President's Message
Dearest WMCA Members,
As I write this, my term as WMCA President is drawing to a close, and our annual conference is right around the corner. It’s a bittersweet moment – a mix of excitement for the year ahead and gratitude for the journey we’ve taken together.
When I stepped into this role, I knew it would be an honor. What I didn’t know was just how much this year would challenge us, inspire us, and unite us. And through it all, we proved something I’ve always believed about Municipal Clerks: we are problem-solvers, innovators, and fierce advocates for the people and organizations we serve. 
As my time as WMCA President comes to a close, I can’t help but reflect on what an incredible journey this year has been. We’ve faced challenges, celebrated wins, and – most importantly – moved our association forward together.
Together, we’ve accomplished so much. We rebuilt systems to make WMCA stronger than ever. We implemented OnBoard, a tool that makes committee service more open and accessible. We expanded access to WMCA Board meetings through Zoom, because our members deserve to know what we’re working on.
We also turned our attention to the heart of what we do: education and support for clerks at every stage of their career. We overhauled the Clerks Manual for the first time since 2015, along with a fresh approach to the New Clerks Class, ensuring these are living resources that will keep evolving. We brought back district meetings with renewed energy, surveyed our members to guide decisions, and began exploring new webinars and on-demand training to meet you where you are.
And we did all of this while continuing to strengthen relationships with our valued vendors and partners, relationships that are vital to WMCA’s success.
One of our most exciting projects is nearly ready to debut – a modern, redesigned WMCA website that will be the go-to hub for resources, training, and connection. While it didn’t launch in time for conference, it’s coming soon, and I know it will be worth the wait.
As I prepare to pass the gavel, I am deeply proud of what we have achieved together. These successes aren’t just bullet points in a report, they are the result of countless hours of collaboration, creativity, and commitment from all of you.
WMCA’s future is bright. We have a dedicated Board, strong partnerships, and a membership that is engaged and passionate about our profession. The tools we’ve built and the foundations we’ve strengthened this year will serve the association well for years to come.
Thank you for trusting me with this role, for your patience during the growing pains, and for your enthusiasm during the wins. It has been the honor of my professional life to serve as your President.
To the clerks who came before me: thank you for paving the way.
To those who will lead after me: keep pushing forward, keep innovating, and keep lifting each other up.
We are clerks. We are WMCA. And we are stronger together.

Wisconsin Municipal Clerks Association Announces 2025–2026 Elected Officers
The Wisconsin Municipal Clerks Association (WMCA) is proud to announce the election of its officers for the 2025–2026 term. The newly elected officers are:

Secretary: Lori Stottler
 
Treasurer: Linda Kuhlman
 
These dedicated municipal clerks bring a wealth of experience, leadership, and commitment to the WMCA’s mission of promoting the professional development, education, and advancement of clerks throughout Wisconsin.
The officers will be officially sworn in during the 45th WMCA Annual Conference on August 21, 2025. The conference will bring together municipal clerks from across the state to share knowledge, network, and strengthen the profession through training and collaboration.
“We are excited to welcome our new leadership team,” said Elena Hilby, Current WMCA President. “Each officer brings unique skills and perspectives that will help guide WMCA in serving its members and enhancing the vital role clerks play in Wisconsin’s municipalities.”

WMCA Proposed Constitutional Amendment
As part of our ongoing efforts to strengthen and clarify our organizational framework, the Board is proposing updates to Article 3 and Article 10 of the WMCA Constitution. 
  • Article 3 - The intent of this amendment is to ensure that any officer in the      line of succession, regardless of their membership status or professional      role, is held to the same standard regarding their eligibility to assume      office. The expansion of this rule aims to maintain the integrity of WMCA      leadership by covering all possible changes in membership or professional      standing that would disqualify an individual from serving as President,      First Vice-President, or Second Vice-President.
  • Article 10 - The intent of this amendment is to eliminate ambiguity in the current language regarding the submission deadline for proposed      amendments. The phrase “in time to be published” is open to interpretation      and may cause confusion or arguments over when amendments should be      submitted. By specifying a clear and concrete deadline of June 30th, this      amendment ensures that all submissions are handled consistently and in a      timely manner, providing the Executive Director sufficient time to review and include the proposed amendments in the July E-Newsletter.
We invite all members to review the proposed amendments and share any feedback.

2025 Annual Conference
2025 WMCA Annual Conference
La Crosse Center - La Crosse, Wisconsin
 
The 2025 WMCA Conference will be the longer 3-day conference with a pre-conference day on Tuesday, August 19, 2025. Conference will be August 20-22, 2025.
We’ve lined up two days packed with valuable educational sessions, engaging keynote speakers, and meaningful networking opportunities. Plus, this year’s New Clerks Class has been completely reimagined and will debut alongside the brand-new Wisconsin Clerks Manual—an essential resource for both new and experienced clerks.

2025 WCEF Cash Raffle/Silent Auction
The Wisconsin Clerks Education fund raises money for our members to attend the WMCA annual conference and is once again holding the cash raffle. Please visit the WCEF table at the conference to secure your chance to win one of the awesome cash prizes. 
· Grand Prize: $1000 
· 2nd Prize: $500 
· 3rd-5th Prize: $250 
· 6th-7th Prize: $100 
· 8th Prize: $50 
Only 600 Tickets will be sold. $10 per ticket or 3/$25. Need not be present to win. The drawing will be held on August 22, 2025 at La Crosse Center, 300 Harborview Plaza, La Crosse, WI 54601 at 11:30 am.

Silent Auction
The WCEF is bringing back the Silent Auction to the conference. Be sure to stop by the Silent Auction table located in the Vendor Area early and often! Bidding starts at 10:00 a.m. on Wednesday and will be open until 3:15 p.m. on Thursday, and you won’t want to miss out on the incredible items up for grabs. Thank you for supporting the Wisconsin Municipal Clerks Association. Your participation helps us continue to grow and strengthen our organization!
