84% of heating and cooling energy in the EU is still generated using fossil fuels, in sharp contrast with EU climate ambitions. The deployment of energy technologies such as heat pumps, solar thermal buffers and district heating is severely delayed in several member states. Meanwhile, public authorities are uncertain which regulatory instruments to implement to encourage a cost-effective energy transition. The aim of the PLANHEAT project is to provide local authorities with an easy-to-use tool to draft low-carbon heating/cooling strategies. This open-source tool can be used by policy makers to build low-carbon plans at local level that align with the ambitions of the member states and EU.
