Der Baton Rouge Zoo von BREC wurde erstmals 1960 von der Recreation and Parks Commission ins Leben gerufen. 1965 stimmten die Wähler einer Millage-Wahl zu, bei der über eine Dreiviertelmillion Dollar für den Bau der Anlage bereitgestellt wurden. Ein Zoodirektor wurde beauftragt, die Pläne zu entwerfen und umzusetzen, und die entsprechenden Mittel wurden vom Bureau of Outdoor Recreation gesichert.
Die Bauarbeiten begannen 1966, und der Zoo wurde am Ostersonntag 1970 offiziell der Öffentlichkeit zugänglich gemacht. Die Einwohner von East Baton Rouge begrüßten den neuen Zoo und entwickelten ein starkes Gemeinschaftsgefühl, inspiriert von der lokalen Fernsehpersönlichkeit Buckskin Bill.
