上層階には伝統的なラオス様式の華やかな塔が5つそびえ立つパトゥーサイ戦勝記念塔は、ビエンチャンの街並みを際立たせています。パトゥーサイ公園の中心的存在であり、フランスからの独立を目指して戦死したラオス人や、同国の初期の占領国であるサイアムや日本からの独立を目指して殺害されたラオスに捧げられています。首都の大通りの端に位置する大きな正方形のアーチは、パリの凱旋門を思い起こさせます。しかし、ラオスの回復力と最終的な独立の記念碑として、パトゥーサイは国の文化と伝統に敬意を表して設計されました。外観の装飾には、蓮の葉や仏塔の形をした塔などの仏教の宗教的シンボルと、アニミストのキンナリ（半メスと半鳥のフィギュア）とナーガ（ドラゴン）の像の両方が描かれています。モニュメントの内部には、神々、女神、象を描いた塗装された壁や天井も豊かに装飾されています。少額の料金で、頂上に登って、たくさんの木々、低層の建物や寺院が立ち並ぶ魅力的で昔ながらの街、そしてメコン川を渡ってタイまでパノラマビューを楽しむことができます。
