Das Old State Capitol ist eine Rekonstruktion des fünften Statehouse von Illinois, dem ersten, das sich in Springfield befand. Das Gebäude diente von 1839 bis 1876 als Sitz der Landesregierung und als Zentrum des politischen Lebens in Illinois. In den dramatischen Jahren vor dem Bürgerkrieg spielte das Gebäude eine wichtige Rolle im politischen Kampf zwischen Stephen A. Douglas (1813-1861) und Abraham Lincoln (1809-1865). Lincoln besuchte das Gebäude häufig sowohl als Anwalt als auch als Politiker. Während seiner letzten Amtszeit im Repräsentantenhaus von Illinois diente er in dem Gebäude und hielt 1858 in der Representatives Hall die berühmte Rede „House Divided“.
