What an awesome Conference we had in Appleton!  Personally, it was great to be back at the location of my first conference in 2005; it brought back a lot of memories.  If you attended, I hope you found the Conference to be informative, educational, a great networking opportunity and most of all FUN!  It was awesome to see so many of my amazing colleagues in one spot and I’m already looking forward to next year’s conference at the Kalahari in the Dells. 

I’m already hitting the ground running as your President; my first District Meeting was in my home District (#4) on September 8th, in Barneveld.   We had three solid hours of training with the Wisconsin Election Commission (WEC-formerly the GAB) and after our business meeting was Active Shooter Training with the Dane County Sherriff’s Department.  It was great to see everyone and the training we all received was spot on.  At the end of September I’ll be in Fond du Lac with Districts 6 and 7.  They are having a joint meeting, and I’ll get to see Ross and the crew from the WEC again (!) and Excel Tips and Tricks with Nicole Virant.  I’ve had Nicole for a couple of classes, and every time I have her for class I learn something new…she’s so knowledgeable. 

If you haven’t voted on the WMCA Constitutional changes, please remember to do so by September 27.  The link should have showed up in your inbox, but may have gone to your spam or trash.  If you didn’t get it or are having issues, contact our Executive Director and she’ll be happy to sort it out for you.

This year I’m looking to communicate with everyone through this monthly newsletter, but also with emails our Executive Director can send out to the whole membership.  This week I had Faith send out an email regarding the Voter Participation Center with some attachments.  As items like this arise, I will do my best to keep all of you as informed as I can.  We can always do a better job as a board communicating to you and I will do my best to get information out to you as fast as I can.  As always if you have any suggestions, comments, questions or just want to bounce an idea off me…my door (and inbox) is always open.      

I hope each of you enjoy the last gasp of summer, the last few weeks of Baseball (Go Yankees!) and the first few weeks of FOOTBALL!  GO PACK GO!  Ride your bike, take your boat out, play catch outside, or just sit in a chair with your favorite beverage and soak up the sun…we’re in for a long election season, and a long winter.  Thank you for this tremendous opportunity to serve as your President, I can’t wait to see what the year has in store for all of us.

More than 370 WMCA active and government associate members attended the 36th Annual WMCA Conference at the Radisson Paper Valley in Appleton.  There were also 63 booths of associate members there displaying the latest products available for our municipalities.

SURVEY OF 2016 CONFERENCE
If you did attend the 2016 WMCA Conference please do take a few minutes and answer the Post Conference Survey that was sent to you.  It really helps us determine what classes and events to have at future conferences.   If you cannot find your copy of the survey, please contact the Executive Director Faith Elford and a new survey link can be sent to you.

At the Annual Meeting, the attendees were introduced to the three new officers for the WMCA Board of Directors for 2016-17 - Kelly Michaels, CMC/WCMC from the City of Brookfield is 2nd Vice President; Brenda Ayers, Town of Burke, is the new Treasurer; and Wendy Helgeson, from the Town of Greenville is the new 2016-17 Secretary.

NOMINATIONS FOR DIRECTOR-AT-LARGE
Nominations were then taken for the two open Director-at-Large positions and Jill Kenda-Lubetski from Brown Deer; Patti Salter WCPC/CMTW from the Town of New Glarus;  and Renee Hazelton WCMC/CMC from the City of Mauston were nominated.  They will fill out and submit the Board of Director application and the 2016-17 Board of Directors will vote for two new Directors-at-Large at their October 20th meeting in Kronenwetter.

VOTING ON CONSTITUTIONAL CHANGES
Resolution No. 2016-01 was also presented and passed to send the published constitutional revisions  out for a vote by the entire eligible membership.  This is the first year that all eligible members have the opportunity to vote instead of only the conference attendees. 

The ballot was sent out via email from a company called Election Buddy on August 29th and the voting is open until September 27th.  We did discover that TDS and CenturyTel internet users did not get the ballot and a Survey Monkey version of the ballot was sent to them.  If you have not seen your ballot in your email, please check your junk mail.  If it is not there, please contact the Executive Director Faith Elford and she will make sure you receive a ballot.  There is a link in the email to see the constitutional revisions before you vote.  You can also click here to see them.  The results will be published after September 27th.

Anne Uecker WCPC/MMC was Awarded the 2016 Lifetime Achievement Award

The Wisconsin Municipal Clerks Association (WMCA) awarded St. Francis Municipal Clerk/Treasurer Anne Uecker the prestigious Lifetime Achievement Award at their annual conference in Appleton on August 20, 2016.

Ms. Uecker is a Wisconsin Certified Professional Clerk as well as a Master Municipal Clerk, and she has participated in the Milwaukee Metro Clerk’s Association since 1992.  Anne also serves as the WMCA Region Director for the International Institute of Municipal Clerks (IIMC).

Her passion and dedication to the Municipal Clerk’s profession is evident by her commitment to service for both WMCA and IIMC.  During her tenure, Ms. Uecker has actively served the WMCA on multiple committees including the Profession Education, Conference, Legislative, and Policy and Procedures committees.  She has given her time and talents generously to the WMCA by holding offices of President, 1st Vice President, Secretary, and Treasurer.  She has also attended and facilitated multiple Athenian Dialogues, which are well respected leadership forums hosted by the IIMC.

Anne has served the City of St. Francis since 1992.  She is recognized by her community for moving her office forward in terms of technology by implementing paperless agenda packets and electronic payroll, and digitizing City records.  She is active in her community through volunteerism and service, including work with the St. Francis Civic Association where she was instrumental in forming the organization and framing their objective and purpose, and membership in More Parents Voice, a parent association for St. Thomas More High School.

“She exemplifies the position of City Clerk along with her ability to maintain a proficient status within the Municipal Clerks organization” stated Sandra Boettcher, President of the Wisconsin Municipal Clerks Association.  Uecker, after receiving the award stated “I am truly humbled and honored to have received the WMCA Lifetime Achievement Award.”

President Boettcher then honored four members with her President's Awards of Excellence.  Her honorees this year were:

Kassie Van Remortel, In recognition of her extraordinary support
of the WMCA through her leadership as the Director of Governmental Affairs and Economic Development at UW-Green Bay;

Cynthia Bauer, WCMC, Clerk for the City of Altoona, in recognition of your extraordinary support of the WMCA through her support of President Boettcher when she was out of the office on WMCA business this last year;

Karen Weinschrott WCPC/CMC,
In recognition of your extraordinary support of the WMCA through your leadership of the Manuals Committee in 2015-16; and

Racquel Shampo-Giese, in recognition of her extraordinary support
of the WMCA through her leadership of the WCEF Committee.

Save the Date: AG Schimel to Host Public Records and Open Meetings Seminars

MADISON, WI – Attorney General Brad Schimel encourages the public and government officials to save the date and attend upcoming Department of Justice (DOJ) seminars on public records and open meetings laws, hosted by the DOJ’s Office of Open Government.

Registration for the seminars is currently open online at www.doj.state.wi.us/office-open-government/office-open-government-events. Registration is required and it is recommended anyone who is interested in the free seminars with assistant attorneys general register early because space is limited.
