Winter Weather Update & Operational Guidance
The North Carolina Bankers Association is monitoring the incoming snow and ice event, which the North Carolina Emergency Operations Center expects to impact most of North Carolina. The NCBA is engaged with the NC Business Emergency Operations Center and we are already receiving regular updates on conditions and preparedness efforts.
Updates will be posted on our website. Bankers are encouraged to use the discussion board on this page to share information and updates impacting the industry as conditions evolve.
Please watch for emails from the NCBA during this event. Your NCBA team will continue monitoring the storm through the weekend in anticipation of possible branch closures and other operational challenges.

Implications of Credit Card Rate Cap Bill
The ABA has analyzed data from credit card issuers and released its findings on how the “10 Percent Credit Card Interest Rate Cap Act” (S 381), sponsored by Senators Josh Hawley and Bernie Sanders, would affect consumers.  
  • 74% – 85% of open credit card accounts nationwide would be closed or have their credit lines drastically reduced.
  • At least 137 million cardholders – and up to 159 million – would no longer be able to use their cards.
The announcement includes a link to a state-by-state breakdown of the data.  
Although the Hawley-Sanders legislation was filed in February of last year, the topic of credit card interest rates has received considerable media attention following President Trump’s comments last week in which he declared an intent to set a 10% cap for one year.

FDIC Board Meeting
On Thursday, FDIC board met to discuss possible amendments to the FDIC’s Guidelines for Appeals of Material Supervisory Determinations. The board was also set to vote on a final rule on FDIC Official Signs and Advertising Requirements.

Bank Resolution Planning Requirements
In a speech, Comptroller of the Currency Jonathan Gould questioned the benefit in the FDIC continuing to require filings from large banks that detail their suggested orderly resolution in case of a bank failure, known as CIDI plans.

HomeTrust Bancshares Named "2026 Great Employer to Work For In North Carolina"
HomeTrust Bancshares, Inc., the holding company of HomeTrust Bank, has announced that the bank has been named a 2026 Great Employer to Work For in North Carolina and a 2026 Best Place to Work in Georgia, Tennessee, and Virginia by Best Companies Group.
Companies are first evaluated on workplace policies, practices, systems, and demographics. An employee survey is then conducted to measure employee experience.

Federal Legislative & Regulatory Update
Disparate Impact Standard
Since 2013, HUD has issued three rules outlining how to assess whether a practice has an unjustified discriminatory effect under the Fair Housing Act, even without discriminatory intent. After reviewing them, HUD concluded that these rules create legal tests not found in the statute and effectively presume discrimination whenever outcomes differ among protected classes.

Study: FHLBank System Promotes Housing and Community Development Lending
The Urban Institute has issued a report analyzing how advances and FHLBank membership affect total lending and lending for housing, small businesses, agriculture, and community development, using more than two decades of data between 2002 and 2024.
Among the findings, a $100 increase in advances relative to assets is associated with $38 more in bank loans, rising to $48 after 2008. These results, together with observed quarterly changes in advances, suggest that bank advance use expands total lending by between $75.6 billion and $97.3 billion per year.

State Legislative & Regulatory Update
Commission Report
On Wednesday, the State Banking Commission held its first meeting of the year. The State Banking Commission received an update on the agency’s financial position, a banking supervision update from Deputy Commissioner Gene St. Andrews, and a status update on legislation.

PB Financial Corporation Reports Record Earnings for Both the Fourth Quarter and the Year 2025
Ted E. Whitehurst, President and CEO of PB Financial Corporation (OTCQX:PBNC), the holding company for Providence Bank, announced that the company reported net income available to common shareholders for the quarter ended December 31, 2025, of $6,049,519 compared to $3,937,492 for the same period in 2024. This represents an increase of 53.64%. For 2025, net income available to common shareholders was $21,571,965 compared to $15,814,873 for 2024, an increase of 36.40%.

City National Bank Expands in the Carolinas
City National Bank announced the opening of two new offices: one in Charlotte, North Carolina, and the other in Greenville, South Carolina. The expansion aligns with the bank's long-term growth strategy and commitment to meeting client demand. City National has secured more than 28,000 square feet of office space across the Carolinas, with nearly 23,000 square feet in Charlotte and an additional 5,700 square feet in Greenville.

TowneBank Completes Dogwood Merger, Expanding into Carolinas
Suffolk-based TowneBank announced on Jan. 12 it had completed its merger with Raleigh, North Carolina-based Dogwood State Bank.
The merger, announced in August, expands TowneBank’s presence along the Interstate 85 corridor.
The Dogwood merger will expand TowneBank’s presence in the Raleigh, Greensboro-Winston Salem, Greenville and Charlotte areas of North Carolina and will increase the bank’s footprint along the Carolina coast from the Outer Banks to Morehead City, Fayetteville, Wilmington and a new location in Charleston, South Carolina.
