Great Scott!

In 1985 Marty McFly was planning a weekend camping trip and suddenly found himself in a time traveling DeLorean back to 1955. He encounters young versions of his parents and must make sure that they fall in love or he’ll cease to exist. Even more dauntingly, Marty has to return to his own time and save the life of Doc. Brown.  We all know this story has a happy ending but it took some twists and turns to get there. Much like the twist and turns in our day-to-day responsibilities, we too have to remember we will be back to the future.

Please join me and return “Back to the Future” at the 42nd Wisconsin Municipal Clerks Association Annual Conference at Chula Vista. Reconnect with your friends you haven’t seen in a year. Attend your first Athenian Dialogue. Socialize with your favorite vendors. Get some great updates from the WEC. Have your certification questions answered. Maybe even be the big winner of a WCEF raffle. Whatever it is, get in your DeLorean and return “Back to the Future” with me.  If my calculations are correct, when this baby hits 88 miles per hour, you’re gonna see some serious stuff!

 2022 WMCA Annual Conference
Chula Vista Resort - Wisconsin Dells

Have you registered for the 2022 WMCA Annual Conference? Remember, this is the shorter conference this year, due to the August election.  Therefore, when you register for the full conference, it covers from 3:00 pm on Wednesday through Friday at 11:30 am.  See information regarding the separate “pre-conference” classes in the next articles.

Wednesday afternoon of the conference gives you time with our vendors and many chances to win some door prizes or money through the WCEF raffles.  Then from 4:30 to 6 pm hors d’oeuvres and a cash bar will be set up for the President’s Reception, also in by and near the vendors.

Then as a special Presidential event – you can take a free boat ride from Chula Vista to downtown Wisconsin Dells and back from 6 pm to 9 pm on Wednesday evening. 

Thursday morning, there will be breakfast and then the Opening Ceremony.  Then in a little different format than we usually do, we will have a general session regarding Legislative Updates.  After that we will have 5 breakouts for you to choose from for the 10:30-Noon and 1:30-3:00 pm time slots.  Then we will come back together again to finish the day with a general session called, “Board of Review Rolls & Taxes-Clerk’s Duties.”  This is a newly created session from the Department of Revenue that is truly geared to just what the Clerk needs to know about the entire annual process of property taxes and Board of Review. 

The Thursday evening banquet is a great event to attend for some great food, networking, and to watch the changing of the guard in the WMCA.  Awards are given out; President Sara will give her final remarks and our new 2022-2023 President Marie Moe will be sworn in along with the other officers. 

Friday morning after breakfast, brings in one of the most important classes of the year – Election Updates from the WEC.  Get all the latest information before you go into the November election.

Pre-Conference Class - New Clerks Class

This 6 hour session taught by seasoned Town, Village and City Clerks will touch  on the following topics:  Statutory Duties, Calendar, Retention Schedule, Municipal Vocabulary, Basics of the Open Meetings Law, Agendas – Posting and Publishing, Board Packets, Deadlines, Media, Meetings, Motions, Resolutions, Ordinances, Hearings, Minutes, Open Records, Elections, General Licensing, Alcohol Beverage Licensing, Budgeting, Financial Administration, Taxes, Checks and Balances, Receipts and Expenses. Pre-Conference Class - An Athenian Dialogue

What Is An Athenian Dialogue?

Dialogues are conversations that go beyond the usual knowledge recall and application process familiar to all municipal clerks in training seminars. They are unique because they explore leadership principles and practice, drawing on the insights contained in a book that all participants have read.

Dialogues are conversations in which clerks share their experience and understanding as it relates to the ideas of the author and the relevance of those ideas to their public leadership role.

For this pre-conference Athenian you need to read "The Glass Castle" by Jeannette Walls before the class on Wednesday. The book is a tender, moving tale of unconditional love in a family that, despite its profound flaws, gave the author the fiery determination to carve out a successful life on her own terms.  Read more about the book on the registration page.

Watch for a separate email regarding a Master Academy class that the UW-Green Bay is setting up as a third option as a pre-conference class on Wednesday, August 24th.  Coming soon.

