建立國家博物館的想法是由馬來西亞第一任總理楊泰拉馬特·穆利亞·湯庫·阿卜杜勒·拉赫曼·普特拉·阿爾·哈奇發起來。他認為馬來亞（當時）需要一個具有民族身份的博物館，以展示文化，遺產和自然的各個方面。因此，由於 1945 年 3 月 10 日聯盟空軍炸彈襲擊而幾乎意外破壞的塞蘭戈博物館大樓（1906-1945）的地點被選為建造國家博物館的地點。
