This uniquely American event began as a promotional effort by Pasadena's distinguished Valley Hunt Club. In the winter of 1890, the club members brainstormed ways to promote the "Mediterranean of the West." They invited their former East Coast neighbors to a mid-winter holiday, where they could watch games such as chariot races, jousting, foot races, polo and tug-of-war under the warm California sun. The abundance of fresh flowers, even in the midst of winter, prompted the club to add another showcase for Pasadena's charm: a parade would precede the competition, where entrants would decorate their carriages with hundreds of blooms. The Tournament of Roses was born. "In New York, people are buried in snow," announced Professor Charles F. Holder at a Club meeting. "Here our flowers are blooming and our oranges are about to bear. Let's hold a festival to tell the world about our paradise." During the next few years, the festival expanded to include marching bands and motorized floats. The games on the town lot (which was re-named Tournament Park in 1900) included ostrich races, bronco busting demonstrations and a race between a camel and an elephant (the elephant won). Reviewing stands were built along the Parade route, and Eastern newspapers began to take notice of the event. In 1895, the Tournament of Roses Association was formed to take charge of the festival, which had grown too large for the Valley Hunt Club to handle.

The Old Pasadena Management District (OPMD) is a non-profit business organization that creatively plans, manages and develops Old Pasadena as a unique, authentic and vibrant downtown experience. The OPMD currently contracts with the City of Pasadena to manage the Old Pasadena Business Improvement District (BID). The BID enhances the basic City services by funding district-wide security, marketing, and maintenance programs to provide a clean, safe vibrant downtown experience. All operations are financed through annual tax assessments on privately owned commercial property. The Old Pasadena BID was formed in 2000 and recently approved for another five-year term to be renewed in 2015. This organization is led by a cross section of Old Pasadena stakeholders and managed by professional staff. This includes merchants, tenants, property owners, residents and city management, led by 23 volunteer directors. Geographic boundaries of the Business Improvement District (BID) are Pasadena Avenue to the west, Arroyo Parkway to the east, Del Mar Boulevard to the south and Walnut Street to the north. The District is a 22-block National Register Historic District, and includes two historic public parks, Central Park and Memorial Park.

Paseo Colorado, also called Paseo, is an upscale outdoor mall in Pasadena, California just across the street from the Pasadena Convention Center and Sheraton Pasadena. Paseo covers three city blocks with office space, shops, restaurants, an upscale grocery store, a movie theater, and 400 loft-style condominiums (called Terrace Apartment Homes) above. It is located in downtown Pasadena between Colorado Boulevard to the north and Green Street to the south. Paseo Colorado is just east of and connected by a pedestrian bridge, the Garfield Promenade, to Old Town Pasadena, and west of the center of downtown. The mall is located across Green Street from the Pasadena Civic Auditorium in the Pasadena Convention Center. The mall's anchor retail chain stores are Macy's and a Gelson's supermarket outlet. The mall opened in September 2001 and was designed by Ehrenkrantz, Eckstut and Kuhn Architects with a view toward the style used by the architect Edward H. Bennett when he designed Pasadena's Beaux Arts-style Civic Center in 1923. It replaced the older 700,000-square-foot (65,000 m2) Plaza Pasadena, which was an indoor shopping mall that opened in 1980.
