Parry Thomas und Jerome Mack, die das ursprüngliche Landfundament gründeten und 500.000$ für Machbarkeitsstudien und die ersten architektonischen Renderings spendeten. Ursprünglich als Sportstätte für die UNLV Runnin' Rebels konzipiert, änderten sich der Schwerpunkt und die Ausrichtung der Anlage in den Vorbauphasen schnell, sodass die Anlage vielseitig genutzt werden konnte.
