisconsin Municipal Clerks Association Annual Conference in Appleton. Marita and Elena attended.
  • October 2023 - IMFOA Fall Conference in Des Moines – Elena will attend. 
  • November 2023 – IIMC Mid-year Meeting in Orlando, FL – Elena and Marita will be attending.
  • January 2024 - Region VI Mid-Year Training and Meeting has been set for January 19-20 in Decorah Iowa. Friday’s training will include a session on Diversity, Equity, Inclusion, and Belonging by Chad L. Jackson and there will be a business meeting on Saturday morning. Plan to join us for great leadership training and networking opportunities.
Certified Municipal Clerk (CMC) Program
The CMC program is designed to enhance the job performance of the Clerk in small and large municipalities. To earn the CMC designation, a Municipal Clerk must attend extensive education programs. The CMC designation also requires pertinent experience in a municipality. The CMC program prepares the applicants to meet the challenges of the complex role of the Municipal Clerk by providing them with quality education in partnership with institutions of higher learning, as well as State / Provincial / National Associations. The CMC program has been assisting clerks to excel since 1970.
Master Municipal Clerk (MMC) Program
The MMC program is an advanced continuing education program that prepares participants to perform complex municipal duties. The program has an extensive and rigorous educational component and a professional and social contribution component. The MMC applicant must demonstrate that they have actively pursued education and professional activities.
