传说里斯本是由尤利西斯创立的。这个名字来自 “Olissipo”，它起源于腓尼基语 “Allis Ubbo”，意思是 “迷人的港口”。
它很可能是腓尼基人创立的，由摩尔人设计，这体现了强烈的阿拉伯影响。毕竟，它由摩尔人统治了450年。在12世纪，基督徒重新征服了这座城市，但直到13世纪中叶，里斯本才成为该国的首都。
