Ghana Revenue Authority (GRA) during the risk management mission
|
AFW2 supported member countries to strengthen capacity of domestic and customs revenue administration.
Assistance was provided to the Gambia Revenue Authority (GRA) to create a multi-year compliance improvement plan. AFW2 took part in Liberia's TADAT assessment, the results of which will establish a baseline regarding the status of the Liberia Revenue Authority (LRA)'s tax system and guide CD interventions. Additionally, experts supported the Customs Division of the Ghana Revenue Authority to implement their intelligence and investigation strategy. In Liberia, progress has been made in enhancing the operations of the Risk Management and Intelligence Unit (RM&IU). AFW2 also organized a workshop to build capacity of the National Revenue Authority’s Post-Clearance Audit (PCA) unit in Sierra Leone, while strengthening Cabo Verde’s understanding and implementation of rules of origin, in line with ECOWAS and AFCFTA requirements.

Ministries of Finance in Liberia, Nigeria, and Sierra Leone upgraded budgeting, cash management, communication and risk management processes with guidance from AFW2 public financial management advisors.
AFW2 has been instrumental in establishing a comprehensive Treasury Single Account (TSA) in Liberia. Support to the Federal Ministry of Finance (FMOF) in Nigeria assessed their capacity needs in public financial management (PFM) communications. PFM experts also provided remote technical assistance to the Sierra Leone Ministry of Finance (MoF) in formulating a Budget Preparation Manual to guide the budget preparation process. TA on Gender Responsive Budgeting (GRB) resulted in the production of the first national Gender Budget Statement (GBS) for the financial year (FY) 2025. AFW2 also assisted the authorities in Sierra Leone in developing a fiscal risk management framework and produced the first detailed Fiscal Risk Statement (FRS) for FY 2025.

In January 2025, Mr. Thierry Kpehor, Team Lead of the IMF Research and Data Services Department, conducted an in-person workshop on IMF Library Services at the AFW2 headquarters in Accra.

The second African Regional Technical Assistance Centre in West Africa (AFRITAC West 2), is a collaborative effort between the International Monetary Fund (IMF), recipient countries and several bilateral and multilateral partners. It originated from the IMF’s response to African leaders’ call on the international community to increase technical assistance (TA) to Africa and focus it more sharply on capacity building in core macroeconomic and financial management areas. AFRITAC West 2 provides TA and training to Cabo Verde, The Gambia, Ghana, Liberia, Nigeria and Sierra Leone.
