   NEWSLETTER

Message from Interim Director Ramos

Laura

Only three months since our inaugural newsletter and we have so much new information to share! As we continue to fulfill our mission of connecting academia to the water community and working on solving water management challenges through education and research, we are excited to announce that we will be working with four counties on a resilience plan that focuses on flood and groundwater recharge management. We cannot wait to work with a few of you on this project as well as share more as we advance.

Last quarter we celebrated World Water Day with an event that we hope to continue in future years. Speaking of events, this month we will again do our annual Water Bootcamp, where we will host small virtual sessions about various water topics. We hope you can join us!

Another exciting undertaking that is coming up is the updating of our 5-year strategic plan. We look forward to sharing that progress with all of you. Thank you for your continuous support of our Institute and we hope you enjoy this quarter's newsletter!

CWI Participates in Statewide Forum on Drought Planning and Preparedness

The Drought Resilience Interagency & Partners (DRIP) Collaborative is a public forum made up of state and non-state agency members as well as members of the public, working with the State Water Board to coordinate for pre-drought planning, emergency response, and post-drought management. Interim Director Laura Ramos represents the California Water Institute at Fresno State in the DRIP Collaborative through identifying some of the key drought-related issues and solutions.

Ramos stated, “As a group, we have identified three key focuses for the collective to create working groups designed to work on ideas for drought solutions more in-depth. The three focus areas identified as crucial for enhancing California’s drought resilience include Drought Definition and Narrative, Drought-Relevant Data, and Drought Preparedness for Domestic Wells.

With the increasingly arid conditions that California faces, the DRIP Collaborative works to continue building resilience using drought strategies. In the recently published report, 2023 Activities for the DRIP Collaborative it states, “Recognizing the reoccurring nature of drought and its ongoing challenges in California, the DRIP Collaborative has no specified end date, underscoring its long-term commitment to statewide water issues.”

CWI Receives Grant for Climate Change Resilience

In January, Fresno State’s California Water Institute (CWI) received notice of a grant of nearly $569,000 to address drought and flooding issues through planning for sustainable use of surface and groundwater.

The grant is funded by the Governor’s Office of Planning and Research as part of the inaugural round of California’s Regional Resilience Grant designed to fortify climate change resilience at a regional level.

CWI will be working on a 30-month project with the overall goal of developing a comprehensive regional water management plan that maps existing and potential recharge locations as well as works closely with Groundwater Sustainability Agencies (GSAs) and flood control agencies during excess runoff events.

The project will also have a focus on educating rural communities and landowners on groundwater recharge to repurpose land for recharge basins or flooding during the crops dormant season.

Regional partners include Self-Help Enterprises, North Kings Groundwater Sustainability Agency, Madera County Groundwater Sustainability Agency. and Mid-Kaweah Groundwater Sustainability Agency.

“We look forward to working with our partners in the region to create a solution that takes advantage of flood waters to recharge our aquifers, as well as educate community members about the benefits of groundwater recharge in the Valley,” said Laura Ramos, Interim Director of the California Water Institute’s Research and Education Division.

California Water Institute Celebrates World Water Day 2024

On Friday, March 22, the California Water Institute (CWI) hosted an event to celebrate World Water Day, an annual United Nations Observance which celebrates water and inspires action to tackle the global water crisis through communication and advocacy.

In collaboration with the Fresno State Civil Engineering Department, CWI provided hands-on activities, networking opportunities with local agencies, and allowed students to learn more about water sustainability projects focused on the Central Valley through poster presentations. “I [was] basically looking for techniques to conserve our water resources as well as our water quality,” said Adnan Yousaf, a Civil Engineering student at Fresno State who presented his research poster. “[I was] overall hoping to learn more about how the process works and how exactly we’re improving our systems to make sure they’re efficient.”

With presentations from agencies, such as the Kings Water Alliance, Fresno State's Center for Irrigation Technology (CIT) and local researchers, students left the event with not only new connections to further their careers, but also the knowledge of the work that local agencies do to support water sustainability in the Central Valley.

Kayla Perez, the Program Specialist at the Advanced Pumping Efficiency Program under CIT, said of the event, “I hope that [students] take away a little more knowledge about the situation when it comes to irrigation. We really like to focus on the fact that you need to manage your water to make sure you’re using it efficiently, especially in the Central Valley. Nowadays, you can’t really overspend when it comes to water, so we emphasize that.”

 Employee Spotlight | Julissa Zavala

Julissa Zavala Headshot

Born and raised in Kingsburg, CA, Julissa Zavala describes herself as a Central Valley girl through and through.

“Like a lot of high schoolers in the Valley, I thought I’d leave and go far away for college,” said Zavala, “However, once it finally came down to deciding what college to attend, Fresno State just seemed like the right fit.”

With almost 10 years of experience in the journalism industry, Zavala is a key player at Fresno State’s California Water Institute. As the Grants & Contracts Facilitator, she helps the institute receive funding for projects through researching and submitting grant proposals to state, federal, and private agencies. Zavala noted, “I rely heavily on the project team who are the experts on whatever project or research we are trying to do… After we are awarded a grant, I make sure the contract gets signed promptly, so we can start that project as soon as possible.”

Outside of work, Zavala takes part in local book clubs, traveling, viewing different kinds of sports, and enjoys going to concerts.

“I’ve gotten to see some of my favorite musical artists [live], including Taylor Swift, whose music you can find me listening to about 90% of the time,” she shared, “I love a lot of 80s and 90s movies. In terms of both movies and books, I like coming of age stories, romantic comedies, thriller, and horror genres.”