Video Gambling Machines Educational Letter

The Wisconsin Department of Revenue asked us to share information about the illegal operation of video gambling machines. Some of you may be aware of retail locations in your jurisdiction that received a direct letter from the department. Click here to download a copy of that letter. This is an informational notice to alert retailers to recent court decisions holding that video gambling machines, even those with a limited preview feature, violate Wisconsin law. This decision was initially made by the Wisconsin Court of Appeals. Because the Wisconsin Supreme Court declined to review the Court of Appeals' decision, this decision is now final, and the state must begin implementing the court’s decision.

To that end, the Department of Revenue is alerting retailers of this court decision and informing retailers that the operation of video gambling machines at a business that does not have a "Class B" or Class "B" license allowing customers to drink alcohol beverages on the premises is a serious violation of Wisconsin law. Due to this recent court ruling, the Department of Revenue is alerting these retailers that any video gambling machines at their business premises should be immediately removed.

Local law enforcement agencies in multiple jurisdictions have begun enforcing this law given the Court's final decision. Violation of this law could result in the following: 

  • Class I felony offense for commercial gambling (sec. 945.03(1m), Wis. Stats.) 
  • Fine of up to $10,000, imprisonment, or both (secs. 945.03(1m) and 939.50(3)(i), Wis. Stats.) 
  • Class A misdemeanor offense for permitting premises to be used for commercial gambling (sec. 945.04(1m), Wis. Stats.) 
  • Seizure of video gambling machines (sec. 968.13, Wis. Stats.) 
  • Revocation of alcohol beverage license or permit (sec. 945.041, Wis. Stats.) 
  • Discontinuation as Lottery retailer (sec. 565.10(3)(a), Wis. Stats.) 
  • Closure of business as a public nuisance (sec. 823.20, Wis. Stats.) 
  • Penalties for "Class B" or Class "B" establishments (e.g., bars, taverns) are different (sec. 945.03, Wis. Stats.)

We Still Need You

2022-2023 WMCA Year

Lana Kropf sent in her 2022-2023 Board of Directors Packet by the June 1st deadline to become the Secretary for a second year with the WMCA Board of Directors. No one has applied by the deadline for 2nd Vice President; Treasurer or Director-at-Large. Please note that the 2nd Vice President position ascends to the Presidency in three years.   The Director-at-Large position is a one-year term and a new Treasurer gets a 2 year first term.

Now the WMCA Constitution reads:
3.4 Election of officers.
Paragraph D.   If there are no candidates for any office up for election, members may nominate candidates for appointment from the floor at the Annual Business Meeting for any office up for election that does not have a registered candidate. Those who accept the nomination and are willing to serve on the Board will then  need to complete the application process and send  to the WMCA office by a designated date for possible appointment at the next Board of Directors meeting.

If you are interested in one of the open positions, you could fill out the 2022-2023 Board of Directors Packet and have the Letter of Support, biography, and a head shot picture ready to hand in at the annual conference after you have someone nominate you.

WCEF Scholarships
are Available
to Attend the Conference

 Back to the Future

WCEF is the Wisconsin Clerks Education Fund.  The WCEF Committee is committed to growing the fund each year to be able to give out more and more scholarships to our annual conferences.

WCEF is giving you until July 1st to apply for a WCEF Scholarship to the 42nd Annual WMCA Conference.  The scholarships will pay for a two-night stay at the Chula Vista Resort & Conference Center and/or full registration.  If you are awarded a scholarship, you need to register and attend the entire conference—events start Wednesday afternoon at 3:00 pm and continue through Friday until noon.  You can download a paper copy of the application on the WMCA website under WCEF or fill it out on-line by clicking here.

The application must be completed and all supporting documentation in the WMCA Office through email by 12:00 midnight on July 1st.  If snail mailing, please send 5 days earlier for your application to make it to the WMCA by July 1st. 

DO NOT FORGET to include a signed letter of support from your supervisor stating that they support your attendance to all events.
